I will take the hon. Gentleman at his word. Being an honourable Member is not just some loose title; he is genuinely an honourable gentleman and I take him at his word.

The Government welcome the close interest in these events that the House has taken. We will study recommendations of the inquiries by the Foreign Affairs Committee, the Defence Committee and others with great care. The military campaign in Afghanistan over the past 20 years claimed the lives of 457 British service personnel, but we must never forget that it saved the lives of countless others. We can be proud of what we achieved, in step with our NATO allies, and today we are doing everything we can with our partners to protect those gains, to ensure the UK’s security and to help the Afghan people in their time of greatest need.

Okay, I will continue. I will conclude the debate, because I know another one is following this one.

I would argue that if there were a free vote on whether we should have an inquiry, many Members of this House—particularly Conservatives, but also Members from all parts of the House—would support it. It is the right thing to do. There is work to be done on the special relationship, and we need to show that we understand the world and that we can offer alternative points of view. We will be asked to do something similar in the future, potentially in Mali, Yemen, Lebanon or Afghanistan. A Kurdistan area could develop north of the Hindu Kush, because the Taliban are not in control of the whole country. The music has not stopped there, and resistance will build up in the next couple of years. We need to understand how we can do things better and understand the political decision making that went on.

My final words are to the brave people who served and to the bereaved who still miss the loved ones who did not return. They are scratching their heads—we know that because we have talked to them—and wondering what on earth it was all for. I spoke to the Taliban in Doha, and they know that the societal change that we introduced over 20 years is too much for them to reverse. The country has moved on, and it is too large. It is demanding too many new, modernised things for the Taliban to turn back. If there is a modicum of justice there, it is that we have advanced the country a long way forward. It has been handed over to the Taliban, but the spirit of what is now there in Afghanistan will be bigger than anything the Taliban can do to undo it and turn it back to what we saw in the 1990s. We can say thank you to our troops for achieving that.

I could not agree more and am sure we can find cross-party consensus on this, but those women need practical help now. There is a way to get them to the border if we can issue them with the paperwork, so will the Minister commit to working with the Ministry of Defence, which is represented here today, to make sure that paperwork is issued within the next 24 hours?

Beyond the help for those left behind, we need urgent action on the humanitarian crisis. There are 37 million Afghans now living under a Taliban regime. The pledging conference was a start, but there are practical challenges. I was very concerned to speak to aid workers in Afghanistan recently who have been told that women aid workers cannot return to work. They are understandably unwilling to operate under those conditions; what discussions has the Foreign, Commonwealth and Development Office had with our allies and with the Taliban to ensure that that work can begin again without conditions?

We need a global agreement to deal with the refugee crisis, as the Minister knows, but we also need to make sure the UK plays its part. Pakistan is, for instance, home to 3 million Afghan refugees already and is being asked to take more when the UK has capped its contribution at 5,000 over the next year. Can the Minister see the problem? If we want to keep the borders open he will have to pick up the phone to the Home Office to see what more can be done, and while he is doing that perhaps he will mention to the Home Secretary that this warm welcome looks pretty chilly indeed when families are being dumped into overcrowded hostels and hotels without local authorities even being notified that they are there.

No one in Government has yet been able to outline a political strategy. We need clarity on how the Government intend to try to influence the new Taliban regime, a clear assessment of the financial and economic leverage available, and clarity on the Government’s approach to conditionality. We are now in the unpalatable position of being dependent on the Taliban’s promises that they have changed; I am sure I am not the only Member who is deeply sceptical about their assurances. Whatever the PR operation in Qatar is telling us, on the ground there are daily reports coming into my office of journalists being beaten, women being hunted and minority groups being tortured and killed, so how does the Minister intend to use our leverage, particularly financial and economic, to ensure the Taliban keep that promise?

Finally, on national security we must have assurances that effective security checks are applied to those coming to the UK, and that there is clarity on the threat assessment and a plan to strengthen our intelligence coverage of Afghanistan now that the UK is no longer present on the ground. As well as the reality of those left behind in Afghanistan, what keeps me awake at night is the unknown security risks we now face. There are ways to address this, but one consequence might be that we become more reliant on countries that are not our natural partners. When we went to the UN, we were reliant on China and Russia in order to establish a joint international approach. What does this mean for Britain as we enter the next few weeks or the great strategic challenges that will become apparent in just a month’s time at COP26?

