The hon. Gentleman is absolutely correct that just proscribing a terrorist group is of course not enough; it is part of the toolbox or toolkit that we have to fight terrorism, and there are many other tools we can employ. For example, measures are taken through legislation, such as the recent Counter-Terrorism and Border Security Act 2019, to try in other ways to fight terrorism.

The hon. Gentleman asked what other countries, especially at the recent summit, may have followed suit: as I mentioned, the Gulf Co-operation Council, which has many members, has long proscribed Hezbollah in its entirety, and Bahrain has proscribed Hezbollah as well. And I am sure that through today’s action many countries will be interested to know how and why we are taking this action, and we work closely with allies so perhaps they will follow suit.

I welcome my right hon. Friend’s decision on Hezbollah, but does he agree that we need to redouble our efforts to cut off sources of financial supply to groups like Hezbollah, which are to do with money laundering and so on, by working with our allies like the US?

I very much agree with my hon. Friend, and that is why for example under the Terrorist Asset-Freezing etc. Act 2010 we have taken action against Hezbollah and other proscribed terrorist organisations, and we are always looking to see what more we can do in terms of going after assets and those who help with fundraising. We try to do this work together with our allies, which gives us a much greater chance of success in cutting off financing.

The hon. Lady is quite right to point out the importance of looking at the detail. All hon. Members hold surgeries and deal with our constituents’ cases, but our constituents really should not have to come to us with such issues. They should be dealt with properly and fairly through the system, and I will be looking at that very closely.

I welcome my constituency neighbour to his new position. Does he agree that he needs to use his competence and managerial skill to get a grip on the detail of the Windrush situation and resolve it quickly—but, at the same time, to develop and ensure that we maintain a focus on controlling illegal immigration into this country as we move towards Brexit?

I agree with the hon. Gentleman that local authorities have an important role to play, and not just in the planning system. We welcome local authorities wanting to develop more council houses, which is one reason why in the recent Budget the Chancellor increased local authorities’ ability to borrow by £1 billion.

I thank the Secretary of State for his statement. In the context of his reforms, can he reassure residents in Halesowen of the absolute continuation of protection for the green belt in his proposals, in particular around “exceptional circumstances”? Local authority planners have often used it in a loose way to justify changes to green belt boundaries. Does he agree that we need a rigorous way of defining what we mean by exceptional circumstances when it comes to redefining the green belt?

I can give my hon. Friend some reassurances on that. We have been clear and have set out, I think for the first time, all the hurdles that need to be cleared to meet the definition of exceptional circumstances. Brownfield is an absolute priority, and we have talked about the importance of density and making sure that neighbouring authorities have been talked to, with a statement of common ground. I can give my hon. Friend an assurance that the green belt retains maximum protection.

Housing White Paper

I can absolutely reassure my hon. Friend on that point. The White Paper contains a specific requirement on all local authorities to plan for the needs in their area, so if the demographics differ from area to area, as of course they will, that is exactly what will need to be catered for.

As a constituency neighbour of mine, the Secretary of State will know that people in Halesowen value the amenity of the green belt around it. Does he therefore agree that the approach to house building in the Black country should very much be brownfield first, focusing on the remediation of existing sites for house building?

9. What steps he is taking to improve trade and investment through the midlands engine.

I led the inaugural midlands engine trade mission to north America in September. I am leading a second mission to China this month. Establishing a mayoral combined authority within the west midlands will help to bring about even more trade and investment opportunities for the midlands engine.

The black country economy and the west midlands have had a substantial revival over the past few years. In the last year alone, there has been a 46% increase in foreign direct investment in the black country. Does the Secretary of State agree that we need to do all we can to take advantage of the devolution settlement in the west midlands, in the context of the midlands engine, to drive the growth of trade and investment into the west midlands from around the world?

The black country and the wider west midlands have seen strong performance of inward investment and exports. Our historic west midlands devolution deal includes an investment fund of £1 billion to drive growth, and what we also need to drive growth is strong local leadership. There is no doubt in my mind that Andy Street will bring that to the west midlands.

I have read Ofcom’s report carefully and met Ofcom a number of times about that issue, and I have every reason to think that BT will comply. If that does not happen, of course we will look at what action we can take.

2. What recent steps he has taken to (a) promote regional growth and (b) create a midlands engine.

We are absolutely committed to regional growth. We recently launched a further round of growth deals, and the March Budget highlighted the Government’s support for the midlands engine. It includes a £250 million midlands engine investment fund, new enterprise zones, and a devolution deal for Greater Lincolnshire worth £450 million.

One of the keys to growth in the black country part of the west midlands, which I represent, is greater collaboration between business and further education colleges. Halesowen College and Sandwell College both excellently serve my constituency. Will the Secretary of State agree to meet the principals of Halesowen and Sandwell Colleges to talk more about how to reduce the skills gap in the black country, to promote further growth in the region?

I agree absolutely with my hon. Friend. One of the reasons we have seen a 50% fall in his constituency is that he has been promoting just that type of collaboration. I enjoyed visiting Halesowen College with him last year to learn about the advanced science, engineering and technology centre, and of course I will be more than happy to meet him and college representatives.

Hopefully, the hon. Lady will understand that it would be wrong of me, and of anyone else, to single out any particular individual. That is for independent investigators to look at by examining the evidence in front of them. She will also know that, when it comes to defined benefit pension schemes, there are many in deficit, and just because one is in deficit does not necessarily mean that there has been some kind of wrongdoing. As I have said, I have instructed the Insolvency Service to commence an investigation, but she should also be reassured that the pension regulator will be looking into this matter.

T10. There are 850,000 dementia sufferers in the UK, and that number is set to double over the next few years. What is the Minister doing to encourage British scientists to be as innovative as possible in delivering on improved care for those suffering from dementia?

Let us talk about the growth in Middlesbrough South and East Cleveland. Is the hon. Gentleman referring to the record 92% increase in unemployment in his constituency in Labour’s last term? I notice that he did not refer to the 18% decline under this Government.

My hon. Friend refers to what the Labour Front-Bench team will not mention. In the past two years, export growth in the west midlands has gone up by 30%—the best performance of any region. Is that not further evidence that the Government are on track with a sustainable, long-term plan to rebalance the British economy?

My hon. Friend is right. As a fellow west midlands MP, I have seen at first hand record growth, particularly in manufacturing and in the car industry.

Enough on the mistakes of the past. This Government are working hard to secure the country’s future. The only way we can deliver a sustained improvement in living standards is to continue to tackle the economy’s problems head-on and to deliver a recovery that works for all.

The hon. Lady should look up the facts. Bank bonuses reached their peak when the shadow Chancellor was City Minister; today they are almost one seventh of what they were at that time. The hon. Lady should welcome the measures we have taken to help working families. They have helped reduce interest rates and keep mortgage rates low, meaning that the average family with the average mortgage are paying £2,000 less per year than they did under the previous Government.

If it had not been for the Government’s council tax freeze, and if council tax had continued to rise on the trajectory set under the previous Government, the average bill would now be £200 higher. Does the Minister agree that the steps taken by the Government are helping hard-working families keep their council tax bills down?

My hon. Friend is absolutely right. That council tax freeze is helping families up and down the country, as are many other measures we have taken, such as the cap on rail fares.
