The deputy head of the Ukrainian President’s office has said that the UK is the leader in defence support for Ukraine, the leader in the anti-war coalition and the leader in sanctions against the Russian aggressor. With Russia’s offensive in the Donbas beginning the next stage of Putin’s appalling invasion, can my right hon. Friend assure me that the UK will remain the leader of international efforts to support Ukraine, including by persuading all our friends and allies of the need to stand up to Putin’s outrageous actions?

I do not think there was a question there. There was an invitation for me to do what of course the Labour party wants me to do, but I am not going to do it. We are going to carry on with our agenda of uniting and levelling up across the country, and they fundamentally know that they have no answer to that. We have a plan and a vision for this country; they have absolutely nothing to say, and that is the difference between our side and their side.

13. Alongside the threat of a Russian invasion of Ukraine there are real fears of China invading Taiwan. On Sunday, Beijing staged the largest incursion into Taiwan’s airspace since October. Does my right hon. Friend agree that military aggression and threat of occupation are never acceptable anywhere in the world, and will he confirm that under this Conservative Government the UK will always be at the forefront of standing up forcefully for freedom and democracy, security and stability?

I was shocked and amazed to hear that computers were literally being sent to landfill in the way the hon. Lady describes, and I think the whole House would agree that the practice is bizarre and unacceptable. I am sure Amazon will wish to rectify it as fast as possible, but one thing that we are doing—to get to her second point—is ensuring that tech giants and other companies pay their fair share of tax on their sales within this country, thanks to the agreement that my right hon. Friend the Chancellor struck at the G7.

With new houses comes the need for new infrastructure, and in Aylesbury we particularly need better transport links, to cope with our growing population. Will my right hon .Friend therefore ensure that the Aylesbury spur of East West Rail is approved? There is a better business case for it than there is for HS2, and the spur has the great advantage of being the railway we do want, rather than the one we do not.

Yes, I can confirm to my hon. Friend that the Department for Transport’s review is looking at the design and construction of the Aylesbury spur, but I have to caution that the cost of construction of that spur is currently very high and we need to look at the numbers to ensure that they come down. I hope he may be helpful in that matter.

I am afraid the hon. Gentleman is running down the UK’s efforts, as well as what the summit achieved, which is 1 billion more vaccines, on top of the 1 billion that G7 countries have already committed to distributing around the world. This is only six months after these vaccines were invented—it is an astonishing thing! He attacks the performance of Britain and the people of the UK, but let me remind him that we in this country are responsible for one-third of the 1.5 billion vaccines that have been distributed around the world. When will he get that into his head? That is a fantastic record, on top of the 1.6 billion that we have been contributing to that COVAX roll-out. I think the people of this country should be immensely proud of the Carbis Bay declaration and the vaccines contribution that we are making. We are working as fast and as hard as we can, while still getting vaccines into the arms of our own people in this country, and that is absolutely right.

Communiqués from the G7 and NATO summits speak of increasing challenges and threats from China, be they military build- up, cyber-attacks, human rights abuses, or the belt and road initiative. Will my right hon. Friend reassure the House that the common values and commitment that we and our partners have to democracy and the rules-based international order will result in the G7 and NATO tackling the malign actions of the Chinese Communist party, whatever form those take?

Yes. Nobody at either the G7 or NATO wants to get into a new cold war with China, but on the other hand they see that the opportunities we have to trade more and engage with China must be matched by firmness in our collective dealings with it, particularly when it comes to the Uyghurs, as colleagues have mentioned several times, and when it comes to navigation in the South China sea, and the freedoms and rights of the people of Hong Kong.

The pubs, restaurants, hairdressers, gyms, and many excellent shops of Aylesbury are desperate to reopen. Can my right hon. Friend reassure them that the measures he has announced today, combined with the vaccination roll-out, will speed up when that will happen, and that there is a route out of lockdown for us all?

The national roll-out of covid-19 vaccinations is a tremendous success story, but it is only in the past few days that over-80-year-olds in Aylesbury have been able to get their first jabs. Many of my constituents have contacted me to say that they are frustrated and worried that they have been either forgotten or pushed to the back of the queue. Can my right hon. Friend assure them that everybody in the Aylesbury area in the most vulnerable groups will be vaccinated by the middle of February?

