I congratulate my hon. Friend on securing this debate. I hope that the Minister has noted the A-team turnout from Hampshire MPs. It takes a lot to get this many Hampshire MPs in one room, so I congratulate my hon. Friend on doing that.

In the previous Parliament, nearly £4 million was spent in my constituency on an improvement scheme at the railway station, which included parking, a new footbridge and improved wi-fi facilities and staffing of the station. Those were all fantastic, but they were icing on the cake. Does my hon. Friend agree that we need to turn our attention to the cake itself? Ultimately, it is about building a bigger railway. We can put on more trains and deal with the three-plus-two seating issue, but unless we build a bigger railway and deal with Clapham Junction and London Waterloo, the problems back down the line for us will never change.

I thank my hon. Friend for that very good intervention. I completely agree with him, and was about to come on to that point.

We need a new line between Surbiton and Clapham Junction to relieve capacity, and we strongly support the development of Crossrail 2. Those measures will help Portsmouth by cutting 10 minutes from the journey during peak times, as the train would not have to take the slow route avoiding Woking. However, it will still take about 90 minutes, the same time as it takes during off-peak times. The Wessex route study also proposes building an overtaking loop along the Havant to Guildford line that would enable faster services to overtake the slow services. If that was implemented, Portsmouth would be well on the way to having the same sort of services it had in the 1970s, when it was possible to get from Portsmouth to London in 75 minutes by train.

However, that is not all. That solution does not address the problem of connectivity within the Hampshire and Solent area. It is almost as fast to get from Portsmouth to Gatwick airport as it is to get from Portsmouth to Southampton airport, even though Gatwick is nearly five times the distance. To address the problem, all we need is the building of a chord at Eastleigh, or increasing the junction’s capacity to enable a train from Portsmouth to head south as well as north at the junction. That would enable a direct service from Portsmouth to Southampton airport and Southampton and save a lot of time.

The existing route to Eastleigh is made up of a number of single-track sections. Those have to be made into double-track sections, which together with upgraded signalling would enable service frequency to be improved, which would help to attract passengers. Network Rail estimated in its route utilisation strategy that that would cost £135 million. The improvements would not only help Portsmouth connect with its neighbours, but enormously improve the journey for passengers getting from Brighton to Bournemouth and Weymouth, and from Weymouth to Basingstoke, Winchester and London.

When high-voltage electrification of the main line takes place, train speed can increase and we can start getting the same level of service that the rest of the country enjoys. Overhead electrification in the region, as already partly allowed for in the electric spine proposals, would make a big difference to train speed, and I would like that included in any proposal. It would make technical sense. Modern rolling stock uses alternating current motors. Converting high-voltage AC from the national grid down to 750 V DC for the third rail and then converting it back to AC on the train to power it makes no sense at all. We already know that the South West Trains Desiro fleet is unable to operate on some parts of our lines at high speed because there is not the power capacity in the trackside equipment to permit it. High-voltage overhead electrification overcomes those problems.

Those measures would help improve productivity throughout the region. They would certainly help transform the economy in Portsmouth. In the “Rail Value for Money Study”, Sir Roy McNulty said that we should make best use of existing railways before considering new investment. The cost of the improvements as outlined is extremely small compared with that of new rail projects, such as High Speed 2 or Crossrail 2. There have been practically no major infrastructure rail projects on the line since 1967. The line from Portsmouth to Southampton was electrified only in 1989. In 2007, there was an expensive package of signal and power upgrades on the Portsmouth direct line. Not only did those works overrun, drawing a large fine for Network Rail, but we still have constant signal and power failures right from the point that the supposed upgrade was installed. That causes massive inconvenience for a large number of our constituents and damages our economic prospects.

Passenger satisfaction on routes from Portsmouth to London is among the lowest in the country. The latest national rail passenger survey shows that just 60% of passengers on the route think there is sufficient room. I am surprised it is that high, given the three-plus-two seating of the suburban stock on which my long-distance travelling constituents have to sit on their way to London. I am sure that some of my colleagues will talk about that. We now have no proper long-distance stock on peak services on the direct route from Portsmouth to London. Portsmouth passengers give a huge thumbs-down to the value for money of their ticket, with just 31% feeling satisfied.

