I agree entirely with the two triggers that my right hon. Friend has outlined, but surely there is a third case: where a Member is not doing his duty. In local government there is a rule whereby councillors who do not attend meetings or vote for six months are automatically disqualified. Surely that, too, should be a trigger to allow a recall.

As I have made clear, there are many views about the level of the recall and what the mechanism should be. I look forward to my hon. Friend’s contribution to the debate and think that all Members will understand the point he makes. One of the consequences of imprisonment, of course, is that an MP is prevented from attending, so at least part of that is covered by that provision.

I am a great fan of the hon. Lady’s efforts to promote Birmingham, which she does very successfully in this House, and to make sure that that great city has the powers and the future that are a tribute to its glories in the past. Through the city deals we are giving more control of the very considerable expenditure that currently is made in Birmingham but which is handled by central Government. If we do that, we can come on to address proposals that Birmingham is making on other matters.

2. What discussions he has had with the Cheshire and Warrington local enterprise partnership on devolving powers and responsibilities from central Government.

I met the board members of Cheshire and Warrington local enterprise partnership, including Christine Gaskell and Howard Hopwood, and the council leaders of Cheshire east, Cheshire west and Chester, to discuss their strategic economic plan on 19 March. We are considering their proposals in their plan and expect to make an announcement on the growth deal in July.

One project being promoted by the Cheshire and Warrington LEP is electrification of the west coast main line from Crewe to Chester and beyond into north Wales. Does my right hon. Friend agree that that and other such proposals show the importance of LEPs acting as strong local champions for critical infrastructure projects?

My hon. Friend is right, and he is exactly such a strong local champion. As a result of his impressive campaign, that proposal features very strongly in the Cheshire and Warrington strategic plan. I know that it has also attracted attention from Sir David Higgins and his report on HS2, which mentions the case for further improvements east and west, so he is doing a good job. We will be considering those plans over the next few months, but he has made his point very forcefully today.

Not having been part of the negotiations, it is difficult for any Member of this House to know what the alternative was. The elected representatives of the Cypriot Government clearly accepted what was proposed in contemplation of a fate that they considered to be worse, which was the collapse of the Cypriot banking system. This is a situation that none of us wants to be in. Thank goodness that in this country, as a result of being outside the eurozone and having introduced discipline into our finances, we are not going to be.

We may well find that some of the biggest British losers are people who are in the process of buying or selling property in Cyprus. Can the Minister offer any reassurance to people who may have lodged money with a solicitor in an escrow account, for example, that the solicitor will be responsible for the losses and not the person who is trying to buy a property?

My hon. Friend raises an important point. I have made a commitment to the House to provide further statements once we have more detailed information on how all these arrangements are likely to apply.

As you well know, Mr Speaker, dark pools allow one party to keep important details from other parties, which is a fair description of the economic policies of the Labour party. I say to the hon. Lady that the providers of pension funds are very clear that to over-regulate the dark pools would lead to a reduction in people’s pension pots. They have said that over the course of a 40-year pension fund this would require the pension fund holder to work an extra year. That is not in anyone’s interest.

Will my right hon. Friend update the House on the progress the Government are making in implementing the recommendations of the Kay review of equity markets and long-term decision making?

I certainly commend John Kay for the clarity of his review, and we are taking steps, both in Europe and domestically, to implement his recommendations.

My right hon. Friend has been very clear that the presumption for sustainable development does not override protections such as the green belt, SSSIs and national parks. Does that protection also apply to historic and conservation areas, such as the centre of my beautiful city of Chester?

It is indeed a beautiful city and we have worked closely with English Heritage, which has said that it is content with the arrangements we have put in place.
