I know that my hon. Friend speaks with conviction on behalf of his constituents. He knows that necessary steps were taken with regard to the covid crisis to allow a measured release of certain types of lower-level prisoners as an attempt to contain the outbreak. We have been very careful in the way that we have done that. On the more general issue of release, he will know that a scheme has existed for many years called home detention curfew. There are no plans to extend that, and, again, he can be reassured that we are dealing with prisoners who do not pose a high risk and have been carefully assessed. He will know from the measures I have taken to end automatic early release at halfway that the Government are determined to ensure that when prison terms are given, the majority of the term ordered is served.

As well as “I can’t breathe”, the Black Lives Matter protesters cry “No justice, no peace.” I am sure the Secretary of State will take the opportunity to condemn all violence and vandalism, as I do, but does he also recognise that that cry cries out for a response? Does he acknowledge that the Government’s failure to take any action on the report on racial disparities in the justice system by my right hon. Friend the Member for Tottenham (Mr Lammy) is not the response that will reassure protesters?

I am grateful to the hon. Lady for raising that important matter, but she can be reassured that the work done by the right hon. Member for Tottenham (Mr Lammy) and my Department’s response are far from being ignored or deprioritised. As a result of what has happened, we have already started “chance to change”, an important initiative about deferring prosecutions. We are already working to improve the way in which pre-sentence reports are prepared, in order to eliminate bias. Important work is being done to identify ethnicities within the system. In essence, the vital tools and foundations are being prepared to deal with the challenge that the hon. Lady rightly poses.

This is commonly described as the most important decision that this House has made since the second world war. The Government refuse to publish the legal advice despite Parliament agreeing that they should do so, and they refuse to publish the economic analysis despite previously agreeing to do so. This is a blindfold Brexit with no clarity for our economy, our agriculture or our working rights. Does the Minister seriously expect us to vote for it blindfold?

I can assure the hon. Lady that she will not be voting for it blindfold. Whatever her final decision might be, she will be in a position, come the vote, to have heard the Attorney General, to have read the Government’s position and to fully understand and appreciate the issues at stake. I know that she will do all that and make her decision.

I commend my hon. Friend for her commitment to this vital issue, not just for her constituents but for the country at large. As she knows, it is an extremely complex and sensitive case. The CPS is looking at the matter, and the Attorney General and I are the Ministers who answer for that independent organisation. The CPS is taking the time to investigate the case fully, and then the Home Office will respond.

I know my hon. Friend the Member for Telford (Lucy Allan) has been in touch with the Home Office and is due to meet my right hon. Friend, the Home Secretary, as soon as possible. I am sure that constructive engagement will continue.

The Spicer report on the sexual exploitation of girls and young women in Newcastle made a number of recommendations for the Solicitor General’s Department. The report has yet to receive a response, particularly one that recognises the plight of young women. In my Adjournment debate last week, the Under-Secretary of State for the Home Department, the hon. Member for Louth and Horncastle (Victoria Atkins) committed to a response. Will the Solicitor General do the same?

The Crown Prosecution Service has this very month published guidelines on crimes involving social media, and it will publish a broader cybercrime strategy and guidance for prosecutors this autumn. All CPS prosecutors already have access to training on how to deal with cybercrime.

Last week’s internet of things bot attack, which brought down Twitter and Spotify, among other sites, was the result of tens of millions of household devices, such as baby monitors and televisions, being hijacked by cyber-criminals. This Government have been perilously slow to recognise the real harm that online scams and viruses do to our constituents. What is the Solicitor General doing to ensure that the CPS can respond to internet of things attacks?

I entirely agree with the hon. Gentleman. I mentioned multi-jurisdictional cases. Sometimes these perpetrators will cover more than one EU country and it is vital to have the mechanisms not just of co-operation, but of enforcement, which our membership of the EU guarantees. That is why I am a very strong supporter of remaining within the European Union.

I know that my hon. Friend has a long-standing interest in improving the processes as a result of that case, which helped to revolutionise the way in which the investigatory authorities all work together. There have been a number of other successful investigations in his own police area, which are helping to improve national practice, and there is a much greater understanding across the country of the way in which such cases can be effectively prosecuted.

My hon. Friend raises an incredibly important point. Awareness is still far too low. We are now in a position where the legislation is in a good place and we have a good strategy, now being reviewed. There remains, however, an awful lot of work to do on implementation on the ground and on making a real difference to the lives of people with autism.