Most of what I have covered is not new. It has been analysed, but nothing has been done. The measures would make journeys faster and have a major effect, taking people off the roads and making it easier to move around the whole area. The growth in passenger numbers on the Manchester to London line has increased by having services every 20 minutes. Increasing the number of trains an hour would be expected to help increase the numbers of passengers who travel by train in our area. The impact of faster trains on the economy along the Solent region, including a fast train from the south-west region and from Portsmouth to London, would be a massive boost to the southern powerhouse.

We must also remember our friends across the Solent. I am delighted that my hon. Friend the Member for Isle of Wight (Mr Turner) is here. I know he will have a lot to say. There are commuters who travel from the Isle of Wight to London every day. The Isle of Wight is a vital part of the regional economy. Its trade passes through Portsmouth with Wightlink and Hovertravel, and through Southampton with Red Funnel. I am delighted that a new operator, Scoot, is coming on to the Portsmouth to Cowes route. Improving rail links to the ports will help the Isle of Wight develop as a place to visit and to do business, and it will help the ports, too.

The Chancellor, while looking at the opportunities that could make up the northern powerhouse, must not forget the goose that lays the golden eggs in the south. The south requires only incremental amounts of investment to continue increasing production.

Portsmouth would be transformed by having a fast train service to London and along the Solent region. Any investment in our infrastructure will have an immediate impact on the local area, not forgetting that South West Trains already contributes £374 million per annum to the Exchequer, which could be reinvested to make that investment happen. I know that other Members will be talking about the quality of trains and the impact on their areas, but I hope that this debate will put down a marker to ensure that our rail infrastructure is upgraded to the same level as the rest of the country.

I echo my colleagues’ sentiments about highlighting the importance of the debate, which was introduced by my hon. Friend the Member for Portsmouth South (Mrs Drummond). It is a vital debate in the light of the new franchising process.

We have heard about the importance of the Eastleigh chord—I am the Member for Eastleigh. It is exciting to hear because that could unlock connectivity for us in the south. I have certainly had many letters from upset, abject commuters who feel that Eastleigh has long not had the strong voice that it should have in discussions of productivity and added value in the Solent region. Eastleigh needs a strong voice among the voices of Winchester, Portsmouth and Southampton to secure better train links, and to ensure that the big cities of the Solent region continue to bring in key investment for our constituencies to reflect the £374 million that our region gives to the Exchequer through our rail services. Frankly, many of us in the south-east parts of the south-west feel taken for granted. The debate is a chance for us to be heard by the Minister, who has visited Eastleigh. She has seen its importance as a railway town and what the railway gives to the local economy.

We must take notice of the Wessex route study, which reports 20% higher-than-expected demand. The new franchise gives us the investment opportunity. The Waterloo throat has long been the subject of conversation on the doorstep with my constituents, because it has an impact on their commute to London. We must all reflect on the fact that commuting is now longer, harder and more difficult, with people having to consider their home situations and to travel further than they might like.

I should also reflect on the comments made by my right hon. Friend the Member for Basingstoke (Mrs Miller) about house building, which greatly concerns me, too. I already have a constituency of almost 80,000 residents. The 17,000 new homes likely to feature in the long-awaited new plan for the Eastleigh constituency could take the population to about 120,000. Frankly, our rail services will not be able to cope with that. That is only one little picture of hard-pressed commuters in the south.

I welcome the comments made by my hon. Friend the Member for North East Hampshire (Mr Jayawardena) about branch lines. I find it baffling that we have so many empty trains heading along the track when people do not need them. Commuters, in particular those of Hedge End, feel that their voices should be heard more clearly.

Getting around Eastleigh is difficult. The Secretary of State for Transport came down for the election campaign. I told him that the roads are extremely bad and he said, “Everyone tells me that,” but he experienced it for himself. Many of my constituents have to head to Portsmouth, Southampton or Gosport in the morning. The train between my constituency and Portsmouth and Southampton takes well over an hour, so people take to their cars. The M27 simply cannot cope. We have heard that more than 100,000 people travel between junctions 8 and 9—I say “travel” but most of them spend a lot of time just sitting there. During the election campaign, there was an incident on the motorway and, for 12 hours, nobody could move. That is a big problem because our acute hospital services for Eastleigh are in the major cities. Travel is a problem for people to get their health services. We have no escape routes. We have narrow, old-fashioned rural roads, which are absolutely chocker. When I left my office on that particular day in the campaign at 11 o’clock at night, it took me about an hour and a half to go two miles. There are so many cars on our roads. The M27 corridor is creaking and the M3 is suffering.