It did not have to be like this; we could have used the last 18 months to plan our exit and to recommit to the aspirations of the Afghan people for a peaceful democratic country. Although we are withdrawing troops, we should not walk away from the people of Afghanistan. The alternative to chaotic exit is not endless war, as the former Foreign Secretary the right hon. Member for Esher and Walton (Dominic Raab) suggested, but the endless, tireless pursuit of peace that shows leadership on refugees instead of simply lecturing other countries, and that invests in friendships and alliances so that when we most need them we find willing partners who stand with us and readily answer our call. That was the spirit shown by our troops, our diplomats, our civil servants and the Afghan people over two decades. We owe it to them to learn the lessons, we owe it to them to do better. I commend this motion to the House.

Before I call the Minister, I have further news in relation to the points of order that were raised earlier. Initially, the Government committed to making a statement in response to any such votes as took place earlier within 12 weeks. However, in 2019, the Government reduced that deadline to eight weeks. I thought it would be helpful for the House to know that so that it is clear about the position. If there are any further concerns, I am sure that Members will consider raising them with the Leader of the House at business questions tomorrow.

There is pressure on time in this debate, so there will be an immediate time limit on Back-Bench speeches. It may be five minutes, but it might be four, depending on the length of the Front-Bench contributions. Just to reiterate, if anyone stands who was not here at the beginning of the debate, they will not be called.

The Taliban want cash, international recognition and propaganda coups. I am gravely concerned by the international direction of travel towards recognising them, so will my right hon. Friend reassure me that we are doing all we can to prevent other partner countries from doing so and from giving them any cash? Will he consider using the conflict centre to set up an international mechanism for atrocity management, to make sure that we know exactly what is happening on the ground, that we are monitoring it and that we can reveal the Taliban for who they truly are, internationally and around the world?

As of this morning, I had received urgent, heartbreaking pleas from 289 constituents of mine about well over 1,500 of their loved ones desperate to get out of Afghanistan. My team and I have been doing everything we can to help, but we need the Government to respond and to be clear about what options people might have. Can the Secretary of State make it clear whether the response the Prime Minister promised today will include a specific response to the inquiries that I and other MPs have raised, and can he confirm when the eligibility for the Afghan citizens’ resettlement scheme will be published?

The hon. Gentleman referred to the risk report that the management board received in July. That is a standard monthly report that goes to senior officials. It did not contain any novel or new intelligence assessment. What the July document made clear was that our central planning assumption at the time was that the peace process in Afghanistan would probably run for a further six months. We followed all that advice while at the same time preparing our contingency plans for the evacuation.

An easy mistake to make, Madam Deputy Speaker.

Spirit Aid, the charity founded by the Scottish actor David Hayman, currently has doctors, teachers and others, and their families, stranded in Afghanistan. On 25 August, 28 August and again on 3 September, I contacted the Foreign Office, the Home Office and the Ministry of Defence. I have no idea whether those emails have even been opened. Will the Secretary of State commit to open the emails and read the names of the people on those lists? When will he be in a position to tell me and, more importantly, those terrified people in Afghanistan exactly where they stand?

I absolutely support my hon. Friend’s calls for that border crossing to be reopened. It is a time-limited ask, and the International Development Committee wrote to the Foreign Secretary over two weeks ago asking for that very thing—to open those borders and keep them open so that aid can get in to help those desperate people—and we still have not received a reply.

In Vietnam, teams clearing land mines are being made redundant, as there is no funding for their project. In the Central African Republic, a project fighting the worst forms of child labour will be forced to close early. How does it make sense to invest in these transformative projects over years and then cut the funding at the very point they are about to realise their goals? It is a waste for those communities and a waste for the UK taxpayer, who has been funding it.

This debate also considers the role of the British Council, an organisation that has experienced huge challenges as a result of the pandemic. Unable to offer its normal range of paid-for educational services, budgets have been squeezed dramatically, impacting upon other programmes and leading to office closures around the world. Indeed, from next week, the British Council is starting the redundancy process for between 15% and 20% of its jobs.

