I thank the Prime Minister for what he has said in the House today, which I think will mean something to my constituents in Harlow. He mentioned that one of the great challenges that the Government are facing is the cost of living. Could he build on the work of the Chancellor in the spring statement and take further measures to cut the cost of living, perhaps either by getting rid of the green levies that account for 25% of our energy bills or by at least introducing a downwards escalator so that when the international energy price goes high, the green levies would be reduced?

I thank my right hon. Friend very much, and I know that he has campaigned assiduously for his constituents and the whole country to reduce the burden, particularly of fuel costs. I know that he will have been pleased by my right hon. Friend the Chancellor’s decision to cut 5p off fuel duty—a record cut—and we will do more as soon as we can to help people with the cost of living.

The hon. Gentleman is right: it is up to the people of Ukraine to decide what alliance they aspire to join. NATO’s open-door policy should remain absolutely inviolate.

I strongly support the Government’s approach. As my hon. Friend the Member for Lichfield (Michael Fabricant) said, this is not a faraway country of which we know nothing. However, may I ask what assessment the Government have made of the impact of the war on energy prices and oil prices, and the subsequent impact on people at home? What measures can they introduce to mitigate those factors, given that, as we know, the war is likely to increase the cost of living for ordinary folk throughout the country?

My right hon. Friend is right: one of the risks of Putin’s venture is that there could be a spike in gas and oil prices. We in the Government will do everything we can to mitigate that and to help the people of this country, but it is one of the reasons why the whole of western Europe must end its dependence on Russian oil and gas.

I do not think that the hon. Lady should let the thugs and yobs who bullied and harassed the right hon. and learned Gentleman off the hook, because they are culpable, any more than she should let the Iranian Government off the hook, because they are culpable.

Since 2017, referrals for children’s mental health have gone up by 60%. Eating disorders among young girls have gone up by 400% since lockdown, and we know that social media companies play a huge part in that. Given that social media platforms such as TikTok are providing “crack for kids” in terms of adult content, negative imagery and addictive algorithms, will my right hon. Friend consider implementing a 2% levy on social media companies, which would raise £100 million to fund mental health resilience programmes for children?

I know that my right hon. Friend has campaigned on this issue assiduously, and he is quite right about the psychological damage that social media can do. I have heard what he has had to say recently about TikTok. We will see what we can do to address all these issues in the forthcoming online harms Bill.

Because we are investing massively in the sector. We are putting half a billion pounds into supporting care workers and investing in 700,000 training places. We are lifting the living wage by record amounts. Above all, we are valuing care workers and showing the respect to them and their careers that I do not believe has been properly shown before, by any Government.

I welcome that paying for this proposal is going to fall predominantly on the well off and those with the broadest shoulders. My right hon. Friend has pointed out that those who are earning less than £9,500 a year will not have to pay for the proposal, but what other mitigating factors can he put in place to help those on lower incomes to pay for it? Once the financial conditions allow, will he look at continuing to raise the living wage and at cutting taxes for lower earners?

My right hon. Friend is right consistently to campaign in the way in which he does for low earners. We are increasing the threshold for which people can be liable for paying anything at all from £14,000 to £20,000, which is a benefit that has not really come out properly in the conversation. People need to understand that we are lifting the minimum assets for which people can be liable from £14,000 to £20,000; that helps people on low incomes. As my right hon. Friend knows, we are also increasing the living wage. I am pleased to see that one of the effects of the current rebound in the economy, which I know he will be studying, is that wages are now starting to rise again—in exactly the way that some of us who campaigned for Brexit wanted to see.

“We have to strengthen our global alliances as the core of a new global compact—a League of Democracies—that can harness the vast influence of the more than 100 democratic nations around the world to advance our values and defend our shared interests.”

Can my right hon. Friend’s welcome vision, set out today, be aligned with smaller nations around the world such as Kurdistan, in northern Iraq, and Israel, which are vanguards of religious pluralism, democracy, a free society, the rule of law and security against terrorism? Can Great Britain lead a new alliance of democracies around the world, as proposed by the late Senator John McCain?

Yes. Our commitment to Israeli security is unwavering, and we continue to work closely with our partners in the Kurdish region of Iraq.