My hon. Friend and I share a bit of the Eastleigh borough—I represent the Chandler’s Ford and Hiltingbury part of it—and the local roads are a nightmare. Does she agree that it might be helpful if Eastleigh borough council got on with its local plan, which is currently a complete disaster zone?

Absolutely—that is music to my ears, given that we are going to be waiting until November next year for a plan. Consistently, there is hostile development on green spaces. Those are not sustainable places on which to be building, and at the moment, a planning application for a car lot and a drive-through restaurant is going through for the old council offices. That is a sustainable place for more houses that would be within walking distance of Eastleigh train station.

In Eastleigh, we have Southampton airport, which is an important regional airport and a hub for passengers coming into the area from Guernsey in particular. It has been highlighted, however, that it is sometimes easier for people to get to Gatwick than to Southampton, given that they can take a train from Swanwick heading up towards Gatwick and fly out that way, rather than trying to get from Guernsey or the island into Southampton to fly. That is a big concern for me. We have many short commutes that should be eminently doable, but they are a major problem because of the number of people doing those commutes on a struggling motorway, with no rail option. We have an extremely important enterprise zone bid based around the airport. The local enterprise partnership is backing that, but it can work only if we get better rail services. We need bypasses and link roads, and I have been making the case for those very strongly.

In conclusion, as we have heard, the Transport Secretary has kindly visited my patch. He knows the importance of Eastleigh. It is a great place to work, live and do business, but it is a terrible place to get around. The new franchise in 2017 is a vital opportunity for all of us across Hampshire and the south-west to seize the opportunity and stand up for the Solent and the south-west corridor. We must deal with capacity, power supply and the Waterloo throat issue. We must fight for investment, recognise the demand increase and ensure that we enact as much as possible, as soon as possible, from the Wessex route study.

We have covered many subjects over the past hour and a half, but we have not talked about the Government’s commitment to smarter ticketing and part-time season tickets, which might have a significant impact by alleviating some overcrowding, although only some. Does the Minister still have her passion for that?

Yes, and I will race through my final comments and come on to what I think are some of the solutions. My hon. Friend the Member for Kingston and Surbiton pointed out what a balancing act we face, because train usage across the country is rising, and trains that start off empty become crowded. Indeed, I have travelled on some of the top 10 most crowded trains, because I tend to go out and mystery shop them. It is not encouraging to be unable to sit down on the journey into London at 6 o’clock in the morning, work for 12 or 14 hours and then go home. People deserve better.

What are the possible solutions? I will abandon my speech now—when I do so, it always makes my officials incredibly nervous—and talk about what could be done. There is a cascade of things that can be done to increase capacity. We can work on existing lines, and do the sorts of work talked about in the Wessex route Study. Such work is important, and it is being looked at, reviewed and prioritised. We need to ensure that everybody understands the costs and benefits of such work for economic value added, not just for transport users. Such works are always expensive and difficult, because they involve so much disruption.

We can do things such as digital enhancements on the railway. When it comes to the number of train paths, the railways are now full, but if we can use digital technology to reduce the time between trains, we will be able to run more of them. That is a big long-term investment plan for Network Rail. Building new lines is often cheaper than expanding existing lines. We heard a lot of mention of Crossrail 2, a vital project that will help to alleviate congestion—as will Crossrail 1—in the metro and suburban areas.

We can buy new trains. Indeed, many new trains are being delivered to the South West franchise, but what tends to happen is that they are built to satisfy demand at peak times, and they run empty for much of the day. Is that an effective thing to do? Would it be possible to use those trains better? That brings me to the point about part-time season tickets. Providing incentives for people to change their journey patterns and move around outside peak time can be cost-effective and help us to use train capacity better.

