Many of the facilities that the hon. Gentleman talks about, such as care homes, are doing unbelievable work to remain covid secure. I understand the impact on hospitality. I love the hospitality businesses of our country—I love going to pubs—but unfortunately we need to tackle this virus, which means that some very difficult decisions are necessary.

I am sure my right hon. Friend will appreciate that this news will be a bitter blow to people across Basildon and Thurrock, but I accept that case numbers are sadly rising rapidly, despite the recent lockdown. Therefore, can he assure me that, as we start mass asymptomatic testing in both schools and the community to identify those who are unwittingly carrying the virus, there will be enough rapid tests available for all those who need and want one?

Yes, and I strongly commend my hon. Friend’s leadership locally. These are tough decisions, but let us get this testing going, get everybody coming forward to get a test if they can, to find those cases and ask and require people to isolate to break the chains of transmission and get Essex and Thurrock back out of tier 3 as soon as we possibly can.

We absolutely will consider that factor when we come to the groups after the clinical prioritised groups. I join the hon. Lady in thanking Jack and all those who have put themselves forward today to be vaccinated, including sometimes in the public eye, as part of this programme to help build confidence in vaccination overall and, of course, to help protect themselves and their loved ones.

I congratulate my right hon. Friend and his whole team on their Herculean effort to get us to the point where, today, Basildon University Hospital has started delivering the vaccine. Now, as we scale up the roll-out programme, will he join me in reassuring people that, despite the speed of development, not a single stage was missed and that the Medicines and Healthcare products Regulatory Agency has done its usual due diligence in approving this vaccine?

That is right. The MHRA has gone through the same safety processes as normal, but it has done them in parallel at the same time, rather than in a series, one after another. It is that sort of smart and thoughtful approach, alongside the work of the Vaccine Taskforce in buying the vaccine in the first place, that has allowed us to get to this point of having confidence in the safety and efficacy of this vaccine before anybody else in the world. Everybody in Basildon who gets the call can have confidence that they should come forward, get the jab, protect themselves, protect those around them and, therefore, help us all get through this terrible thing.

As we control the R rate and move forward, may I welcome the steps that are being taken to reduce restrictions for the most vulnerable in society? Will my right hon. Friend confirm that these steps are being taken in line with scientific advice and in the safest way possible?

Yes, that is absolutely right. I pay tribute to my hon. Friend, who makes the case for the evidence being the basis of policy and following and being guided by the science, as we have done throughout this crisis. He makes the case very eloquently. It is very important, because that is the best way that we can get the best possible response in what are inevitably very difficult circumstances.

I am very happy to write to the right hon. Gentleman with the specific answer to his question, but the general answer is more, and, frankly, as many as possible. We are buying ventilators—we have a commercial strategy on that—and, of course, we are training people to use them.

As my right hon. Friend knows, vaccines are the long-term solution to tackling the virus. Can he give the House a bit more detail on what work is being done and on the potential timings for new vaccines and home tests? More importantly, will he keep under active review the balance between the efficacy and safety of vaccines and the public health impact they could have?

The critical point about vaccine development for coronavirus is that if we cannot be sure that a vaccine is safe, we cannot put it into large numbers of people for a disease with a mortality rate of around 1%. This is different from a disease like Ebola, where the mortality rate of around 70% is so high that it is worth taking the risk.

The broader point about the response to this virus is that it is very different from Ebola. It spreads in a different way and its mortality rate is very different, so it is very important that we fight this disease rather than fighting the last war.

If the people of Bradford get their election—if Labour Members vote for it—and they want to know what is the best thing to do to support long-term investment in the NHS, I can tell them that it is to support the only true party of the NHS: the Conservatives.

The tax to which the hon. Gentleman refers was of course due from activities under a Labour Government. It was never paid under a Labour Government, but it has been delivered under this Conservative Government.