The British Council is one of the best examples of soft power that I know, and the Government are standing by and letting it crumble. That is set against a growth in cultural institutes from other states—namely China’s Confucius Institutes—that are creeping across the planet. That is not exactly the action of an outward-looking, global-focused Great Britain, is it?

The Government say they are proud of the UK’s aid spending, but hiding figures and failing to respond to my Committee’s questions are not the actions of a Government who are proud. They seem like the actions of a Government who are trying to cover up their shocking reductions in funding and the devastating results: the girls who will not go to school, the children who will not be vaccinated and the families who will not have access to clean water. Once again, I ask the Minister for three things: to publish the individual country allocations for this financial year; to provide immediate clarity to organisations implementing UK aid programmes on their funding allocations for this financial year; and, most fundamental of all, for the Government to detail the steps that they will take to return to spending 0.7% of GNI on ODA.

Finally, I want to say thank you to all the FCDO staff and all the aid workers around the world who do an amazing job in the most difficult of circumstances. We stand with them and will continue fighting for the resources that they need to be able to do their job: tackling poverty and inequality around the world. That is the right thing to do; morally it is the right thing to do, but it is also the right thing to do for Britain’s interests.

My right hon. Friend asks about action. Well, the action that we have taken on Hong Kong is substantial. He knows the answer on Magnitsky sanctions—we do not speculate on whom, and this is a policy area that is under constant review. Let me give him an example of our action. In response to the arrests in January, the Foreign Secretary issued a joint statement alongside his Australian, Canadian and US counterparts underscoring our concern. He also released a further statement following the charges of conspiracy to commit subversion brought against 47 of those arrested. We have made the very generous BNO offer. We have made it clear that in our view the national security law violates the joint declaration, and its use in this way to stifle political dissent contradicts the promises made by the Chinese Government as a co-signatory.

I do feel for the Minister in this discussion, and in the further ones we will have about Hong Kong. I will do my best to be constructive. We are agreed across the House that Hong Kong matters are not a domestic affair specifically and only for Beijing. They are subject to an international agreement and subject to international law. If these measures to curtail democracy come forward—let us be realistic, we are talking about how and when, not if—it will be increasingly clear that the UK Government and global Britain look increasingly toothless, powerless and, most worryingly, friendless in this discussion. I do not say that the UK has done nothing within the UN, but where is the global coalition to move beyond warm words, inaction and concern to action against the economic interests of China. There are measures that can be taken and I would be grateful if the Minister updated us on what assessment has been made of the impact of the sanctions on Chinese economic interests domestically here, however we define domestically, and in the academic community as well. There are things that can be done while we push towards the international coalition.

Before I call Tobias Ellwood, I should say that there will be a four-minute limit on Back-Bench contributions. A number of colleagues want to get in on this debate. I do not mind interventions, but they prevent other people from speaking unless colleagues stick to four minutes. If that does not happen, I will reduce it to three minutes, so I would urge colleagues, especially those in the Chamber, to be very aware of the effect of that.

I agree with the right hon. Gentleman; there are knock-on consequences to delaying decisions, and to changing the promises and commitments that were made in previous reviews.

Yes, the MOD received an additional £16.5 billion in December for the rest of this Parliament, but the Office for Budget Responsibility confirms that there is a £7 billion shortfall in the 10-year equipment plan. Of course we want to seek to retain full-spectrum capability, but investment in the new cyber and space programmes has been paid for by cuts to our conventional capabilities. If the pandemic has taught us anything, it is the need for resilience and flexibility. I therefore stress that it would be a grave error to reduce the size of the Army by the speculated 10,000 troops. I suspect that the Whips might have a problem if that were put to a vote in this House.

Let me step back; what Britain has traditionally brought to the table is our leadership. Our diplomatic reach, agency work and overseas aid programmes have allowed us to offer workable solutions to problems and to lead the alliances to fix them. I am genuinely concerned that Whitehall has lost the bandwidth—or, indeed, the appetite—to do this. I hope that the publication of the integrated review will prove me wrong.

Finally, I want to turn to China, our biggest geopolitical long-term threat, which warrants its own chapter in the review. For decades, the west has turned a blind eye to China’s human rights abuses and democratic deficit, hoping that it will mature into a global responsible citizen. Well, we now realise that that will not happen. China’s conduct in the pandemic, in Hong Kong, in the South China sea, along with its continued abuse of World Trade Organisation rules and the way it has saddled dozens of countries with debt confirms that it is pursuing a competing long-term geopolitical agenda, which, left unchecked, will progressively see our world splinter into two spheres of influence.

