I have sat through today’s debate, and I will not take any interventions because I want other colleagues also to have the chance to speak.
We need to talk about trust. The British public are fed up with Brexit and are fed up with us. The vast majority of us in this Chamber stood on a manifesto to honour the referendum result. I respect those who did not stand on such a manifesto, but the majority of us did. This House, whether or not we like to admit it, is a remain House. The Labour party would like to bring down the Government, and it clearly sees this as an opportunity to do so. I understand that that is the Opposition’s job, and we were in opposition long enough, but it is fundamentally wrong for a party to stand on a manifesto saying it will honour the referendum result and then do everything it can in this House to delay, change or make it a soft Brexit, or whatever other language we might use.

I have already said that I will not give way.
We can rebuild trust among the British public, but we can only do so if we compromise—not, as the Scottish National party suggests, by not leaving, and not by saying we want to be in the European Union—[Hon. Members: “Hear! Hear!”] Yet again, I am so popular.
I am pleased that the Prime Minister is here, because this is fundamental. Those running leadership campaigns to replace her should, for God’s sake, put it on the back burner until we get this through. We are not voting today on the Bill. We are voting to get on to the Bill so we can consider the amendments that so many colleagues wish to make, including my friends from Northern Ireland.
Colleagues stood for election on a piece of paper that said, “I will honour the referendum.” They have to go back to their constituencies and say, “I have honoured the referendum result, as I promised you.” I will have to go back and say I have compromised, because I do not like the agreement. Most of us do not like the agreement, but it is a damn sight better than sticking two fingers up to the British public and saying, “We are going to ignore you.”
That is basically what is happening. Our constituents voted to leave, and not with caveats or with bits and bobs attached, and leave is what we should do, but I am petrified that this House is going to block the will of the British people, which is why I will support the motion today.

I learned an awful lot about NATO when I was in uniform with the British Army of the Rhine back in the ’70s and ’80s. Our American allies were with us then, and they are with us today. We need to ensure that America is 100% behind NATO—that commitment has gone through—and the Labour party leadership should be, too.

I could not agree more with my colleague. One thing that I know as a former serviceman is that our armed forces need to know that the country is behind them. I hope that the entire House will support our troops as they deploy to eastern Europe.

I am fully responsible for my actions and I take full responsibility for what has taken place under my brief. I cannot comment on what will happen and what will be announced in December, which will be based on the existing funding formula. We will all have to wait for the autumn statement.

The House needed an apology for the statistical errors by the Home Office, and we had one, without reservation, from the Minister. We should welcome that. What matters more to me is that when the results of the spending review are announced in December, forces such as the Gloucestershire constabulary will still have the resources they need to tackle serious crime such as drugs, knife use, and the very sad deaths resulting from both. Will my right hon. Friend give my constituents that reassurance?

My hon. Friend’s constabulary has done fantastically well. It is a statistical error that has caused me to make this decision with the Home Secretary today. The reason for the change in the formula was to address the anomalies that we have heard about from Members across the House on the unfairness of the existing formula. It still needs to be changed and we need to push on with that with the chief constables and the PCCs.

There is empathy throughout the House with what my hon. Friend says. There are always reasons why such anomalies, as they were described earlier, are out there, and sometimes there are reasons why they cannot be addressed. That is always the case. When I was discussing the issues privately with my hon. Friend the Member for Gloucester, however, I suggested that he put in for the debate. It is important. Members should be able not only to write to Ministers, but to hear them say something that has been in correspondence, such as what I have said in mine: because of the compelling arguments put forward, we have asked officials in the Home Office and throughout Government, in particular the Treasury, to look at the implications and at how things might be progressed. Once we get a report back, matters might be slightly above my pay grade, as we get so close to the Budget and to a general election. At the end of the day, with the language that I am using today, I am going as far as I possibly can without announcing what the officials have found and what the implications are.

The Minister is saying encouraging things in an encouraging tone and paying tribute to the great campaign run by the widows and widowers. He is absolutely right about the tone of the debate and the campaign. Is this not a wonderful opportunity to do something that is fair, even if we cannot always do things to right the injustices of the past, as he rightly said? With the Budget so close and a general election after it, would it not be a wonderful thing for the Government to tackle the problem now?

I get on very well with the shadow Minister, but what he has just said is appalling. He is running down the police force and the fantastic job they are doing. With less officers on the front line and less officers in the back-room staff, they are doing a fantastic job. He should be ashamed of himself, and he should praise the police.