Finally, we can, as my hon. Friend the Member for North East Hampshire mentioned, change stopping patterns. It is completely possible to run a very high speed, non-stop train to Portsmouth if it does not stop anywhere else. As we move forward and consider the consultation, we have to ask ourselves that sort of question. What is the right journey pattern for the demand? Is it right to devolve more services to TfL, to deal with some of the inner-London metro demand and outer-London demand, in order to run services that are better fitted for long-distance users?

What are the right solutions? I do not know, and I do not think that we, individually, know. Part of the problem in the industry is that people work in silos when they make decisions, so there will be an operational solution, a solution for passengers and perhaps a political solution. We need to get the right people in the right place to make those decisions, to make sure that the money is there and that organisations can deliver. That is why the Hendy review is so important. We need to take politics out of the process, which is why I so welcome the appointment of Lord Adonis; I think he is a good man to do the long-term infrastructure planning. We need to work together to solve some of the knotty problems. There is a huge amount of financial commitment to the railways, and we are committing to the biggest investment programme since Victorian times, which is a vital part of delivering economic growth. Collectively as Members, working with our local communities, local businesses, my officials, Network Rail and the operators, we can come up with the right solutions.

What do we need to do? First, we need to keep all the information coming in in response to the route study. That will determine the near-term investment plans, which cover the next five to 10 years. Secondly, the consultation on the franchise process will start before Christmas, and it is absolutely vital that we have a real, in-depth analysis of what we want. Is this the right time to start putting in some express services that do not stop between some of the big conurbations, with a consequent possible loss of services in terms of stopping patterns? Can the network collectively work that out? Following that consultation, the invitation to tender will go out before April 2016, and the franchise will start in 2017.

I do not know what the right solution is, and I do not believe that any individual holds it. Collectively, however, working together across the boundaries that have built up in the railway sector between operators, the network and regulators, we can come up with a better solution. The experience of passengers must be put front and centre, because the railway is not about boxes running about on rails. I was told by somebody who has left the industry that if it were not for the passengers, the timetabling would be perfect. I found that both amusing and incredibly offensive, because it suggested that we were talking about somebody’s train set rather than a transport system that millions of people rely on to get to work and to get back home to their families.

My plea to team Hampshire—I am delighted that it has an identity—and also to team Somerset, team Wiltshire, team Stalybridge and Hyde—

I thank the hon. Member for Blackpool South (Mr Marsden) for raising several questions, some of which we covered in Committee last week. He asked why we did not re-consult on the level. Although we decided that 50 micrograms was not the correct limit at the end of March 2014, we had to consult informally with a range of medical experts to ensure we got the number right, and that took time. Most importantly, we are confident that 250 micrograms is correct, as it successfully balances the legitimate use of amphetamine for medical purposes against its abuse by those who represent a risk on the road as a result of its use. Given our extensive discussions with medical stakeholders, we think that we have had sufficient opportunity to consider the views of all relevant parties and that conducting a third formal consultation on the limit for amphetamine use is no longer appropriate or necessary. No additional significant risk is associated with going from 50 micrograms to 250 micrograms, as advised by the Secretary of State’s advisory panel.

Importantly, the level we have set for the eight illegal drugs effectively represents a zero-tolerance approach. We have set the level sufficiently high so that there can be no opportunity for loophole lawyers to get people off or for people to use the defence that they were accidentally exposed to drugs by, for example, sitting next to somebody who was smoking cannabis or handling an item that had been used for cocaine.

It is important to remind the House that existing legislation on impairment remains on the statute book, and many prescribed drugs will carry a warning indicating that people should not take them if they feel drowsy or their vision is blurred. That has not changed, so people taking prescription drugs below the levels set in the regulations will still be committing an offence if they are impaired. If they take levels above those set in the regulations, but are not impaired, they will have the medical defence. The advice has gone out to pharmacists, doctors and patients that if necessary they should carry evidence of their prescription as a medical defence.

I want to make a point about notices on prescription drugs. Many years ago, the message that cigarettes were harmful to health would have been smaller and much less obvious than it became. That seems to apply now to prescription drugs. Does the Minister have a view on whether the message about the danger of taking prescription drugs, even below the levels he has mentioned, should be much more obvious to users?

We have issued specific advice to pharmacists on the nine drugs we are specifying, but there is a general warning to patients as well that taking prescription drugs can affect them. In the case of the drugs specified in the regulations, we have issued stickers to pharmacists and doctors to provide an additional reminder.