Economically, technologically and militarily, China will challenge and possibly overtake US dominance in our lifetime. Militarily, China’s navy grows by the size of our Navy every single year. It is now introducing its own fifth generation air force, and its army is now the largest in the world. It is sending more rockets into space than all the other nations combined and perfecting space-based weapons.

In my view, cold war two has already begun, but we are still in denial and too timid to call it out, because of China’s mighty economic clout. This time, it will not be a build-up of military hardware, troops and nuclear weapons either side of an iron curtain. It will be fought on two very different fronts. First, nations will be forced to take sides, and China is winning here. It is neutralising countries by ensnaring them in long-term debt, controlling states by owning their data and paralysing the international apparatus, such as the United Nations, so removing global scrutiny. Secondly, it involves so-called short of war operations, bypassing direct military engagement through the use of cyber weapons to hit societies directly, as every aspect of our lives goes online. This is the modern battlefield: interference in our critical national infrastructure, including eventually satellites; misinformation via social media; and data theft, including personal data. This is the new reality that the integrated review must address.

I hope that I have articulated to the Minister why this review of all reviews in our generation is arguably the most important for us to publish. It was a brave Churchill in 1946 who warned the west in his iron curtain speech of the advancing Soviet threat. This review offers our Prime Minister today an opportunity to do something similar, starting by expanding the G7 permanently to include Australia, India and Korea, which would represent more than half the world’s GDP, the basis on which we could reform our international trade and security standards. For China’s Achilles heel is its economy. Global trade is critical for China’s advancement. During the last war, the UK and the US got together to write the Atlantic Charter, which formed the basis for so many of the Bretton Woods organisations that built up our world order and which has served us so well for the past few decades. They now need attention. Perhaps it is time for us to look at an Atlantic Charter 2.0. Again, this is something on which the integrated view could focus.

In conclusion, it is time to up our game. The integrated review is a critical statement of intent, re-establishing our post-Brexit credentials and setting out a coherent vision of the UK’s place in the world. It is vital that the Government produce this roadmap, because it is currently missing. I hope that the Minister and the Government are listening carefully to the impressive list of parliamentary colleagues who will be speaking today, no doubt supporting this publication. I hope that there will be no further delay in the integrated review. It must be not another exercise to salami-slice capabilities, manpower, or indeed defence spending but a genuine appraisal of our defence posture and the formal confirmation of our nation elevating its global ambitions and its desire to play a more proactive role on the international stage.

First, I pay tribute to our armed forces for all they do. Last November, the Prime Minister paid his own tribute when he said:

“For decades, British Governments have trimmed and cheese-pared our defence budget. If we go on like this, we risk waking up to discover that our armed forces—the pride of Britain—have fallen below the minimum threshold of viability, and, once lost, they can never be regained. Amen to that. My right hon. Friend went on to announce a welcome increase in defence spending of just over £24 billion over the next four years. As a former soldier and a member of the Defence Committee, I believe that this level of support and commitment to our armed forces is critical.

Paying an insurance premium is always painful, until it is called for, when its value is truly appreciated. The question now is: what do we want our armed forces to do? We need a clear aim if a relevant appreciation is to be made. We had a useful acronym in the Army: KISS—keep it simple, stupid. For too long, reviews have been overcomplicated, often resulting in a fudge. During the cold war, the aim was simple: to counter the threat from the Soviet Union. Today, there is a clear and present danger not only from a re-emergent Russia but from China, and that is not to mention terrorism. Worryingly, the rules-based order appears not to apply to any of them.

Our days of operating on our own, except perhaps for minor deployments, are over, and we will be working closely with our NATO allies. Whatever we deploy, whether on land, on sea or in the air, must be the best, with properly trained and equipped personnel. Can we afford to go on mothballing scores of main battle tanks, fooling ourselves that they can be reactivated in days, when that is simply not possible? If we are to keep that asset, surely quality is more realistic than quantity.