I thank my hon. Friend for everything he does to fight for the interests of the people of Aylesbury. I can confirm that we are on track to deliver our pledge, although I must stress to the House that it is very hard because of constraints on supply. We are on track to deliver a first vaccine to everyone in the top four cohorts by mid-February, including the people of Aylesbury.

I must respectfully inform the hon. Lady that the current Mayor of London had effectively bankrupted TfL before coronavirus had even hit and left a massive black hole in its finances. Any need to make up that deficit is entirely down to him. It is entirely his responsibility. Any expansion of the congestion charge or any other measure taken to improve the finances of TfL are entirely the responsibility of the bankrupt current Labour Mayor of London.

People the length and breadth of the country have made many sacrifices over the last few months to try to suppress covid-19, but infection rates are increasing fast and Buckinghamshire may soon find itself in tier 2. Can my right hon. Friend tell the people of my Aylesbury constituency how long we would be expected to stay there, what additional help there would be for local businesses, and, crucially, what the route out would be?

I hope I can reassure my hon. Friend by telling him that the incidence in the Vale of Aylesbury is in fact less than half the England average. The way forward for constituents in the Vale of Aylesbury and everywhere else is for everyone to keep following the guidance, observing the new restrictions and, obviously, washing hands, wearing a face covering in enclosed spaces and keeping a sensible distance.

The deputy chief medical officer, Jonathan Van-Tam, addressed that point directly earlier on today about transmission in hospitality settings. Clearly, we need to reduce the overall budget of transmission that is going on in the country, and that is one sector that we can address. I am interested in what she says about Greater Manchester; my information is slightly different. What I would hope is that we can work together to bring down the rates in Greater Manchester, which at present are certainly worrying.

Many businesses in Aylesbury are affected by the 10 pm curfew, despite the low infection rates locally, so can my right hon. Friend confirm that there is and there always will be a scientific basis for restrictions on economic activity?

There are different measures in place, as we have discussed already this afternoon. Overall, the UK is proceeding with the same approach. I am very grateful to Mark Drakeford and everybody else in the Welsh Government for the way we are working together to defeat the virus. Yes, there will be some differences and some seeming illogicalities, but that is inevitable in tackling a pandemic. I am grateful for the right hon. Lady’s co-operation.

My constituents in Wendover will be worst affected by the construction of phase 1 of High Speed 2, according to the House of Lords. The best mitigation for the village would undoubtedly be a bored mined tunnel, but that has been refused. Does my right hon. Friend agree with that decision? If so, will he ensure that HS2 Ltd and its contractors works constructively with the Wendover HS2 Action Group to minimise noise pollution and avoid damaging the aquifer by other means?

As the Prime Minister, I totally support HS2 and the ambition of linking up our country better. As a local MP, I feel my hon. Friend’s pain and I understand exactly where he is coming from. I have been assured in my conversations with HS2 that it is having extensive engagement with the Wendover group. I know Wendover well, as he knows. I will ask the relevant Minister to make contact with him.

We have already given the East Riding of Yorkshire more than £21 million to deal with the pressures of coronavirus. We have supported 90% of caravan manufacturers, whom the hon. Lady rightly supports, with the furlough scheme. As she knows, we have not only the £2 billion kick-starter fund to help young people into work, but the furlough bonus scheme to retain people in their jobs, as part of a massive package—£640 billion overall—to get our country moving again and make sure that we bounce back stronger than ever.

Schools in Buckinghamshire have done a tremendous job in recent months, balancing online learning with physical classes for the children of key workers. Will my right hon. Friend join me in thanking the teachers of the Aylesbury constituency, and does he agree that it is right to have increased funding for schools, providing more money for all pupils and giving them the best prospects for their future?

Yes, and I am proud that we have fulfilled our manifesto promise. We are levelling up school funding across the country so that every primary school pupil receives at least £4,000 per head and every secondary school pupil £5,150, and I pay tribute to all the teachers and all the schools in my hon. Friend’s constituency for the excellent work that they have done in the last few months.