On the cost of screening, it is true that although a breathalyser now costs about 17p to administer at the roadside—we now have breathalysers that are evidential—the cost of these new roadside tests will be about £20. Of course, we want more competition in the market in terms of the number of devices available and the number of drugs that can be detected. As we get more competition and more players in the market, the cost will come down. I am sure that police forces and police and crime commissioners will take decisions based on where this equipment is deployed. Even if it is not in every police car, it will be important, particularly for fatal or near-fatal accidents, that the equipment is available, to ensure that a screening test can be quickly taken. Of course, if the two drugs that we can currently test for are not detected, there will be the option of going to the police station to take the test there. The blood test, not the roadside test, will form the basis of the prosecution.

My hon. Friend the Member for Colchester (Sir Bob Russell) said that this is a further step made by the Government towards improving road safety. Personally, I am pleased that we have now reached, I hope, the end of the road on this; I personally insisted that the issue should be put in the Conservative manifesto at the last general election. With a couple of weeks to go, we have finally got the matter completed and on to the statute book.

Drink-drive limits were mentioned. I shall not be tempted to speak at great length on that issue because it is not within the terms of today’s debate, but it will be interesting to take account of the experience in Scotland. It is important to note that when the drink-driving legislation came in, many people thought that drink-driving was acceptable, but we subsequently saw a great cultural change take place on this issue. If we read about the horrendous accidents that occur because of drink-driving, we often find that the driver was three or even four times above the existing limit. As I say, it will be interesting to see how things develop in Scotland. We will, of course, keep everything under review. I conclude my comments there.

If there is a need for the pub to exist in the community—whether in Northampton or somewhere else—I would encourage my hon. Friend and all colleagues to get that asset listing in now. That provision has existed since September 2012, and 600 communities have already used it. I would urge all colleagues to go out and identify the pubs that are important to them and their constituents, start a campaign to list them—that can be done very quickly and easily—and with the proposals we have announced today, full planning protection will follow.

I was very attracted to new clause 16 before coming to today’s debate, but having listened to the arguments and read the written ministerial statement today, it seems to me that this new clause is another classic case of this House over-legislating when legislation is already on the statute book. Is it not the case that what the Minister has outlined with his asset of community value is a classic example of localism being put into action—of using legislation we have already passed in this Parliament and trusting our communities, instead of things being broad-brushed always from Westminster?

I wholeheartedly agree with my hon. Friend. What we have been saying to local authorities around the country is that article 4 directions are already available to them to suspend permitted development rights. They have been reluctant to do that for a whole variety of reasons. The proposals we have outlined today should remove all that uncertainty and allow planning protection to go ahead.

Like other Members, I congratulate my neighbour, my right hon. Friend the Member for Basingstoke (Maria Miller), on securing this debate. It is about an issue that she and I have discussed more times than we care to remember, and I have a feeling that we will talk about it many more times over the months and years ahead.

Today’s debate is a great success, not least given my right hon. Friend’s brilliant speech. Often in this House, we talk about things that are declining and problems in this country, but debates about the railways start with a great success story. As my other neighbour, my right hon. Friend the Member for North West Hampshire (Sir George Young), correctly said, South West Trains is the victim of its own success, and that could be said of the railway industry across our country.

I do not wish to speak for too long, although time seems to be on our side—I want to hear from the Minister—but I want to make a couple of points. My right hon. Friend said that we must watch first class carefully. I completely agree; I have thought that for a long time. We have all seen surplus capacity in the first-class carriages. The TOCs need to watch that closely. I have often wondered whether the idea of first-class provision on our railways is an anachronism in the modern age, but maybe that is a debate for another day.

For my constituents travelling to and from Winchester, the issue is all about capacity. I have stations at Micheldever, Shawford and Chandler’s Ford in my constituency, but the vast majority of travellers, some 4.5 million a year, use Winchester railway station. Thousands commute from Winchester to London, primarily, each day.

