I am very happy to set out for the hon. Gentleman all the things Lord Gold recommended and all the steps that we will be taking, but as we do so perhaps he could impose the issue of donations on his Front Benchers and ask them when they will pay back the taxes they managed to dodge from their donor?

Q13. School dinners are vital to ensuring that children eat healthily and in helping to tackle childhood obesity. Will my right hon. Friend join me in welcoming the parliamentary launch of national school meals week, which will take place in the Jubilee Room this afternoon?

I certainly join my hon. Friend in that. I think it is a very important cause, because we have had several problems with school meals over the years. They are not attractive enough for young people who want to take them, and there are also problems with obesity, so getting this right, which has been happening over recent years, is extremely important. I speak as someone with two children who enjoy their school meals, and I want the school to go on winning the battle for school meals, rather than parents having to make the packed lunches.

I do have a great deal of sympathy with what the right hon. Gentleman says. Parliamentary privilege, obviously and quite rightly, allows hon. Members to express their views in Parliament. In terms of what is said outside Parliament, let me just say this: there are occasions, as we all know, when judges make critical remarks about politicians; and there are occasions when politicians make critical remarks about judges. To me, that is part of life in a modern democracy, and we ought to keep these things, as far as possible, out of the courtroom.

7. I, like the Prime Minister, welcome the strides towards democracy being made in Burma, and I welcome also his efforts to achieve a controlled suspension of sanctions. With a decision on his proposals due next week, will he ensure that measures to monitor human rights in Burma are included in the discussion?

My hon. Friend is entirely right. While it is clear that the Burmese regime is making some steps towards greater freedom and democracy, we should be extremely cautious and extremely careful. We want to see the further release of political prisoners, we want to see the resolution of ethnic conflicts and we want to see that democratisation process continue. That is why we are pushing across Europe for the suspension of sanctions, excluding the arms embargo, which should stay, rather than for the lifting of sanctions. We now have support for that position from most other leading European countries, and I hope that we can deliver it. That would be the right thing in demonstrating to the regime that we want to back progress, and it would also strongly support what Aung San Suu Kyi has said is the right approach.

The proposal in Scotland sounds quite like our proposal in the Budget for Firstbuy, which will help tens of thousands of young people to get on the property ladder by helping them with the deposit that many families find it extremely difficult to raise. There is a real worry in our country that the age of the first-time buyer is getting older and older, and that many families are finding that unless they have family help behind them they simply cannot get on the housing ladder. We must ensure that that is not the case and Firstbuy is a very good proposal that we are introducing in England. I will be interested to see what happens in Scotland.

Q6. Conservative-run Cheshire West and Chester council is saving millions by cutting waste, boosting efficiency and selling surplus property to help protect front-line services. Meanwhile, in next-door Labour-run Halton, the council is cutting back on bin collections and road maintenance instead. What does my right hon. Friend think can be done to help councils reach fair and sensible decisions?

I would encourage all councils to look at costs that can be cut that are not on the front line. Many Conservative councils are sharing chief executives with their neighbouring councils and cutting councillors’ allowances and chief executive pay. There are too many examples, particularly in Labour councils, of chief executives being paid far too much and of not nearly enough attention being paid to cut the back-office costs so we can keep the services going.

That was a wonderfully involved metaphor. At least the Deputy Prime Minister can make up his mind whether to join a demo or not—the Leader of the Opposition cannot even decide whether to sit on the fence.

Q6. Last week the governors of Christleton high school in my constituency made the decision to apply for academy status. However, before they made that decision, they faced a barrage of opposition from trade unions and local Labour party activists. What message would the Prime Minister send to those who seek to undermine much needed reforms of public services in order to fulfil old-fashioned, outdated, left-wing ideology?
