T6. On small business Saturday I visited retail businesses in Brecon, Llanwrtydwells and Talgarth. They told me how pleased they were with the employment allowance, which gave them a reduction of up to £2,000 in their employer national insurance contributions. More than 1,000 businesses benefit from that in my constituency, but up to 500 that are eligible have not applied. What can we do to encourage them to take up this important measure?

T6. Anaerobic digestion is sometimes seen as a Cinderella technology in our fight against climate change, although I am sure that that is not the case in the Department. A report by the Royal Agricultural Society of England sets out some of the benefits of on-farm AD, such as a reduction in greenhouse gases and pollution, but also a number of barriers to it. Will a Minister meet interested parties to discuss how those barriers can be overcome?

I, too, congratulate the Minister on the tremendous progress that has been made on regionalisation. It has long been an ambition of the UK Government that more decision making and management of the common fisheries policy be done locally. Could he give us other examples of how this will benefit the UK fleet and ensure that it has a happy future?

I listened with the very closest and most intense interest to the answer by the Minister, but if we could have slightly pithier answers from now on, it would aid us all greatly.

The requirement for participants in the scheme to achieve a certain energy efficiency will work against people in rural houses with solid walls, who will find that difficult to achieve. Will the Minister say something about those people, who are often in fuel poverty?

I know that the whole House will want to join the Prime Minister in his expression of sympathy for the recent loss of life in Afghanistan. Training establishments in my constituency, such as the Sennybridge ranges and the infantry battle school, have built up very good relationships between the community and the military, which are ongoing and strengthening.

UK universities have a worldwide reputation for teaching and research. Many foreign students wish to attend those universities, and they are important not least because of the £5 billion that they contribute to the national economy. Many universities are very concerned that Government proposals—

Can the Prime Minister give an assurance to the universities that any proposals will not discourage the recruitment of genuine students?