Of course, money and the Government’s commitment to spend it is a key factor, but with hugely expensive items on the wish list, not least in cyber and space, the question is how to prioritise? Surely that is a question not just for the UK, but for our allies, not least the most important one—the United States. At a recent public session of our Committee, I noted Lord Darroch’s comments carefully. He told us that former US Defence Secretary General Mattis said that the US would not regard our armed forces as credible if we could not field an Army of 100,000. I understand that there is an ongoing argument within the MOD about whether the Army should be cut to 75,000 or 72,000. Like the US, I believe that any cut to our dwindling conventional force is short sighted. Maintaining such an asset within NATO is key to deterring a would-be aggressor. Now, as global Britain, we need to take that responsibility very seriously indeed.

Of equal significance is soft power. Our armed forces serve and are welcomed around the world. Our troops evacuate, support, rescue, protect, build and train overseas. The white ensign flying proudly at the stern of our warships is still a powerful and reassuring emblem to many, representing freedom, democracy and the rule of law. At a time of great instability in the world, when so many people live under the cosh, never has it been more important to fly the flag.

The Prime Minister has made an encouraging start. Now we need clarification of the aim so that a through appreciation can be made and the right conclusions reached.

I congratulate the Chair of the Defence Committee on securing the debate. In the year of COP26, and the year we hope to start to put the pandemic behind us, the debate is rather timely. However, as my hon. Friend the Member for Stirling (Alyn Smith) said, it seems curious that we are debating a document that has not yet been published. Of course, that is not the only curious thing about the integrated review. The other curious thing about it is that, certainly as far as the defence element goes, all of the budget has been published months in advance of the integrated review being finalised; that happened before Christmas.

The other curious element is when we will we finally see it. If the Minister answers only one question, I feel it should be that one, because when the Secretary of State for Defence gave a covid update not so long ago I asked that question of him and he told us that it would be in the first two weeks of February. Here we are, still within the first two weeks of February, and we now believe that it will be within the first two weeks of March. If the Minister clears up that and nothing else, we will at least have made some progress.

In November of last year we published a 70-point submission to the Government. I am sure that the Minister has read all of it. We put in there some of the things that the Scottish National party would like to see within the integrated review when it is published. We restated our long-standing opposition to the nuclear programme. We suggested that we see proper multi-year defence agreements dealt with on a cross-party basis, much as happens in European countries. We suggested, again, our manifesto commitment of an armed forces representative body. We suggested that the Foreign Office follow examples such as Canada or Belgium, where there is greater public involvement in foreign and diplomatic policy-making, and that we have a proper mechanism by which the devolved Administrations of the UK can engage in foreign policy-making and the use of the Department’s resources.

We suggested, of course, no deviation from the 0.7% aid spend. I think I heard the hon. Member for Bracknell (James Sunderland) use that dreadful phrase “charity begins at home”. Well, he is never one to miss an opportunity to miss the mood of a debate and my goodness did he when he uttered that phrase in the same speech in which he called for the Government to stick to the global Britain rhetoric. We cannot have both of those things.

We have called on the Government to formally adopt the concept of climate justice, to design a new atrocity prevention strategy, and to have greater policy coherence across all Departments when it comes to foreign policy. One example of that descending into farce was on 2 July last year, when Lord Ahmad, a Foreign Office Minister, welcomed the UN’s call for a global ceasefire, and on 5 July the Trade Secretary announced the resumption of weapons sales to Saudi Arabia.

We have asked the Government repeatedly to implement the recommendations of the Russia report. We have asked for a commitment to NATO’s standing maritime groups to be prioritised over out-of-area operations that have dubious benefit. We have called on the Government to have resilience at the heart of defence and security policy-making. We have called on the Government to put health, human and economic security on a par with the buying of hard kit and to make it central to the review when it is published.

We have called on the Government to diversify the armed forces recruitment base, with only 11% of the armed forces made up of women. That number is embarrassingly low. We have called on the Government, along with Conservative Members, to rip Capita out of the recruitment process when it comes to the armed forces, and of course to deliver on the promise made to Scotland prior to the independence referendum on armed forces numbers in Scotland—a promise they have never met. We have also called on the Government to provide a mechanism in the review by which we can have democratic oversight of special forces, and to support a global ban on lethal autonomous weapons—something supported by the UN Secretary-General.

