I am very proud of what this Government have done to protect the poorest in society from rising bills, which are the result of international factors and a volatile gas market. I make it absolutely clear that the only way that Dale Vince, the climate extremist, and his enablers will come anywhere close to having influence on energy policy is if a Labour Government are elected. Frankly, that is the only thing that voting Reform will achieve.

At my constituency surgery on Friday, I met representatives of the Riddings Lane solar action group who are concerned about the proposals to build a new solar farm covering 145 football fields’ worth of land between the villages of Gleaston, Dendron, Leece and Newbiggin. Does the Minister agree that solar farms are great but should not go on prime agricultural land?

As my hon. Friend is aware, we have a presumption against building on the best and most versatile agricultural land. Due to my quasi-judicial role in planning I cannot speak to the issue directly, but I am very happy to meet him and, indeed, any representatives from his constituency to discuss the project in question.

The best thing, as barristers know, is to not ask a question unless you already know the answer, because it might not suit you. We are moving as quickly as we can to make sure that we have a chairman in place. I share the hon. Lady’s belief that it is an important role, and we want to have it filled as quickly as possible.

One of the most effective ways in which we can hit our net zero targets is by delivering an effective carbon capture and storage industry, and I was delighted to see the Government make an announcement just before Christmas about the next round of that. The Morecambe bay net zero project based in my constituency could deliver a gigaton of carbon storage, helping some of our most energy-intensive industries through this transition period. I invite my right hon. Friend to come and visit.

I recently bumped into Christopher Thexton, who is one of the “green doctors” working out of College House in Barrow. He does an amazing job with his team, going into homes to try to help people to save money on their energy bills and reduce the cost of living, whether that is help with energy debt, fixing drafts in their home or even changing the lightbulbs to make them more energy-efficient, but demand is massively outstripping supply. Can my right hon. Friend speak to whether any more support is available to such teams to help people on the ground to reduce their energy bills?

We are spending £20 billion on energy efficiency over this Parliament and the next. We can be proud of the steps we have taken so far. When we took over in 2010, just 14% of homes were energy-efficient. Now the number is 50%, and we have plans to go further.

One of the biggest challenges that we have in delivering home retrofit schemes in Cumbria is not with local authorities but with industry capacity and skills. What are the Government doing to try to send the right signals to industry so that we are getting the right skills into the supply chain to deliver some of these schemes, especially in areas such as Cumbria where we have skills deserts?

My hon. Friend makes a really important point on skills. In fact, we have invested £15 million in subsidised training over the past three years and have provided 16,800 training opportunities. We will continue to support this important industry.
