It is absolutely clear, and my Secretary of State has been clear, that in the event of no deal there would need to be further powers for Ministers to take action, but of course the hon. Gentleman will agree that we do not want to be in that situation. We want to have a deal, and I think we are all hopeful that in the coming days we might be able to have moved forward in debating that.

The Minister will be aware of Baroness O’Loan’s call to re-engage with the Assembly and recall the Assembly, which my party fully supports, but will he accept and acknowledge tonight that there is one party that is holding back the formation of the Assembly again: Sinn Féin?

The hon. Gentleman makes his point clearly. It is not for me to assign blame between parties; it is for me to call on all parties to ensure that not only an Assembly but a power-sharing Executive can be restored and say that agreement needs to be reached to achieve that.

As colleagues across the House are also aware, should no Executive be formed before the 21 October deadline set out in the Northern Ireland (Executive Formation etc) Act 2019, this Government are under a statutory duty to change the law in Northern Ireland on access to abortion services, to introduce same-sex marriage and opposite-sex civil partnerships, and to introduce a new victims payments scheme. While every effort is being made to restore an Executive, I must also take appropriate steps to ensure that the Government are able to meet our obligations should an Executive not be formed within the statutory deadline. That is why we launched an awareness campaign last week to ensure that people know how the potential changes to the law may affect them; further information will continue to be provided over the coming weeks if the duties come into effect.

I congratulate the hon. Member for St Ives (Derek Thomas) on securing this debate. Many of us are reminded every day in our constituencies of the lack of services for disabled people, especially when young people leave full-time education. Today, as we focus on employment for disabled people, we must look at the shortage of careers advice available, which in itself leads to low numbers of registered disabled people engaged in paid employment.

Like other hon. Members, I appreciate all the excellent efforts of various Government Departments, outside organisations and, most of all, carers and volunteers, but there is still a vast gap when meeting the needs of disabled people and getting them into employment. The Equality Act 2010 has gone a long way in protecting the rights of disabled people. Included in the Act is the provision that employers must make “reasonable adjustments” to avoid a disabled person being put at a disadvantage compared with a non-disabled person in the workforce, but we cannot ignore the fact that that there are over 6.9 million disabled people of working age, which represents 19% of the working population. Of that, 1.3 million disabled people in the UK are available and want to work. Only half of disabled people of working age are in work compared with 80% of non-disabled people.

What we are seeing is a very clear difference in the employment statistics for disabled persons and non-disabled persons. I do not want to appear to be having a go at businesses but those figures suggest that non-disabled people are being favoured for jobs. Why is that happening? Is it because of the level of training required, the lack of qualifications, poor social skills or apprehensive employers? I believe it to be a cocktail that includes all those factors. That is why Government need to increase the accessibility of jobs for disabled people.

The hon. Gentleman is making some excellent points. One thing that has changed and improved in many ways is assistive technology, particularly for people with conditions such as blindness or deafness. Does he agree that disseminating information about the assistive technologies that are available and making sure that businesses are aware of them and how easy they are to use is an important part of this?

I heartily agree with the hon. Gentleman. We have to change those incentives and provide better ones and support from outside the teaching profession for the careers service in order to handle that better.

Does the hon. Gentleman also agree that one of the difficulties is that some industries have had a culture of employing agency workers, who are easy to employ and to dispose of, which means there is no investment, and that that culture has to change?

I agree with that as well. I think there is the opportunity to show businesses the benefits of investing in skills and that that can be achieved through apprenticeships. Some of the strongest recommendations in the Select Committee’s report relate to the need to strengthen the brand of apprenticeships and the focus on them in careers advice. It also points out the need to increase engagement between the National Apprenticeship Service and schools. Disappointingly, the motion makes no mention of those issues at all.

I would go further than the Committee’s report. We need businesses to engage more closely with schools, to put their managers on to the governing bodies of schools at both primary and secondary levels, and to champion the advantages and opportunities of apprenticeships and work-based learning, just as university-educated teachers will always champion the benefits of going to university.

In my constituency, I have been pleased to see Yamazaki Mazak take an active role in supporting the Bishop Perowne Church of England academy, placing its managers on the governing bodies of the school and its primary feeders and proactively engaging with school children in order to advocate the benefits of vocational education. I am glad to see Worcester Bosch playing an active role in inspiring pupils at the Tudor Grange academy and was delighted to hold an apprenticeships and enterprise fair, sponsored by both companies, to bring schools, employers and apprenticeship providers together with young people to talk about apprenticeships in Worcester.

The Select Committee’s report made powerful representations about the need to engage small and medium-sized enterprises in the apprenticeship agenda and pointed out that 80% of apprentices are employed in the SME sector. Again, the motion is silent on this point. In Worcester, a proactive, Conservative-led city council has engaged with this agenda to support SMEs with extra grants so that when they take on apprenticeships they get double the support that is available from the Government. I was delighted that at my most recent business event a number of small companies present had already taken on apprentices and they valued the support they were offered. I have also been very pleased with the consistent support for this agenda from the local media, particularly the Worcester News, which has run the 100 in 100 apprenticeships campaign.

It is of course right that the Government consider public procurement as a way of encouraging apprenticeships, and I was pleased to hear the Minister reiterate their commitment to using it in that way. It is right that the Select Committee drew Ministers’ attention to this important area, as it did on pages 52 and 53 of its 90-page report. However, it is also right that the Government should have regard to the cost that making procurement conditional on apprenticeships might have for the public purse and private enterprise. The report says,

“we concede that some flexibility is required”,

and, with regard to the suggestion of looking for at least one apprenticeship per £1 million awarded,

“we have been told by the TUC that this is current policy in some construction procurement arrangements.”

It is notable that the recommendation on procurement did not form even one of the sub-headings in the conclusions and recommendations of the report.

I passionately support apprenticeships. I welcome the fact that we are celebrating national apprenticeship week and welcome the very important work of the BIS Committee, of which I am proud to be a member.

I thoroughly agree. As my hon. Friend knows well, the BBC’s local presence also provides a route into journalism for hundreds of people and gives hundreds of journalists the chance to work in their own communities.

Does the hon. Gentleman agree that perhaps the BBC should look to its massive budget for presenters’ salaries, and its provision of fancy hotels for overnight accommodation and first-class travel?

There are many areas of the BBC other than local radio where the savings it needs to make can be found. The hon. Gentleman’s point is well made.

People who work in local radio are already multi-tasking, with the same person producing a breakfast show, reading the news later in the day and then doing outside broadcasts at another moment, doubling up the roles of producer and presenter. As the hon. Gentleman just pointed out, those are not the obvious people to cut in an organisation that has a large head office and many highly-paid presenters.
