I thank my right hon. Friend very much for representing the niece of Dom Phillips. Like everybody in this House, we are deeply concerned about what may have happened to him. Foreign, Commonwealth and Development Office officials are working closely now with the Brazilian authorities following his disappearance on 5 June. The Minister responsible has raised the issue of the search and rescue effort repeatedly with Brazil’s Minister of Justice and Public Security; what we have told the Brazilians is that we stand ready to provide all the support that they may need.

On a point of order, Madam Deputy Speaker. I wonder whether you could advise me on how I can correct the record on the question from the right hon. Member for Kingston and Surbiton (Ed Davey), who raised the matter of rural fuel duty relief and incorrectly advised that it was not available in Devon. In my North Devon constituency, which I on this side of the House clearly know quite well, fuel retailers in the EX35 postcode of Lynton have had access to the duty relief for some time. How might we address that situation?

I thank the right hon. Gentleman very much. As he knows, I have already detailed to the House a package of measures to support families across the whole of the UK. I may say that I also think it would be an advantage to the people of Northern Ireland, in tackling the issues that we all face across the UK, if Stormont were to be restored.

Q7.   The recent report on levelling up the rural economy highlighted many areas where more work is needed in small rural and coastal communities to ensure that they also benefit from our levelling-up agenda. Does the Prime Minister agree that we need to ensure that levelling up reaches into rural and coastal Devon? Will he meet me and Helen Hurford, our excellent candidate in Tiverton and Honiton, to agree how we can progress our plans for Devon?

Much as I admire the hon. Gentleman’s style, I think it would be better in a light essay in The Guardian. What we are doing is tackling the cost of living by dealing with the spike in energy prices and making sure that we take the right long-term decisions to take this country forward—decisions that Labour completely shirked.

I welcome what the Government are doing to help, where they can, with the cost of living crisis, but in North Devon and across the south-west we have a housing crisis that needs urgent action. Will my right hon. Friend meet me to better understand the severity and complexity of our housing shortage and steps that the Government may take?

My hon. Friend is absolutely right about the need to provide local homes for local people. We totally understand that—by the way, we are building a record number of homes in spite of all the difficulties that we have faced—and that is why we have introduced higher rates of stamp duty on second homes, removed the second home discount and are using £11.5 billion to build 180,000 affordable homes across the country. It is always the Conservatives who build affordable homes—that is true—and Labour who talk about it.

I do not think that I have heard such total cobblers in all my life, except possibly from the Leader of the Opposition. That is not what the Bill does. On the contrary, it gives local people the power to protect.

If I understood the hon. Lady correctly, it was a pub called the Britannia that she wanted to protect. We are bringing forward measures to allow local people to protect such places of vital local importance. When it comes to development, the power remains vested firmly with local people, to make sure that they protect their green spaces and the green belt, and they have development only in the places where they, the local people, want it.

I am sure that my right hon. Friend is not surprised that people are keen to move to my North Devon constituency, but we, like much of the south-west, are experiencing severe housing shortages. Local government need urgent help and support now. Might he consider, as part of planning reforms, binding covenants being applied to a proportion of new-build housing, so it is used as a primary residence and not a holiday let or second home, and that existing homes must register for a change of use if they become a holiday let, to ensure vibrant coastal communities do not become winter ghost towns?

My hon. Friend is a massively effective advocate for the people of North Devon. She has made these points to me before, and I know that she is right. As she knows, we have put higher rates of stamp duty on the buying of additional property, such as second homes, but we also have to make sure that young people growing up around our country—contrary to the instincts of the previous Labour speaker, the hon. Member for Lancaster and Fleetwood (Cat Smith)—have the chance of home ownership in the place where they live. That is what our first home scheme will help to do, with a new discount of at least 30% prioritised for first-time buyers.

We are investing another £24 billion in our defence, with the biggest increase in spending since the end of the cold war, and we are one of the few countries in NATO to contribute more than 2% of our GDP to NATO. We are the party that believes in our armed services. It was only recently that the Labour party was campaigning to put into office a man who wanted to abolish the armed forces.