Forgive me, Madam Deputy Speaker—the clock does not seem to be working on the screen, but perhaps I can quickly outline the five pillars by which we will assess the review when it is published. How will it strengthen multilateralism? What will it do to help to reform organisations such as the Security Council and Interpol and to ensure greater collaboration on digital data and cyber? What will it do to enable the UK to be a good global citizen, to promote human rights, to strengthen aid commitments, and to have a proper atrocity prevention strategy? How will it focus on the UK as a north Atlantic nation? Many Members have said that NATO is the cornerstone of the UK’s defence policy, as it should be, and yet seem keen to act anywhere other than in its own backyard. The UK is a north Atlantic country. We want the integrated review to bolster resilience. We want it to better enable the Government to define, identify and deter grey zone threats, and ultimately—

Let me take a minute to thank all those who have participated in the debate, and the Minister for responding. He mentioned covid-19 and our contribution. I look forward to seeing HMS Argus repeat what it did with Ebola, helping other nations and making sure that we get the vaccinations out. I hope that he might be able to take that forward. I thank all those who contributed.

Three themes arose from the debate. First, there is a real desire for Britain to play a more active role on the international stage—to be one of those nations that step forward when others hesitate. Secondly, we must invest in our soft and hard power: do not cut the Army by 10,000, and do not cut our aid budget from 0.7%. Thirdly, the Government must publish the review. The Minister gave a month, but I noticed that he did not give a day or a year; I presume it is 2021. We very much look forward to that.

The US has stepped forward as a nation to say that it is going to be more invigorated, to re-establish western resolve. We need to be with it. This integrated review provides the road map for what global Britain means. We look forward to its publication.

The appalling and abhorrent persecution of the Uyghurs in Xinjiang has rightly received sustained condemnation not only from all parts of this House but from around the world. Let us not mince words and let us call it what it is: genocide.

As we head towards Holocaust Memorial Day, for which this year’s theme is to be the light in the darkness, let us, the UK, be that light in the darkness and take a firm stance against these crimes. With that in mind, will my right hon. Friend outline what practical steps he is taking to co-ordinate international responses, providing hard-hitting sanctions against the Chinese Government and all those guilty of these heinous crimes?

I thank my hon. Friend the Member for Bury South (Christian Wakeford). I think that we have shown precisely the international leadership that he has cited. The reality is that we gained, I think, 35-plus countries in support of our statement in the United Nations General Assembly Third Committee, but a lot of countries around the world either do not wish to take the measures that he described or are understandably nervous, given their proximity to China or their economic size, about the reprisals that China would take. We need to proceed carefully and sensitively with our international partners—on that point, he is absolutely right.

I thank my hon. Friend for his support for the measures that we have taken. I understand that he wants us to go even further. He knows—he is an expert in this area—the challenges in cajoling and carrying an international coalition to advance those goals. He is right to say that scrutiny and accountability are key. That is why we want to see an authoritative third party such as the UN human rights commissioner have access to Xinjiang. I will await with great interest his Bill, and I am sure Members will scrutinise it very carefully when it comes before the House.

Frustrating though it is for many of us, I understand the Foreign Secretary’s reluctance to engage on the question of genocide, but he will know from his own professional background that the Government have a duty to assess the risk factors of genocide against the Uyghurs in China in order to trigger their duty to prevent. All this came from the International Court of Justice judgment in the case of Bosnia and Herzegovina v. Serbia and Montenegro. He will also know that that obligation crystallises at the moment that a state learns, or should have learned, of the serious risk of genocide. Can he confirm that his Department is making that assessment of the risk factors of genocide, and will he publish its conclusions?

The right hon. Gentleman makes an interesting and insightful comment on genocide. Of course, I was in The Hague when the Bosnia judgment was being considered.

The reality is that, in order to secure authoritative assessment and conclusions in relation to those widespread reports, which we think are tenable, plausible and credible, we need access to the camps. In a sense, throughout this statement, we are redefining the question. However, we come back to the point that we need to try to secure access to Xinjiang, and we will not be able to do that without sufficient and widespread pressure on the Chinese Government. The best vehicle for that is an authoritative, independent body or individual entrusted by the United Nations, of which China is a leading member through the Security Council. The UN Office of the High Commissioner for Human Rights seems to me the right place and the right individual to support in that regard.
