We all have our faults and I am sure the Prime Minister would agree that he has his share of his own, but he also has many attributes, and one of them is courage. It took courage to go to Ukraine to stand up for freedom and for people who have been subjected to barbarism. I must take this opportunity to ask my right hon. Friend if he will review the cuts to our armed forces and ensure that the future of this country is invested in to meet this future and very real threat?

I thank my hon. Friend, who is a valiant campaigner for the armed forces in all their guises, and quite rightly. It is partly thanks to the lobbying of himself and others like him that we have increased defence spending by record sums—£24 billion—and that has enabled us and helped us greatly in helping our Ukrainian friends.

I commend my right hon. Friend and his Ministers for the firm stance they are taking. None of us knows what Mr Putin’s longer-term aims are. If Ukraine falls, and I fear that it might, his covetous eye might land on the Baltic states and other vulnerable countries. Can my right hon. Friend reassure NATO members that if one Russian boot lands on NATO soil, military force will be met by military force?

We have to recognise the lesson of 2014, which is that we have to move away from a dependence on Russian hydrocarbons, and the Government will pursue policies to that end.

I congratulate my right hon. Friend and the Defence Secretary on their brilliant work at this very difficult time. Mr Putin is a bully, and bullies recognise only one thing: military force. If we are to fight for the freedom that we claim to hold so dear, we have to pay to defend it. Will my right hon. Friend go back to the EU and NATO, in particular, and say that we have to raise our spending budgets to at least 3% to have more planes, more ships and more men to deter Russia and not to wage war, but to prevent one from happening?

My hon. Friend is completely right. The British Government are continually exhorting our European friends to exceed the 2% threshold. It would be a great thing if we could get some of them up to 2%, never mind 3%.

To lead is to be in a lonely place. I have seen courage today, and I want to thank my right hon. Friend for the statement that he has made. He may recall that we were not on the same side when it came to lockdown. In that context, may I gently suggest to him that were a pandemic to strike again, the Government should advise and counsel, and should not curb our freedoms?

The hon. Gentleman is making an important point. What we are all discussing at the moment is what we can do to fortify NATO’s eastern/south-eastern flank. The French are looking at Romania. There are questions about Hungary and what we might do there; as he knows, there are complex issues involving the Hungarian minority in Ukraine. Everybody—particularly the Americans; he heard what I said about the 8,500 troops getting ready to go to Europe—can see the need now to move NATO forces, to fortify NATO’s eastern flank.

The diplomacy of the velvet glove must be supported by a steel fist if it is to be effective. Does the indirect threat to NATO inform the Prime Minister that NATO must spend more money on its conventional forces? In that respect, will he reconsider the 10,000 cut to our Army?

We have spent record sums on our wonderful Army and it is now more agile, lethal and deployable around world, which is why we are able to move at speed and not just deploy in Estonia but, as I said to the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard), look to move to other parts of NATO’s eastern frontier.

No, Mr Speaker, because I immediately said in my answer to the question that of course we have to be concerned about inflation at all times. What I said, I think on TV, was that some of the predictions then about inflation had not proved well-founded, but clearly inflation is a serious risk. It is going up, we need a strategy to tackle it, and that is what we have.

My constituent Grant Bailey went back to Afghanistan in September. He disappeared in December, around Christmas time. We think the Taliban have him. Can my right hon. Friend advise me and his family whether he knows anything about this man, who has him, and what is being done to get him home?

I thank the hon. Gentleman for giving me notice of his question. We are working with industry to get more people into HGV driving, which is a great and well-remunerated profession, by, for instance, ramping up vocational test capacity and funding apprenticeships for people training to be lorry drivers. As the House heard earlier, the career structure of HGV drivers is affecting countries throughout the European Union. I suggest that the hon. Gentleman take up his proposals directly with my right hon. Friend the Secretary of State for Transport.

This Government are committed to levelling up the whole country, and Dorset is no exception. I am delighted that the local growth fund in Dorset has contributed £98.4 million to 54 projects since 2015, and I understand that Dorset Council has also made a bid through the levelling-up fund to improve access at Weymouth station.

As a former soldier, I know that time is never wasted on reconnaissance. May I ask my right hon. Friend to come and get some good Dorset sea air, visit Weymouth and see the infrastructure for himself? Until we improve it, we cannot attract the investment, jobs and prosperity that we so desperately need, in an ancient seaside resort that needs a bit of love, attention and Government money.

I disagree vehemently with what the hon. Lady says because the economy is coming back much more strongly than many predicted, including the Office for Budget Responsibility, which is a good thing. If we had followed the advice from the Labour party we would still be in lockdown, but we are seeing growth returning and jobs being created, and I do not believe anything in this plan will do anything to dent that confidence. On the contrary, businesses want to know that their workforce have the security of a good health and social care plan to back them up, and that is what this Government are providing.