My right hon. Friend was right on Monday when he said:

“The peace and stability brought by Nato has underpinned global prosperity for over 70 years”.

Can he assure me that levelling up our military as part of the new NATO 2030 agenda will encompass the potential of our forces across the whole country, including the excellent Royal Marines at the Chivenor barracks in my North Devon constituency—where I believe his grandfather was stationed for a time—so that NATO will continue to be the bedrock of global defence for future generations?

My grandfather was indeed stationed at Chivenor. I thank the Royal Marines at Chivenor, who did such an outstanding job of looking after us all during the G7 summit. They will transform into the future commando force that will contribute to a more agile and active NATO alliance.

I must repeat what I said earlier: by other global standards this Government have done a huge amount—£190 billion already—to support people, businesses, jobs, and livelihoods across the country. On the specific point about universal credit, we have increased its value by £1,000, and that will remain in place for the rest of this financial year.

Will my right hon. Friend join me in thanking Devon County Council and Public Health Devon for their response to the virus so far, where swathes of local actions are in place to contain local outbreaks? Does he agree that it is vital for national and local government work together to tackle differences in the regional prevalence of this virus?

Yes. I thank my hon. Friend, and everybody in Devon, and the local authorities, for their efforts to keep the virus down. This is a giant collective effort, and alas, even in the south-west we are seeing the virus going up, although by nothing like as much as in other parts of the country. It is going up across the whole country, and we must work together to get it down.

I thank the right hon. Gentleman. I think he asked substantially the same question last week. As he knows, we do not publish the Attorney General’s advice—Governments do not normally publish such advice—but what I can certainly say is what I have said to the right hon. Gentleman the leader of the Scottish nationalists: that, of course, this Bill is intended to uphold the economic, political and territorial integrity of the United Kingdom, and I believe it should be supported by every Member of this House.

My right hon. Friend has always highlighted the importance of gigabit connectivity, and digital infrastructure has been vital in keeping us connected throughout the pandemic. Could he update the House on the Government’s progress towards the roll-out of gigabit broadband across the country, and in particular whether the £5 billion of Government funding is being used to connect hard-to-reach areas like those in my North Devon constituency?

Yes, I can. I thank my hon. Friend very much. We are rolling out full-fibre broadband to the North Moor area, investing £10 million in partnership with the local authority and gearing up to invest over £30 million across Devon and Somerset to target 70,000 premises in her constituency that do not have good enough connectivity.

I am very grateful to the hon. Lady, because we take the issue of the UK steel industry very seriously. We are doing everything we can to maintain UK steel production. Clearly it was always facing difficulties, even before corona struck. I will make sure that I look at the particular needs of the concern that she raises in Newport East. We will ensure that we do everything we can. I just remind her that we have supported 9,200 workers in her constituency through the furlough scheme.

Coronavirus has underlined the importance of improving broadband infrastructure. Does the Prime Minister agree that extending the existing relief on business rates for new full-fibre infrastructure could see the release of the investment we need to level up rural areas such as North Devon? Will he thank telecommunications workers for their efforts during the pandemic?

My hon. Friend is absolutely right. That is why we have provided 100% business rate relief for all new fibre investment. I am very happy to join her in thanking telecommunications workers for their amazing work. Many of them have kept going throughout the pandemic to put in that broadband infrastructure. I thank them with her.

I answered the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) earlier. We will do everything we can to ensure that people get protected throughout this outbreak and nobody is penalised for doing the right thing.

Does my right hon. Friend the Prime Minister agree that the great south-west has a fantastic opportunity to become the first region to become not just net zero but net negative? Will he assure me that that will be a top priority in the levelling-up agenda?

There are already more than 400,000 jobs in the low-carbon economy in this country, and the great south-west is going to play a leading role in the green revolution of the future.
