4. What discussions he has had with Cabinet colleagues on the impact of rising mortgage interest rates on households in Wales.

I have regular discussions with Cabinet colleagues on a range of topics. Of course, interest rates are rightly a matter for the independent Bank of England. We have announced unprecedented support for households and businesses. Through our cut to stamp duty, the Welsh Government are expected to receive £70 million, enabling them to follow suit with cuts to land transaction tax in Wales.

At the weekend, I met a young couple in their early 30s who are coming off a five-year fixed mortgage rate. Their mortgage is going up by more than £300 a month, and they squarely blame the Government and the Prime Minister’s poor mismanagement of our economy. It is the Conservative Government’s U-turn that caused economic chaos, it is the Conservative Government who caused mortgage rates to go through the roof and it is the Conservative Government who are causing mortgage firms to withdraw all their support. Will the Secretary of State now apologise to my constituents and people across the land who are being crippled by huge mortgage increases every single month due to this Conservative failure?

It is a Conservative Government who, through Help to Buy, have helped more than 361,000 first-time buyers on to the housing ladder. It is a Conservative Government who led to unemployment at record lows. It is a Conservative Government who have increased the national living wage to £9.50 an hour. And it is a Conservative Government who will lead to interest rates being controlled, which will help mortgage holders, too. The hon. Gentleman’s hyperbole does not serve him well.

The hon. Gentleman tries very hard to pin the ideological cap on me and our Front Benchers. I am afraid that he is playing a very old record that needs to be changed. We take an entirely new approach to probation. We will look at all providers and judge them on their past record, but we want to make sure that we obtain maximum value for money, harnessing the best of our National Probation Service with the work of the third sector, the voluntary sector and, indeed, the private sector, where appropriate.

I have no doubt about the Lord Chancellor’s sincerity in trying to help people not to reoffend. I also know that he cares deeply about Wales. There is a specific problem with female reoffenders and there not being a women’s centre in Wales. Will he update the House on the progress he has made with the Welsh Government on ensuring that a women’s centre will be built in Wales in the coming months and years?

The hon. Gentleman is right to press me on this. It is an ambition of mine to attain that, bearing in mind my deep knowledge of women offenders and the fact that Eastwood Park is the nearest secure accommodation for them. At the moment, I cannot promise specific plans, but I am prepared to work with him and indeed the Welsh Government to make that a reality through our excellent women offenders strategy, which is championed by the Minister of State, Ministry of Justice, my hon. and learned Friend the Member for South East Cambridgeshire (Lucy Frazer).

I do sometimes wonder. It should be as plain as a pikestaff to anyone that the criminal trial process has to have integrity and be based on the evidence heard in court. That is why the new contempt online webpage sets out clear and accessible information for the public on what might be considered contempt. I reassure my right hon. Friend that the law officers take robust action where there is evidence of contempt.

Will the Solicitor General set out what work he is doing with Twitter, Facebook, Google and other online platforms, which is mainly where people take the law into their own hands and assume that they know what they are talking about when they refer to cases and other issues?

The hon. Gentleman raises an important point. He will be happy to know that I have set up a special point of contact with each of those social media companies so that if an issue is raised with my office an official can immediately contact a named person to ensure as rapid as possible a takedown of the offending material.

The hon. Gentleman knows from his experience in Northern Ireland that the Leonard Cheshire Disability organisation has an excellent scheme in place to support victims. This echoes the point that I made earlier about the need for such best practice to be spread to give better support.

I am sure the Solicitor General would agree that regional variations in conviction rates for disability hate crime are unacceptable. Will he set out how such convictions will be dealt with, so that they will not depend on where a person lives?

The hon. Gentleman is right to reiterate the points that have been made. I assure him that the training that is being provided applies to all CPS regions; it is being done on a national basis. That means that in whatever part of the country it is, there should be the same awareness and understanding about the sensitivities that apply to disability hate crime, and of the need to stop looking at people with disabilities through the prism of credibility; rather, we need to look at the person beyond the disability, understanding that their voice has to be heard.