As Conservatives, broken pledges and tax rises should concern us. Our finances are in a perilous state; surely a radical review of the NHS is needed if this money is not going to disappear into another black hole. Does my right hon. Friend agree that the Conservative way to raise revenue is to lower taxes, not raise them?

I do agree with that general proposition, but in the current circumstances, after 18 months in which it has been necessary for the Government to perform the most enormous fiscal exertions to put their arms around the country at a very difficult and dangerous time, it is right that we take these steps to put the NHS back on a sustainable footing and to deal with the problems of social care which make long-term solutions for the NHS—the very reform that my hon. Friend and I want to see—so difficult to achieve.

The hon. Gentleman is focusing on exactly the right question and the right response from the western world and, indeed, the global community. We need to work together to ensure that, as far as we possibly can, we condition the new Government and new authorities in Kabul to understand that Afghanistan cannot slide back into being a cesspit of terror. That is our effort today.

The Government are proud of what we have done since we came in to increase the size of our defence commitments by the biggest amount since the end of the cold war. On the hon. Gentleman’s point about Afghanistan, the reality is that even when there were 130,000 western troops in the country, it was not possible to subjugate the Taliban, and I am afraid that we are living with the lessons of that today.

This country remains, as I have just told the House, one of the biggest bilateral donors of aid to Afghanistan in the world. The people of this country should take great pride in that. A statistic I did not mention earlier, to get back to the hon. Lady’s earlier point, is that, partly thanks to the work of UK aid and the whole NATO mission, mortality for women and children in Afghanistan has fallen faster than in any other low-income country.

First, I pay tribute to and thank all those who served in Afghanistan so professionally and courageously. May I press my right hon. Friend on the point raised by my right hon. Friend the Member for North Somerset (Dr Fox) by asking him how we, the UK and our allies, can now physically stop Afghanistan from once again becoming a haven for international terrorism? Let us not be naïve: the Taliban are back and all the horrors associated with them.

A couple of quick points. It is important for my hon. Friends not to exaggerate our ability, by military might alone, to stop parts of Afghanistan already being used for terrorist purposes if that were what the Taliban desired to do, given that they already possess substantial portions of that country. It is also the case that there are many other parts of the world that can be used as a base for international terrorism. What we propose to do is continue to work with our friends to look at an outside-in approach to counterterrorism, and to work with regional actors to ensure we have a solution in Kabul that prevents that country lurching back into becoming a haven for terrorism in the way that he describes. As I have told the House, I do not think that that will necessarily be easy, but it is by no means impossible and the hope is certainly there.

“Global Britain” remains the buzzword, and our armed forces have a key role to play with the integrated review. With that in mind, and given the many responsibilities that my right hon. Friend has committed to, can he reassure me that he will expand the Army to 100,000 as our chief ally, the US, has recommended, rather than see it wither on the vine to 72,000 by cutting recruiting, thereby avoiding redundancies?

My hon. Friend will be pleased to know that the Army, including reserves, will be over 100,000, but it is the duty of this Government to take the tough decisions that are necessary to modernise our armed forces as well. That is why we are investing £24 billion and undoing some of the mistakes that I am afraid were made by the previous Labour Government.

Once again, the right hon. Gentleman has the answer contained in his question. This country is going through a grievous bout of a deadly pandemic. He rightly draws attention to the death toll of 100,000 and, as he knows, there are currently 37,000 people in hospital. The entire British state is working flat out to bring the virus under control, and to get us through this pandemic and out the other side. As I have told him before, now is not the right time to consecrate the energies and efforts of officialdom, which would be huge, to an inquiry, though as I have said before—I said it last night and I will reassure him again today—of course there will be a time to learn lessons, to reflect, to understand and to prepare.

I welcome and thank my right hon. Friend for his upbeat statement, which offers much-needed hope to a beleaguered nation, rather contrary to Captain Hindsight’s contribution. With a successful inoculation programme in full swing, my right hon. Friend’s plan to break free from lockdowns and restrictions is critical. Variants or no variants, does he agree that the lives and livelihoods of millions of our citizens now depend on a more proportionate response to this pandemic, which will require political courage to initiate?

I very much respect the point of view of my hon. Friend, who has long been a keen and justified campaigner for liberty. I share his instincts very strongly, but I must tell him that we will continue to be cautious in our approach because we do not wish to see more lives lost than we can possibly avoid. That is why we will continue with the roll-out of the vaccine programme —the fastest in Europe currently—and on 15 February, as I have just said to the House, we will look at where we are. We will be setting out a road map, which I hope will be useful to him and to all colleagues throughout the House, on 22 February.

