We engage with the devolved Administrations on a regular basis. Baroness Morgan is my opposite number in the Welsh Government and we have a very good relationship, both on free trade agreements and on the whole relationship on trade between the UK Government and the Welsh Government. We make sure, through the ministerial forum for trade, that the devolved Administrations are updated and kept constantly apprised of our free trade agreement agenda. I look forward to continuing our excellent work with the Welsh Government.

Does the Minister agree that global free trade agreements present more opportunities than threats to British agriculture, particularly as we have fantastic products such as North Yorkshire lamb and cracking cheeses such as Wensleydale? Indeed, I think they also make cheese in Lancashire, Mr Speaker. Does the Secretary of State agree that there are likely to be more Americans wanting to eat British beef than British people wanting to eat American beef, particularly if accompanied by Yorkshire pudding?

I completely agree about the fantastic products such as Wensleydale, Yorkshire beef and lamb and all these opportunities. In fact, the first cargoes of British beef will be leaving UK ports this summer destined for America, now that the beef ban has been lifted. That is worth £66 million to the industry over the next five years. Of course, there is nothing nicer than a Sunday lunch and a nice bit of beef and Yorkshire pudding.

With our colleagues at UK Export Finance, we established a steel export taskforce and we are very keen to promote steel exports. The hon. Lady is right that we should do everything we can to ensure that British steel is used in the UK. I am happy to work, both here and abroad, to make sure we support the steel industry going forward.

My right hon. Friend the Secretary of State is championing the merits of free ports across the Government, in conjunction with Treasury Ministers, including the Exchequer Secretary, who is the constituency neighbour of my right hon. Friend the Member for Scarborough and Whitby (Mr Goodwill).

On 12 December, a blue wave swept up the Yorkshire coast from the mouth of the Humber to the mouth of the Tees as coastal communities, some for the first time, put their trust in the Conservatives to deliver on their priorities. Does the Minister agree that the former SSI British Steel site on the south bank of the Tees would be an ideal site not only as a deep water terminal for the export of polyhalite fertiliser, but as Britain’s first free port?

We will not want to see trade disputes drag on longer than necessary, and we will want to co-operate with our European partners in that regard. Of course, the best way to ensure that we have the highest level of co-operation on the disputes that are currently under way is to agree to the Prime Minister’s deal.

T2. What progress on trade reform and WTO reform was made at the recent World Economic Forum annual meeting? In particular, was consideration given to continuity arrangements with countries such as Turkey so that Ford engines can continue to be fitted to Ford Transits built in Turkey?

6. What steps the Government is taking to help (a) women and (b) men balance work with childcare responsibilities.

[The Minister for Children and Families (Mr Robert Goodwill)]

Childcare is often the biggest challenge for working families. The Government are committed to supporting men and women to balance work and care obligations. That is why we have doubled the childcare entitlement for working parents of three and four-year-olds in England from 15 to 30 hours, and introduced tax-free childcare, which is available in Ulster. The right to request flexible working also enables parents to arrange care in a way that works for them.

Will the Minister outline how the Government intend to practically, and even financially, support small and medium-sized businesses, who incidentally are collectively the largest employers in Northern Ireland, to fulfil their obligation to consider and implement, where practical, flexible working times for parents?

Flexible working is good for the employer as well as the employee, helping morale, motivation and productivity. It is vital in these times that businesses retain and recruit key staff. Progressive companies understand this and how flexible working is an essential element in securing success. We are working with employer groups and others on how best to promote genuine two-way flexible working.

Fathers also have a critical role to play in childcare, but the Women and Equalities Committee heard recently from some fathers who suggested that the take-up of paternity leave was very low. What more can the Minister to do to encourage fathers to play an active role in early childcare?

It is not necessarily just a question of what the Government can do; a great deal more cultural change is needed as well. Shared parental leave was introduced in April 2015, but we would like the take-up to increase.
