The issues of the knife crime epidemic—that is the only way to describe it—are profound, and I thank my hon. Friend for raising them. I join him in supporting the work of Idris Elba, who recently met the Prime Minister in Downing Street as part of the coalition to tackle knife crime.

We are doing a range of things, and my hon. Friend will be aware that we have already banned zombie-style knives. We are banning ninja swords, and we are bringing forward further measures in the forthcoming crime and policing Bill. We also have to do more on prevention through education, the Young Futures programme and youth hubs around the country, so that our young people stop carrying knives.

I put on record my sheer admiration for my constituent and local community champion, Julie Meares. I first met her four years ago, when she wanted to make sure we had a proper community centre in the centre of Braithwaite. We got there with her dedication to improving Braithwaite, and I went to the opening of the new Keith Thompson community centre.

Will the Leader of the House join me in congratulating Julie Meares? Can we have a debate in Government time on the importance of community hubs and community centres, which play a vital role in improving society and providing a space for us all to get together in our local communities?

I join the hon. Gentleman in congratulating Julie Meares and all those who have supported the community centre in Braithwaite. I think we would all like to spend a bit more time in this place celebrating volunteers like Julie. They are the backbone of our communities, without whom we would not have the places that we all enjoy living and working in.

My hon. Friend is absolutely right. That is why we are introducing the Bus Services Bill, which is currently making its way through the Lords. She will know that in Scotland, under the Scottish National party, bus routes have been almost halved since 2006, and local authority franchising has been delayed for five years, which has been failing communities. However, as a result of our Budget, the Scottish Government will receive their largest settlement, in real terms, of any time since devolution. This must now be used by Scotland to put in place the bus services and other services that her constituents so desperately need.

Despite stating in 2021 that it was in “strong financial health”, Labour-controlled Bradford council now wants to put up council tax for my constituents by a whopping 15%. This is a shocking situation, resulting from continuous mismanagement by our council leaders, who have splashed millions of pounds of taxpayers’ money on Bradford city centre projects, including £50 million on a music venue that is finished but not yet open, despite our city of culture status. All the while, the council has let children’s services degrade to an unacceptable level, despite the last Conservative Government stepping in and issuing it a bail-out just last year. May we have an urgent debate in Government time on how to stop local people across Keighley, Ilkley, Silsden, the Worth valley and my wider constituency paying the price for Bradford council leaders’ failures?

I have to gently say to the hon. Gentleman that the failures were under the previous Conservative Government, who left local government on its knees, with years of austerity moving money away from areas of high need, such as his Bradford constituency, to areas of lower need. He will know that the cost of children’s services has gone up and up in recent years, with a huge rise in demand, but central Government failed to provide any of the funding or support that local authorities needed to get a grip of the situation. That is why we introduced our Children’s Wellbeing and Schools Bill—a Bill that I think he voted against the other week—which will begin to address some of the chronic costs for local authorities in providing children’s services. It is also why the Government are putting local government finances back on an even keel and ensuring that we deliver on the basis of need, not of politics.

Absolutely. I am really sorry to hear of the death of my hon. Friend’s cousin John from mental health issues. He is absolutely right to raise this, especially at this time of year when we have dark nights and cold weather. It is after Christmas, and many people do not feel as optimistic at the start of the new year as the rest of us. He is absolutely right that speaking up, sharing and being open about these things is one of the best ways in which we can tackle the blight of mental health.

A constituent of mine, Maria Culley, has long been campaigning for a comprehensive regulatory framework for nannies, such as mandatory background checks, standardised training, ongoing professional development and the inclusion of other standards, all to ensure that every nanny in the UK is held to a high standard, while protecting families with the security of knowing that their children are safe and in capable hands. I have been asking for a meeting with the children and families Minister—the Under-Secretary of State for Education, the hon. Member for Lewisham East (Janet Daby)—for some time. Could the Leader of the House push that meeting along, so that I and my constituent Maria can meet the Minister to discuss this campaign?

The hon. Member raises a really important issue about ensuring that all those looking after our children are operating to the highest standards, and doing so safely and with strong levels of accountability. I would gently say to him that that is often not the message that comes from those on his Front Bench about these issues, and we are often asked to do the opposite when it comes to the early years sector. Our Children’s Wellbeing and Schools Bill, which passed its Second Reading yesterday, will look at some of these issues, and I will certainly ask for a Minister to give him a full response about the nanny sector.