I echo others in mentioning some of the success stories for my station and my service during this Parliament, which have been significant. A £3.5 million scheme brought the new decked car park to the station. I say to my neighbour, my right hon. Friend the Member for Basingstoke, that it is very good and very welcome, but we should watch the lighting inside, which has to be right or there will be serious and legitimate safety concerns. We have excellent new cycling facilities. As a vice-chair of the all-party group on cycling, I was pleased to see those facilities come online.

We have a fantastic new footbridge at our railway station. When I became a Member of Parliament, people had to get taxicabs from one side of the station to the other, which was ludicrous. We now have wi-fi on many services leaving Winchester, which is brilliant, and we have made real steps on late-night safety around our railway station with the opening of a ticket office so that people do not have to go through the dark side gate. South West Trains—I do not apologise for pressing it again on this—knows that it needs to do better on that.

I am a regular commuter, and I receive feedback from constituents. The reliability of services on South West Trains is very good, and I get good feedback from people in that respect. That is not the issue on which I want to focus today. As others have said, the issue is with the lack of seats on the 6.31 am, the 6.48 am, the 7.5 am and the notorious 7.18 am—standing with one’s face in an armpit is probably one of the best outcomes for which one can hope on that service—out of Winchester into London. That is what really hurts my constituents.

A constituent who knew I was hoping to speak in this debate sent me a note saying that the key issue is obviously overcrowding on the early-morning services into Waterloo: “With ticket costs increasing year on year, and with little discernible increase in seating capacity, insult is being added to injury.” The Wessex route study, which I welcome very much, confirms that and neatly illustrates the current chronic undercapacity of services from Winchester. He said, “This is not news, Mr Brine,” and I completely agree. He talks about adding insult to injury—a standard season ticket between Winchester and London costs £5,500 a year, which is, next to their mortgage, the second biggest outgoing for many of my constituents. They are entitled to a seat for that money.

Is the hon. Gentleman aware that First Great Western has reduced the number of first-class carriages on its trains from three to two? That is a very good idea, although were South West Trains to follow suit, would he urge it not to lose the only quiet carriage in first class? I never go there myself because I am always in standard class, but I have had complaints from a number of people in the south-west who now have to put up with a lot of noise, as well as paying quite high fares.

The right hon. Gentleman and I have spoken many times about some of these issues on the all-party group on cycling. Yes, the number of carriages should be reduced where there is a surplus, but I was making a wider point about whether it is morally correct to have first-class and second-class carriages on the railways.

On the subject of the so-called quiet carriage, some of my constituents—and probably some of the right hon. Gentleman’s constituents—would find the idea of a quiet carriage laughable. Even though there are big signs on the windows saying that the carriage is a quiet carriage, many people seem not to notice. I have heard many mobile phone conversations in the quiet carriage during my travels, so the railways may need to do some education work.

I was talking about the cost of a standard season ticket for my constituents, which is huge. It actually costs more to get a season ticket from Winchester to Waterloo than it does from Southampton to Waterloo, even though we are nearer London. South West Trains is well aware of that issue, and I wish it would address the situation. Part-time season tickets are a nut that we have failed to crack, and I would be interested if the Minister had a comment on that issue. Smart ticketing is a coming issue, and I believe I am right in saying that it requires some sort of change at parliamentary level. Perhaps the Minister will clarify that situation.

High demand for peak commuter services to Waterloo from all our constituencies is, as my right hon. Friend the Member for Basingstoke said, expected to increase dramatically over the years ahead. She coherently set out the housing development in her area; in my area our local plan, which is almost complete, is for 12,500 houses in the district over the next 20 years. Two thousand houses at the Barton Farm site, which is but half a mile from Winchester railway station, have been given the go-ahead in the past few years. I bitterly opposed that development. Yes, there will be a new primary school on the site, and there will be other infrastructure improvements from such a big development, but a brand new mainline railway station will not be built for my constituents as a result of that development, so something has to change and something has to give.

Southampton airport is a very short train ride from my constituency. Passengers going to and from that airport come through my railway station, and air passenger projections are only expected to grow. People relocating from London to places such as Winchester are welcome, and we enjoy having them. They come because of the “cheaper” housing in Winchester—everything is relative in life, but housing is certainly cheaper than in west London. They come to Winchester for the good schools, the great quality of life and the fantastic Christmas market that we have right now, but they want to commute back into London. They have every right to expect that they should be able to do that, and many contact me to say that they are horrified at the cost and the standing that they have to endure.