As I think the Leader of the Opposition himself confirmed just now, we do have a pretty good estimate of what is happening in the country. Overall, we think the numbers have moved down from, say, one in 400 four weeks ago to maybe one in 1,700 today. The incidence continues to decline across the country. Where there are particular outbreaks and particular hotspots, such as in Bedford or elsewhere, we now have the resources of our test and trace operation and the joint biosecurity centre, which are getting better and better the whole time, to implement those local crackdowns and cluster-busting operations.

Many market traders and independent business owners in Aylesbury have told me how much they appreciate the tremendous help that they have received from the Government during the coronavirus crisis, but we do know that, sadly, many people will still lose their jobs in the months ahead. I wonder if my right hon. Friend could ensure that Government Departments will work together to provide both the resource and expertise that are necessary for people to learn new skills so that they are fully equipped to take on new and different types of work in the future.

Yes, indeed. I thank my hon. Friend for what he is doing to represent his young constituents. It is vital that we invest in people’s skills during what will unquestionably be economically difficult times. We are not just investing in training through our new £2.5 billion national skills fund: we also want to encourage as many in-work placements as possible and get people the live experience that they need.

The reopening of non-essential shops in Aylesbury on Monday has been a very welcome boost to restart the local retail sector. Can my right hon. Friend assure me that he will do everything necessary to stimulate the rest of the Buckinghamshire economy in the weeks and months to come, for example, by easing restrictions on outdoor tables and chairs, cutting unnecessary regulation and, perhaps most importantly, providing a dedicated stimulus for our small businesses—the businesses for which the county is rightly renowned?

Yes. I thank my hon. Friend for the way he campaigns for business in Aylesbury. We will do what we can to flex the social distancing rules, but only as we make progress in driving the incidence of the virus down. I think everybody understands the tension that the whole country is operating under and the trade-off that we have to make. We must continue to defeat the virus. We will stick ruthlessly to our plan to continue with the opening of hospitality sectors on 4 July at the earliest and proceed on that basis.

The hon. Lady has raised this before. I pointed out that we have given an extra £3.2 billion to local government and another £600 million to deal with the particular costs of care homes, but I am happy to write back to her about the particular needs of Liverpool and Knowsley councils.

Q9.   Buckinghamshire Council has been able to help thousands of local businesses thanks to the £91 million grant from the Business Department, but despite the very best efforts of its staff, £13 million remains unclaimed. I and the council would like all that money to be able to be given to small businesses that need it to survive, but at the minute that is not allowed. Will my right hon. Friend seek to persuade his Cabinet colleagues that this would be a win-win—more help for businesses in need without costing the Government a penny more than has already been allocated?

These are very dark and difficult days, but may I highlight the amazing work being done by volunteers across the country to help others? In my constituency there are dedicated groups delivering groceries and prescriptions, from Stokenchurch to Edlesborough, and from Hughenden to Berryfields. Will my right hon. Friend join me in thanking them all, but will he also especially congratulate the organisers of Bernie the bus, which, while collecting food for the local food bank, plays very loud party music, bringing a real note of joy and happiness to local communities as it performs a valuable public service?

As a great believer in buses, and as a part-time manufacturer of them, I agree with my hon. Friend very strongly about the good work being done by Bernie the bus and all who support it and travel therein.

The whole House will want to join me in paying tribute to Lance Corporal Brodie Gillon, a reservist medic of the Scottish and North Irish Yeomanry, who was tragically killed in Iraq last week. My thoughts and deepest sympathies are with her family and loved ones at this very difficult time.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in the House, I shall have further such meetings later today.

Like many others in the United Kingdom, my constituents in Aylesbury are understandably deeply concerned about covid-19, and I pay tribute to staff at Stoke Mandeville Hospital, Bucks social services and everyone in the community who is helping those with the virus or in isolation. Can my right hon. Friend assure the people of Aylesbury, and everybody in the country, that the Government will take whatever action is needed and spend whatever money is needed to save lives and protect livelihoods?

I join my hon. Friend in paying tribute to the staff at Stoke Mandeville and to all the staff in our fantastic NHS for the way they are coping at this extremely difficult time. We not only put another £5 billion into the NHS last week, as he heard from my right hon. Friend the Chancellor, but we will certainly do whatever it takes and provide whatever funding is necessary to help our NHS through this crisis and, indeed, to support the whole country with Government-guaranteed loans, as he will have heard yesterday.
