Of course I will consider the representations made by my hon. Friend the Member for Worcester and others across the House. We will try to get the consultation out speedily, but it will be published by Report.

Does my right hon. Friend agree that as we look to educate people perhaps in middle age into new skills and to improve their higher education for the future, it would be good to ensure that we get the sort of skills we need as a country, and to have a form of workforce planning? As we know, we are short of doctors and nurses, but there are others areas such as welders, life sciences and so on where we have great hopes and needs for future industry. Does he think there is a way of directing that sort of effort in a more planned way?

That is exactly what the Government’s programme is doing. We are investing in employer-led qualifications—that is exactly what this is about—and the LLE will enable many millions more people to have access to get on the skills ladder of opportunity.

I genuinely cannot understand the premise of the hon. Lady’s question. She should be proud, as are councils in the north of England, that the northern powerhouse is devolving powers right across the region. We are one of the most radical Governments when it comes to devolution. Her councils in the north support it, and I am sad that she does not.

Just about, Mr Speaker.

In 2012 there was the tragic death in my constituency of Eystna Blunnie, a victim of domestic violence. The CPS admitted that there had been a failure to prosecute the murderer for a previous assault. What steps are my hon. and learned Friend and the Government taking to ensure that the CPS properly follows through prosecutions of perpetrators of domestic violence?

Of course, the key is to have regular meetings and to issue the sort of guidelines that the Director of Public Prosecutions has done. If my hon. Friend wishes to write to me about the case he mentioned, I will certainly ensure that any review that is still available is undertaken.