There are things that we can do, and others have mentioned some of them. The national infrastructure plan published yesterday has some very good announcements for my area. As I said in the House, the improvements to junction 9 of the M3, on which I campaigned for many years, are incredibly welcome. The smart motorways technology around junctions 10 and 14 are also a welcome investment in our motorway infrastructure for my constituents. Credit to the Minister and his Department for doing that. I thank him on behalf of my constituents.

There are things that we can do as a city. One of the core corporate priorities of Winchester city council is to reduce the daily outward migration from the city for work, which is why the council is so keen to redevelop Station approach, to keep top-quality employers such as Denplan and to attract other big, quality employers, all of which reduces the necessity for people to travel to London every day. It is important that should happen. Those are all things that we can do, but we cannot control all of them. The issue is about capacity.

The key constraints for passenger services are highlighted in the study, which states:

“the layout of the Waterloo throat restricts the number of services that can access the platforms at any one time; the layout at Clapham Junction does not allow all trains that currently pass through the station to stop there”.

The study continues:

“A further constraint on the ability…to accommodate passenger growth is the capacity of some station car parks”.

We have gone some way in that respect, but many other places have not yet done so.

Capacity is the issue. I admit that I was sceptical about the local enterprise partnerships, but they are part of the solution, as is Hampshire county council. Winchester Action on Climate Change sent me a brief ahead of today’s debate and, judging by its name, it is keen on railway travel, as am I. The organisation makes some positive contributions, and it will be responding to the route study in due course.

My right hon. Friend the Member for Basingstoke talked about a significant plan of investment, which is exactly what is needed—now really is the moment for that. Ahead of this debate one of my constituents said to me, “A lot of the discussion points in the Wessex route plan are very big-picture and will take a long time, cost a lot of money and need a lot of political and stakeholder buy-in. What can we do in the short term?” I place one point on the record for the Minister’s consideration—I know he likes to muse on these things. As a temporary solution, could we make greater use of Victoria station for trains coming in from the Wessex area? I leave that idea for him to ponder.

You will be pleased to know, Mr Streeter, that I have nearly finished. First, however, I have some questions for the Minister. I know that St Pancras and all the investment there are very much on Ministers’ radars, but is Waterloo on the Minister’s radar? I do not know whether it is, but it needs to be.

I may be able to deal with that point now, so that we can settle the issue. Waterloo is absolutely on our radar. Further improvements will be made in terms of platforms coming into Waterloo, but I want to go a little further, as the Rail Minister for the day. I think we should take the lead from King’s Cross and St Pancras when it comes to the look and feel of some of our major stations. On that basis, we could do a great deal of work at Waterloo. I will ask officials to discuss the matter with the relevant people in the same spirit as my hon. Friend has shown.

That is a fantastic response, and my colleagues here will be pleased to hear it. Today must be the start of the conversation. The document is an excellent starting point, and we will all respond to it, as it has been suggested we must. As a group, Members from Hampshire are happy to see the Minister at any time to help push this conversation forward.

Do the Government have a view on double-deck rolling stock, which is mentioned in the document? Clearly, there are lots of historical issues to do with bridges, which sometimes make that particular issue challenging, but does the Minister have a view?

We have had a good document, a good start and an excellent debate. I am glad to hear that Waterloo is so firmly on the Minister’s radar. However, we really have done as much as we can on car parking, wi-fi, cycle parking, foot bridges, the wonderful new concessions at Waterloo and making things nice for the traveller there. In many ways, that is the icing on the cake, but we now need to go back and work on the cake—that is about the infrastructure and the routes in and out of Waterloo. That is where we need real help and real change for all our constituents.

I thank the right hon. Lady for that intervention, and I will set out in due course some of the issues around investing in the railways to meet demand.

There are some short-term steps that can be taken toward the 60% increase in capacity that is required. I am sure that, like me, the Minister is regularly lobbied—perhaps he is not, as he is only the stand-in Rail Minister today—on the need to extend trains that are formed of fewer than 10 carriages or even 12 carriages. Substantial investment has gone into rolling stock over the last 15 years, and I am proud of the last Government’s decision to fund the removal of unsafe, slam-door coaches from the region. In particular, my right hon. Friend the Member for Warley (Mr Spellar) deserves credit for the steps he took when he was Minister of State for Transport to bring together the train operators and manufacturers to hammer out a solution, which, just a few years earlier, was thought impossible.