I will be joining my hon. Friend in the mad dash for last-minute Christmas presents this weekend—I am hoping to get some that cost £10 or less, which is quite difficult in the current climate. I absolutely join her in supporting local businesses in her constituency. Maybe I could try a few Christmas puns, Mr Speaker. There is “noel” time like the present to shop in Bangor.

Many businesses will be severely negatively impacted by the Government’s announcement on changes to inheritance tax through business property relief. Those in the hospitality sector, such as hoteliers and breweries, and even the manufacturing, engineering and tech businesses in my constituency, have contacted me with their deep concerns about the effect the changes will have on their businesses. Is the Leader of the House aware of any economic analysis or modelling done by the Government specifically on the negative impact they will have? I see that the Secretary of State for Business and Trade is sitting next to her on the Treasury Bench. Was he, or even the Chancellor, aware of the negative impact of the measures in the Budget on those particular businesses?

We fully support family businesses and other businesses, which are vital to our economy. We had to take some very difficult decisions in the Budget to deal with the really severe legacy we were left, which was, I am afraid, a chronic big black hole in economic spending. We had to find ways to ensure that our public services had the investment they needed going forward. He will be aware that when we take into account all the other factors, including personal allowances and so on, fewer family businesses will be affected than the hon. Gentleman might think.

I thank my hon. Friend for raising that important issue. As she knows, the national prescribing position in England remains that gluten-free bread and mixes are provided to everybody who requires them, but, as she says, the local integrated care boards are now responsible for arranging provision in their areas. I will ensure that the Health Secretary has heard her question and gives her a full reply.

Dalton Mills in Keighley, which has previously been the film set for “Peaky Blinders” and the like, has unfortunately experienced continual arson attacks. The most damaging fire was back in March 2022, when £15 million of damage was caused, and the most recent arson attack happened only two days ago. The situation is causing deep concern to many constituents across Keighley because the site, which is owned by the Crown Estate, is dangerous and derelict, and needs to be secured. Can we have a debate in Government time on the responsibility of landowners, including the Crown Estate, to ensure that derelict sites that are dangerous are properly secured?

The situation the hon. Gentleman describes with the film set in Keighley is deeply concerning; I will ensure that he gets a full reply about it. The Crown Estates Bill will shortly be coming back to the House, so there may be an opportunity for him to raise the issue during its passage.

My hon. Friend raises an issue of grave importance to her constituency, and I am pleased to join her in thanking Paul Cable, Gwent police and South Wales fire and rescue service for the tremendous job that they did in preventing the fire from being a bigger tragedy than it was. Our firefighters operate in challenging and high-risk environments, and the Government absolutely value the work that they do.

Over the weekend, my fantastic local football club, Silsden, progressed to the third round of the FA vase after beating Ramsbottom, thanks to two first-half goals from Casey Stewart. We all know that local sports clubs play a fantastic role in bringing fans and residents together. Could we have a debate in Government time on the importance of grassroots sports clubs and the positive benefits that they offer our young people?

I am delighted to join the hon. Gentleman in congratulating his local football club on what sounds like a fantastic result. He will be aware that we have brought to the House of Lords the strengthened Football Governance Bill, which will find its way to this House. It is particularly important to ensure that grassroots football gets the financial support that it needs to be sustainable, so that clubs like his can continue to thrive.

Suicide remains one of the biggest killers of young people in this country, and the figures are growing. It is a terrible blight on all those who are left behind and many people struggle to come to terms with it. Any action that we can take on suicide prevention is action that we will take, and putting mental health on a parity with physical health is a key part of the reforms that the Secretary of State will be discussing in a statement shortly.

Many constituents across the Worth valley, Keighley and the wider area are deeply concerned about proposals to construct 65 wind turbines on Walshaw moor in Calderdale. That development will have a hugely detrimental impact on the carbon storage capacity of the peat bogs and on the ecology, but also on local communities, and I am staunchly opposed to it. Constituents are concerned that as a result of Labour’s choice to remove the moratorium on the development of onshore wind farms, that development is more likely to take place. Could we have a debate in Government time on the negative impacts of the Government’s choice to remove the moratorium on onshore wind farms?