The restrictions throughout the country apply in England, Wales, Scotland and Northern Ireland, and they will continue to apply for the duration of the pandemic.

I really welcome the Prime Minister’s statement, which will give certainty to businesses and constituents in Harlow, and it is good news about school re-openings on 8 March. Given that so many children have lost months of school, with an impact on their education, attainment and mental health, will he ensure that every pupil is assessed for their loss of learning and how much catch-up is needed? Will he consider extending the school day, not by putting an extra burden on teachers and support staff, but by using civil society to offer sporting activities, mental health support and academic catch-up, where necessary.

I thank my right hon. Friend. That is exactly why I have appointed Sir Kevan Collins to be the educational recovery commissioner, to champion all those ideas and initiatives that my right hon. Friend has just rightly mentioned. He will be hearing more about that all later this week.

Covid-19 Update

Thank you, Madam Deputy Speaker. In all the gloom of the tragedy of covid, will my right hon. Friend pay tribute to the staff and volunteers who are working so hard to scale up the programme of vaccinations in Harlow and delivering the life-saving vaccines to thousands of residents in our new mass vaccination centre? I know he wants schools and colleges to open sooner rather than later. I really welcome what he has said today about catch-up, the extra funding, free school meals and, above all, the education plan for a covid recovery. Will he ensure the catch-up fund also helps children with mental health problems? Will he work with a coalition of the willing, such as the Children’s Commissioner and other educationalists, to get all our children back in the classroom?

Yes, indeed, I join my right hon. Friend in congratulating not just the NHS, the Army and the pharmacies but the volunteers who are making the vaccine roll-out possible. We are putting extra funding into tackling mental health problems, particularly for children and young people, and the funding that we have announced of over £3 billion extra every year will go to help 345,000 children as well.

I thank prison workers and all who have done an incredible job in fighting covid and helping the country to fight covid over the last few months. I think the public understand the need to keep the pressure down on public spending at the moment. We have had inflation-busting pay rises previously, but, as the Chancellor will be setting out, the economic situation is not easy as a result of what this country has been going through. We will ensure that prison workers are among the very first to be able to use the lateral flow testing system to help them get the virus down in their line of work.

I strongly support what the Prime Minister has said today. He will know that despite the strong financial support for businesses, many businesses in my constituency of Harlow have really struggled. Therefore, as well as paying tribute to Harlow’s small businesses, may I urge him to ensure that he takes into consideration the really tough—sometimes devastating—effects on small businesses in future decisions on covid?

I thank my right hon. Friend for what he does to champion small businesses in Harlow. They are the backbone of our economy, which is why the Government have done everything we can to keep businesses going, including through the furlough system, the grants of £3,000 per month for businesses forced to close, and backdated grants for businesses in tiers 2 and 3 that have been affected by reduced demand. I mentioned earlier the support for businesses through local authorities. That is about £1.1 billion of the £4.6 billion. He will have heard me mention many times the reductions in business rates and VAT that will go on until next year, and plenty of schemes with loans and grants to help small business. I have no doubt that that investment will be repaid by growth and dynamism next year as those businesses bounce back.

Close to 90% of vulnerable children are not in education. Will my right hon. Friend support a catch-up premium, alongside a national education volunteer force of graduates, charities and retired teachers, to provide tuition and pastoral care to these left-behind pupils?

I thank my right hon. Friend for what he does to campaign for vulnerable children and for education generally. We are working with the Education Endowment Foundation and other partners to see what we can do to support the most disadvantaged and vulnerable children. He will know, of course, that under the existing measures, vulnerable children can now go to school. I thank all the teachers who are currently teaching them, as they are also teaching at least some of the children of key workers.

Q3. Despite the clear improvement in educational standards and funding, white working-class boys massively underperform at every stage of the education system compared with their better-off peers. Given the exciting infrastructure projects on the horizon and the high-value apprenticeships that will be unleashed, does my right hon. Friend agree that reforming the apprenticeship levy and investing in apprenticeships will allow us to ensure that white working-class boys climb the skills ladder of opportunity?

Apprenticeships play a vital part in the progression of the kids my right hon. Friend is talking about, and it is right that we should follow his advice—he has been on this for a while now—and reform the apprenticeship levy. My right hon. Friend the Secretary of State for Education will be updating the House in due course on our proposals.
