This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House I shall have further such meetings later today.

Does the Prime Minister agree with his friend the Tees Valley Mayor that the National Audit Office must investigate the Teesworks affair? Will the Prime Minister share details of all conversations he has had on the subject with his former Chief Secretary to the Treasury, the right hon. Member for Middlesbrough South and East Cleveland (Mr Clarke), and the current Levelling Up Minister, given that they have all received donations from Ian Waller, one of the project backers?

My right hon. Friend the Levelling Up Secretary has already announced an investigation into this matter. This is just the same old, same old—[Interruption.] It is the same old bunk from Labour. That is all we get. After years of neglect, it is the Conservatives who are delivering for Teesside.

It is great to hear my hon. Friend, because he speaks such good sense on this matter; I hope that he is heard up and down the land. It is absolutely vital that people who are offered the vaccine do take steps to get it immediately. They will be protecting themselves and they will be protecting everyone else.

  Highly skilled engineers at Centrica’s British Gas in my constituency were told last week that they had to sign new contracts before Christmas, or else they would be fired and rehired in the new year on worse terms. Fire and rehire is an exploitative and illegitimate negotiation tactic, and causes real hurt and anger. Will the Prime Minister join me in calling on Centrica to withdraw its threat and return to the negotiation table with workers and their union, the GMB, and will he work with Labour and the trade unions to introduce legislation to ban fire and rehire as soon as possible?

It is very important that all businesses treat their employees with fairness and respect. In that sense, I utterly share the point of view of the hon. Lady, but it is also vital that we have a flexible economy that is able to generate jobs, particularly when we are going to go through a very difficult and bumpy time. We have had a proud record of keeping employment high and unemployment low in this country, and we want to continue with that approach.

I am delighted to hear that there are only 522 people unemployed in my hon. Friend’s constituency. Let me praise him and the other Members on both sides of the House who have run jobs fairs in their constituencies. These have made a huge difference in terms of people being able to find opportunities. The truth is that, since 2010, 64% of the rise in private sector employment has taken place outside London and the south-east. Indeed, Scotland, the east midlands, the east of England, the south-west and the south-east all have higher employment rates than London. In growing terms, this is a balanced recovery, and we need to keep working at it to make sure that it is.

Q14. Last year, the Energy Secretary scrapped support under the renewables obligation for new onshore wind projects. This will impact Nissan’s £3 million investment in its wind farm in my constituency. Does the Prime Minister realise that his attacks on clean energy are detrimental to pro-green businesses such as Nissan? Will he look at this immediately and rectify the matter in the Energy Bill next week?

My hon. Friend makes a very important point. There are very strong calls on all sides to ensure that we address fairness in funding. In the last Parliament we allocated £390 million extra for fairer funding, and his own authorities, Dorset and Poole, benefited from that, receiving £3.1 million and £3.2 million respectively. I can tell him that that money is included in the baseline for schools funding in 2016 and 2017. But I know that there is unfairness in the current system and I want us to do everything we can to make the funding formula fairer.

Q7. Nissan in my constituency has just reached the half-a-million production mark for its new Qashqai model, breaking all UK records. I am sure that the Prime Minister, and indeed the whole House, will wish to join me in congratulating Nissan on that great achievement. Nissan’s constructive unionised workforce has helped achieve that fantastic outcome, so why is the Prime Minister attacking workers’ rights when in many cases, as at Nissan, trade unions are an overwhelming force for good?

First, let me agree with the hon. Lady that the achievements at Nissan are absolutely remarkable. One of the great privileges of my job is being able to go and meet people there and see what they are doing. I think that I am right in saying that the north-east of England now produces more cars than the whole of Italy, which is something that I think we can be proud of. Of course, with the new Hitachi factory we will now be manufacturing trains in the north-east as well. Look, the Trade Union Bill is not what she says it is; it is to make sure that we do not have strikes based on very low turnouts. Let me give her one example. A couple of years ago we had school strikes that shut schools right across our country. The ballot was two years out of date and only 27% of people had turned up to vote in it. Working parents across the country had to keep their children at home when they should have been getting the public service they paid for. That is what our Bill is about, and I hope that it will have support across the House.

My right hon. Friend makes an important point. He talks about our armed services, and today is the day that we encourage people who serve to wear their uniform to work—not something that Members of this House can do, but none the less we should remember all those who serve our country, whether in the reserves or the regular forces.

On the issue of support for Afghanistan, we have already announced that we will continue with the generous level of aid and development support that we are giving to Afghanistan after 2015—we have very much been leading the charge on that—as well as helping to fund the build-up of the Afghan national security forces between now and 2015.

Q2. What is the moral difference between celebrities avoiding tax and a Cabinet of millionaires cutting tax to benefit themselves?

Perhaps the best way to answer that question is to quote the hon. Lady’s own leader, who at the launch of his local election campaign said:

“Tax avoidance is a terrible thing. It must be cracked down on.”

That, I thought, was the official position of the Labour party. It should be thanking us for getting on and doing just that.