We make no apology for removing that moratorium, because it is absolutely critical that we increase the capacity of wind and clean energy in this country to lower bills and give us the energy security and independence that is crucial to the future of our economy and our wellbeing. The hon. Gentleman might want to raise this issue at Energy Security and Net Zero questions, which will take place on 8 October.

I thank the hon. Lady for raising this issue and for the work going on in her constituency on this important matter. The next questions to the Secretary of State for Health and Social Care will be on 17 October, and I will therefore draw to his attention the good best practice in her constituency. Osteoporosis and brittle bones are a key cause of fractures. If we could reduce pressure on the NHS by making sure we alleviate those conditions, that would be good too.

Residents across Keighley and our wider area are getting fed up with fireworks constantly being let off throughout the night and well into the early hours of the morning. That is not limited to bonfire night; it is happening throughout the year. Many are part of celebratory events, particularly weddings, and are let off by families who have no consideration for their neighbours, which is having an impact on young people, pets and hard-working people who just want to get a decent night’s sleep so that they can get up in the morning. May we have a debate in Government time on better enforcement, holding West Yorkshire police to account, and tougher licensing provisions on the sale of fireworks? We could also look at restricting the use of fireworks to public events only.

I congratulate my hon. Friend on being the first person to raise this issue. I anticipate he will be the first of several, as this is a common theme at this time of the year. He has raised his concerns with regard to his constituents and I shall make sure the relevant Secretary of State has heard those by writing on his behalf today. I suggest that the Backbench Business Committee might be the best place to secure a debate. Having been in this job for a year, I know that such a debate is likely to be well supported and well attended.

My hon. Friend raises a very important point. We need to have transparency on this, which is why we are introducing a new infrastructure levy through the Levelling-up and Regeneration Bill. That will increase transparency about what is being funded through developer contributions in line with local priorities, which should be being set by local people themselves. Again, this is an advert for DLUHC questions on Monday, and I am sure he will be there.

Can we have a debate on the negative impacts that Labour-run Bradford Council’s clean air zone tax is having on local businesses in not only Keighley but in Shipley and Bradford city itself, as well as the negative impacts it is having on local residents in villages such as East Morton, which are experiencing much higher levels of traffic congestion and speeding as a result of motorists taking alternative routes to avoid Labour’s ridiculous tax on hard-working people?

I thank my hon. Friend for raising that important point. Across the country, there are good and sensible schemes that are tackling air pollution. The issue that so many people have with the type of scheme that his constituents and, most notably, residents and businesses in London are having to endure is that it is just a revenue-raising exercise. It does not take into account someone’s ability to make the transition that is being asked of them. It is not just affecting these areas; it is affecting everyone. There are traders in my constituency that want to come and provide services to London. There will be traders and businesses in constituencies surrounding my hon. Friend’s that need to get into those communities, and they are being priced out of doing that. We should be supporting people to keep more of the money they earn, for their businesses to thrive, and we need to innovate. That is how we are going to make this transition.

I should say that I used to be a director of Diabetes UK, which does fantastic work. As I mentioned in an earlier answer, the Secretary of State for Health and Social Care is looking into the data. Previously, we had to rely on organisations such as Diabetes UK to collect such data on local services in their area. He is doing that, and I have been in discussion with him about how to make that data available to Members so that we can track the performance of our local health boards. The hon. Lady is absolutely right: if people get the good year of care that they should for diabetes, we will save the NHS a fortune. I thank her for raising that point.

A few months ago, I was lucky enough to visit the Wharfedale air cadets squadron in Ilkley to oversee some of the science, technology, engineering and maths-related activities that they have been involved in. Recently, I joined the Keighley air cadets for a special occasion: the new cadets were enrolled and we oversaw the dedication of their new squadron banner. Without doubt, young people benefit enormously from their involvement in the cadets, developing new transferable life skills. With Armed Forces Day fast approaching, will the Leader of the House join me in thanking all volunteers who go above and beyond, giving up their time week in, week out to aid and support cadets not only in Keighley and Ilkley but across the country?

I thank my hon. Friend for highlighting the work of his local air cadets, whom I visited in a former role—they are absolutely wonderful and amazing. I also thank him for reminding us that this is Armed Forces Week—Saturday is Armed Forces Day and yesterday was Reserve Forces Day—and I hope that all Members will take this opportunity to celebrate and thank our armed forces and, critically, their families for their work.