First, the right hon. Gentleman mentions the living wage. This is the party and Government who instituted the living wage and have just increased it by a massive amount. Secondly, this is the party that is putting £34 billion into the NHS—the biggest investment in modern times—and believe me we will continue with that investment. He talks about discriminatory policies at the border. The logic of his policy is to have a border at Berwick.

The Defence Select Committee heard recently that France is conducting a root-and-branch review of its defence supply chain following concerns that China is buying up defence-related companies that are going bust during the pandemic. Does my right hon. Friend think it might be wise to consider doing the same thing here in addition to rowing back from his plans to allow Huawei to roll out 5G?

I am sure there is a legal term for imputing to me a policy that I have not yet announced, but my hon. Friend is right to be concerned about the buying up of UK technology now by countries that may have ulterior motives, and we are certainly introducing measures to protect our technological base. He will be hearing a lot more about that in the next few weeks.

The right hon. Gentleman is right in what he says, but, of course, the first few things he said were wholly incorrect. There will be a high standard maintained—the very highest standards maintained —for workers’ rights and environmental protection. If he is not content with that, it is open to him as a Member of this House, as I have said, to take part in the setting of the mandate for the future partnership and to engage, as all parliamentarians are invited to, in drawing up the terms of our future partnership, and I hope he takes up that offer.

I must respectfully disagree with the hon. Lady’s characterisation of the surrender Act—[Interruption.] It has done damage and was intended to damage this country’s negotiating position. It is also right in this context to work hard together to get a deal done and to deliver on the mandate of the people, because that is what her constituents would want.

My hon. Friend is valiant for truth in this matter and he is right. The problem with the previously existing withdrawal agreement is that it would have kept the UK locked in the EU in a state tantamount to vassalage. We will make sure that the deal we do bears no resemblance to that predicament, and it will be a deal that I believe he can fully support.

Make no mistake: the motion, if passed tonight, and the Bill on Wednesday would mean nothing less than revocation of article 50, because they would bind his hands to the point that we would never ever be able to leave?

Of course, that is the very trap from which it is now absolutely vital that we escape. As the right hon. Gentleman says, that 8 December document effectively commits the UK to remaining in regulatory alignment in the customs union. We believe—and it is common ground in Dublin, Brussels and elsewhere—that there are facilitations available to enable frictionless trade not just at the Northern Irish border but at other borders too, in order for the UK to come out of the EU customs union while doing a free trade deal. That is what we are going to achieve.

I welcome my right hon. Friend to his post; I so welcome his enthusiasm. Would he come down to our seaside towns, which desperately need love and investment? He would be most welcome to come personally. May I ask him to keep a focus on the future of seaside towns and the vital role they play in our communities?

I thank my hon. Friend. He is totally right to focus on seaside towns and coastal communities because too often they have been forgotten, as has their infrastructure. This new Government’s programme is to unite this country with infrastructure, better education and technology to bring opportunity not just to cities around the country, but to rural and coastal communities as well.

I thought that we made a series of very fruitful suggestions, and we will continue to make such suggestions. The central idea is that, around the core of the JCPOA, we build a superstructure—a follow-on agreement—that addresses the problems of the sunset clauses and the issues of the ICBMs, and satisfies the anxieties of the President and of many colleagues in the House today.

My right hon. Friend is obviously much better briefed than I am but, as I understand it, Iran is not in compliance with all the letter of the agreement. Can he assure me that Israel, which the Iranians have sworn to wipe off the earth, will not now strike Iran in a counter-attack to prevent any further escalation in building nuclear missiles?

I understand what the hon. Gentleman is driving at, but we cannot get into the business of offering security guarantees to the North Korean regime when it is currently threatening to destroy New York and other cities and countries around the world.

No. The hon. Lady will understand that it does not amount to that. Certain states have been singled out. As I have said, I believe that to be wrong in the sense that it discriminates against people on the grounds of their nationality.

When President Obama came over here during the EU referendum, he voiced his concern about what we were trying to do. We told him in no uncertain terms that it was none of his business—it was entirely ours. Friends should be able to speak to each other, but does my right hon. Friend agree that the American people have voted Donald Trump to be their President and it is their business how they defend their borders?

I agree with my hon. Friend up to this point: it is also our duty, as many Members have said today, to make our views about this measure clear to the American President. We do not like it. We disapprove of it. We think it is divisive, discriminatory and wrong, as I have said repeatedly. As he rightly says, however, this is a sovereign Government of a friendly country and they have taken this decision by due process.
