I know that my right hon. Friend believes that local leaders know best when it comes to regenerating local areas, and when it comes to Buckinghamshire, he is absolutely right. Buckinghamshire Council, which effectively created the concept of county deals, is very disappointed not to be one of the first nine, so will he tell me how soon the second tranche will be announced, because Bucks is poised to not just negotiate, but spring into action?

I absolutely appreciate that and Martin Tett, the leader of Buckinghamshire Council, is a first-rate local authority leader. I cannot give a timescale at the moment. We want to make sure that the first nine county deals are successful, but we want to move on rapidly thereafter to expand the scope of county deals.

I am grateful to the hon. Gentleman for his question. It is the case that there is global collaboration through the CEPI programme to try to ensure that all countries that are determined to deal with the covid-19 threat can work together to develop a vaccine. We have relationships with European and other nations, which are there to ensure that we are in a strong position to be able to provide a vaccine for our citizens once one is effectively tested.

Buckinghamshire has more microbusinesses than any other county in the country. What steps is my right hon. Friend taking to ensure that those very smallest firms are fully aware of the steps that they will need to take so that they really can get going with the new opportunities they will enjoy after the transition period?

My hon. Friend makes an important point. In Buckinghamshire and elsewhere where there are microbusinesses, they can take advantage of the new information campaign that we have provided. There is an online checker, which will allow them to judge whether they have taken the appropriate steps to be ready to trade. They can also register for regular updates to ensure that they are making progress in a timely fashion, and of course the provision of additional funding for customs intermediaries will ensure that they can have an appropriate freight forwarder or other in order that they can continue to trade freely.

I know that the hon. Lady was a very successful teacher before she came to this place, so I am grateful to her for giving me the opportunity to resit the exam, and I hope that I will be able to pass it this time. It will not be the case that there will be any individual responsible for that, no.

Does my right hon. Friend agree that appointments to civil service positions need to reflect the experience of people of all backgrounds to be relevant to the needs of the hour? That means all types of school, all parts of the country, people from the charity sector and the private sector, as well, of course, as talented and skilled public servants?

Yes, I absolutely do agree, and diversity of background and cognitive diversity are important in public service.

My hon. Friend invites me to go down memory lane, and the point he makes is a fair one. People who are dedicated to doing their best for the public have, in the past, occasionally shown a degree of exasperation. As we look back, we can learn from them and say that their commitment to public service was admirable but that we all need to make sure that we treat those with whom we work with appropriate respect.

I commend my right hon. Friend for the steps he is taking in tackling this head-on, but what does he intend to do, as part of his reforms to the civil service, to make sure that civil servants are accountable and are seen to be accountable?

My hon. Friend makes an important point. Obviously, Ministers are directly accountable for the actions of their Department—that is the appropriate constitutional principle—but it is also right that we should work with the civil service to ensure that individuals of talent have an opportunity to contribute in every way. I am confident that the approach being taken by the Cabinet Secretary and others in the Cabinet Office to ensure we provide civil servants with all the support they need will ensure that the civil service is even better equipped in future to help us and, indeed, all future Governments to deliver.

The hon. Member makes an important point. He will see that in this document there are details on how we can ensure that those who provide professional services, including artists and musicians, can continue to do so at the end of the transition period. It is critically important that the cultural excellence that so many UK musicians are responsible for continues to be available to European nations. Whether it is the Bayreuth festival or pop concerts in Belgium, we need to make sure that British talent has a chance to shine.

Does my right hon. Friend agree that an agreement on a future relationship by the end of the year is perfectly feasible, and that the EU and its negotiators need to recognise the reality of a sovereign, independent United Kingdom with a strong, dynamic economy?

[Michael Gove]

Yes, that is absolutely right. As I mentioned, a number of EU leaders have said that a deal is doable because we are operating on the basis of precedent, and it should then be possible to conclude all the necessary agreements. Having concluded these agreements by the end of this year, we can then move on to deepening the many bilateral and multilateral relationships that we have with our friends and partners in Europe to the benefit of all.
