I agree with the hon. Gentleman that British farmers produce among the best food in the world, but I do not agree that the trend is deteriorating—quite the opposite. We have the Buy British campaign, which a number of supermarkets have already signed up to; the public sector review—the Quince review—is under way; and we are looking at labelling, and how we better empower consumers to buy food with good animal welfare standards. There is a lot of progress, and it reflects the great standards we have for British food.

Can my hon. Friend update the House on the responses to the consultation on the 27 bids for bathing water status—one of which, of course, is for the River Nidd and the lido in Knaresborough?

As I said in my opening remarks, I regret the fact that some patients in emergency care did not receive acceptable care in recent weeks, but I gently remind the hon. Lady that the pressure, particularly around flu and covid rates, is something that has put huge pressure on the NHS in Wales and Scotland, as well as across Europe and across the globe.

I thank my right hon. Friend for his statement and I welcome North Yorkshire’s involvement in the trials he has announced today. He has highlighted the increased bed occupancy that has come from the flu surge. NHS North Yorkshire briefed me earlier that flu vaccination take-up in North Yorkshire was 64%. That means that one in three people is not vaccinated. Does my right hon. Friend agree that putting more focus on encouraging vaccination take-up is one way in which we can all help to alleviate this crisis and reduce demand in our hospitals?

I very much agree with my hon. Friend about encouraging greater vaccine take-up. I think we can agree across the House that that is to be encouraged, and I hope all Members will reinforce the UK Health Security Agency’s messages on the take-up of the vaccine. We have expanded the scope to include over-50s, and we have the world-leading bivalent vaccine that targets both omicron and the original strain of covid, but it is important that as many people as possible get their flu jab as well, and I encourage all Members to support that.

Usually, one would expect the House to value corporate memory and experience and the fact that the reforms initially put forward by Lord Maude were a cornerstone of the declaration of civil service reform, signed by the Cabinet Secretary and my predecessor as Chancellor of the Duchy of Lancaster, my right hon. Friend the Member for Surrey Heath (Michael Gove). If one looks, for example, at the changes in Government relating to functions and the role of developing functional expertise—whether that is in the Government Property Agency or is about commercial contracts or digital and IT—one can see the value for money that is delivered by bringing in that expertise. This is about learning from the best in the private sector. That is why it is a luddite approach to see any change that brings in technology and new ways of working as a threat to the trade unions that support Opposition Members.

My hon. Friend will know, having been a senior business figure before coming to the House, that it is about linking resource to outcomes. We have increased resource in the Passport Office on a temporary basis; we have put in 650 staff since April last year to address the surge in applications as a result of the backlog from covid.
At the same time, there needs to be a change in how we deliver public services, and particularly in how we digitalise access to them. Too often, the same information has to be entered multiple times when addressing things from the Government. We will streamline that through the single sign-on process, and the Passport Office will be one of the beneficiaries of that programme.

The civil service published its apprenticeship strategy on 29 April 2021, and in this strategy we focus not just on the numbers but on the quality of training on offer to ensure that Departments are better equipped to nurture talent in-house and to plug skill and capability gaps.

I congratulate my right hon. Friend on his appointment. It is important to the Government that we build back better from the pandemic, which means opening up the civil service to fresh ideas, often through apprenticeships, and fresh skills. How will the new declaration on government reform achieve exactly that?

My hon. Friend is absolutely right, and the declaration particularly focuses on new entry routes for professionals from outside Government, encourages new entrants with specific high-demand skills, particularly scientists, and develops a pipeline of secondments into and out of the civil service, very much addressing the point he rightly highlights.

Where there is a balance between protecting the unlocking of the wider UK economy versus a tougher approach at the border, the bigger prize economically is the UK’s ability to unlock our economy. As the Prime Minister set out in Prime Minister’s questions, we should not judge that with the benefit of hindsight when information on variants of concern which were not known at the time subsequently come to light, not least because of the UK’s capacity to undertake 47% of current global genome testing. Again, that is a further illustration of the UK-wide capacity that allows us to be more effective in our response.

At the Budget in March, the Chancellor made it clear that he was taking a long-term approach to the support schemes for two specific reasons: to accommodate any short pauses in the road map, and to provide certainty in planning for businesses and families. Does my right hon. Friend agree that because the support schemes—most of them, anyway—do not end until September, the principle of continuity and certainty is being delivered? Will it continue to be a part of all planning?

Very much. I am grateful to my hon. Friend for that question, and he is absolutely right. That was exactly the Chancellor’s design for that continuity and certainty. Indeed, that particular thing was recognised and welcomed by many business leaders at the time.

The hon. Gentleman is absolutely right, and I very much recognise that. The emotive nature of the topic and the way in which some of the headlines have been written do cause alarm. We are being very strategic. First, we are ensuring that our key priority, which is continuity of service in hospitals, is maintained. Secondly, we are ensuring that a supplier is mobilised as quickly as possible. He will recognise that to mobilise a supplier over so many contracts, where those contracts are not uniform—there are different legal provisions in them—is a complex issue. Thirdly, where there is an interregnum with regard to contingencies and waste that needs to be stored on site, we are ensuring that that is done in the safest way possible and that the waste is then cleared at the earliest opportunity.

I thank my hon. Friend for the reassurance that there is enough capacity in the incineration system to deal with this issue, but will he confirm that the delays caused by Healthcare Environmental Services have not had an impact on the capacity for patients to receive the treatment that they need?

My hon. Friend is absolutely right that the issues we have experienced with the supplier have not affected the NHS’s ability to maintain its service. That has been our key objective throughout, and that continues to be the case.