T9. Again this year, many tens of thousands of young people will benefit from the National Citizen Service programme. However, there are still too many young people who have never been introduced to the programme or had the opportunity to “Say yes” to NCS. Will my right hon. Friend work with colleagues from across the House to make sure that every young person has the opportunity to understand this project and can sign up for this summer’s programmes?

As my hon. Friend puts it, NCS is a fantastic opportunity for young people. It massively expanded during the last Parliament, and we have ambitious plans to make sure that every young person who wants to do so can benefit from NCS, which does so much to inspire and enrich people’s lives.

The sectoral strategy is about making sure that the aerospace industry and, more broadly, engineering in the UK as a whole works: making sure that we have the organisations ready to help people move out of roles that are becoming redundant and go into growing roles with similar skill sets for which there are vacancies—whether within or outside that company. Those structures are set up. We are setting up a specific group to support those who are made redundant through this process, because we must ensure that, where there are skill shortages, they are filled.

As we have heard, there is a skills shortage across the whole of our economy in both trained and trainee engineers, as identified in a recent Science and Technology Committee report. Will my right hon. Friend therefore ensure that, despite this disappointing news, the message goes out stronger than ever to students who are about to choose their options that engineering is still much needed and is still a great career to train for?

Yes, absolutely. Employment in engineering is rising, engineers are well paid and it is an exciting profession. Some of the estimates of the skills shortages across the country are far higher than the 2,600 redundancies globally we are talking about today. These careers are exciting and long term. Britain is a world leader in this regard, and I would encourage anybody who is considering an engineering career to look at it incredibly closely if they want an exciting future.

16. What recent support his Department has provided to small businesses.

The Small Business, Enterprise and Employment Bill builds on a record of 42,000 businesses helped to export by UK Trade & Investment over the past year and 15,000 small businesses supported by the growth accelerator scheme. As the Secretary of State said earlier, the number of start-up loans approved has reached 18,000.

As my hon. Friend will be aware, large businesses still owe small businesses over £30 billion in overdue invoices. Only yesterday, a company in Basildon contacted me to say that one of Essex county council’s main contractors owes it well over £100,000 past the due date. Will he expand on how we will use the small business Bill to resolve this issue and pump billions back into the economy?

The Bill contains two elements on prompt payment, the first of which is to increase the amount that Government pay quickly. BIS pays almost all its invoices within 30 days and the vast majority within five days. We will also bring transparency so that when small businesses enter into contracts with large businesses they know their payment performance and can negotiate on that as part of the contract.

T3. Suppliers to top-tier Government contractors still complain that payments made under the prompt payment code are not forthcoming. What more can the Government do to improve the situation and release billions of pounds back into the economy to support our long-term economic plan?

The problems of people failing either to make prompt payments or to honour payment terms—two related, but slightly different points—need to be addressed. They are largely problems that negatively affect small companies, and we are currently consulting on how radical we need to be to get the balance right and address them.

No, I do not recognise that point at all. The employer ownership pilots are doing precisely the opposite in the first round. We are looking for more innovative, thoughtful and new ways of ensuring that funding gets to the right places, including to women, where their representation in a particular sector is low.

A number of organisations have expressed concern that the increased focus on the EBacc will lead to fewer students studying the practical or vocational subjects that are so important for encouraging the next generation of engineers. What can my hon. Friend say to those organisations to allay their fears?

In the first instance, ensuring that high quality science is taught before the age of 16 is vital to the future of engineering at a later age. More importantly, ensuring that English and maths are there is crucial for vocational and occupational skills for everybody. There is much more to do in that area, but the EBacc is a step forward. It is part of the future provision right across the academic and vocational areas.

I, like many others in South Essex, believe that one way to improve educational outcomes in Basildon would be through the provision of a UTC specialising in both engineering and logistics. Will my hon. Friend confirm that he would welcome and support an application for such a college in Basildon?

Yes, I absolutely will. There is a commitment to have 24 UTCs by the end of this Parliament. The deadline for applications is next month and we hope to be able to announce which UTCs will go ahead by Easter.