There are routes where more carriages could be added and more trains run. As the report makes clear, however, the increase in capacity could be as little as 3% on some routes in the Wessex area, and some sections of track have reached the effective limit of their capacity on current signalling systems. We cannot pretend that there are easy solutions. Network Rail is clearly exploring all the options, including, as the hon. Member for Winchester said, the possibility of running double-decker trains for the first time in Britain since 1971. In that case too, however, there are significant obstacles to overcome.

I would like to focus on two points: first, the need for better planning of investment and the co-ordination of infrastructure improvements with orders for new trains; and, secondly, the rising cost of living for passengers who have faced fare rises of 20% in the last four years. In some cases, the prices of season tickets have risen even faster, and fares are, of course, set to rise again in January.

The Wessex area is one of the busiest on the whole network in both passenger numbers and the frequency of trains. As right hon. and hon. Members have said, the railways have seen a spectacular increase in the number of passengers over the last 20 years. They now carry the same number of passengers as in the 1920s, on a network that is less than half the size. That growth is probably not a result of privatisation; it has happened because, under 13 years of the Labour Government, there was record public investment in our railways. We could contrast that with the early 1990s. Network SouthEast had a major rolling stock order cancelled, even though it would have provided new trains. Instead, the industry saw job losses and 1,000 days without rolling stock orders. It took Labour to intervene to get rid of those unsafe, slam-door, mark 1 coaches. Let me just give an idea of the scale of that spending commitment. Some £500 million had been spent on the South West Trains area by the early 2000s—the same amount that was provided to the entire Network SouthEast sector under the previous Conservative Government. I am very proud of Labour’s record of investing in the railways, and I am delighted that investment has continued under the current Government.

In the context of long-distance Wessex services, the study notes:

“Capacity has failed to keep pace with rising demand.”

It is clear that, in the long term, significant infrastructure improvements will be needed to accommodate more passengers and more trains. Although new services could be run today, they would come at the expense of reliability.

It is worth dwelling on some of the language used in the Wessex document. I think it is fair to say that the Wessex route study was not intended for a wide readership, but passengers should be aware of the decisions being taken about their services and of the potential impact on the quality of their journeys. Options are being considered even though they could adversely affect other services. Also, frankly, the English could be plainer. When the option of running more trains is raised, the route study says:

“At this level of network utilisation, further measures are likely to be required to ensure the service can be operated punctually and reliably”.

Of the Windsor line, it says:

“Increasing the overall level of service into London Waterloo to 20 tph”—

trains per hour—

“on the Windsor lines may have a small negative impact upon the overall level of punctuality and reliability”.

On the option of adding two more long-distance services an hour, it states:

“Additional performance mitigation measures may be required”.

Punctuality on South West Trains is already below the national average. It would be helpful if the Minister explained what exactly the effect would be on existing trains if infrastructure improvements were not made.

Of course, the plans also require the purchase of new trains: 72 new passenger trains are required in the peak by 2024, and 156 new vehicles are required by 2043. There is also the possibility of running specialised double-decker trains from Waterloo to Basingstoke and Southampton. I am sure that passengers would welcome the increase in the number of seats, but the challenges of raising and widening bridges and tunnels on the route are likely to be significant. There have already been too many decisions about rolling stock that have not been co-ordinated with infrastructure changes. The technical challenges of the proposals in the document show up the need for a proper long-term rolling stock strategy that will bring together decisions about procurement and infrastructure investment.

I think that the deep alliance on the Wessex routes provides interesting opportunities, although there is much talk in the industry about the fact that, although it sounds good, what it will deliver is not clear. We really need to break down the fragmentation to make sure there is symbiosis between the planning of infrastructure and the procurement of rolling stock, which of course falls outside the alliance.

We also need to plan ways for the rail network to benefit from major projects, which, as the report states, include High Speed 2, Crossrail and, potentially, Crossrail 2. I am glad that HS2 Ltd is finally hiring an experienced operations manager to plan the options for integrating HS2 with the existing network. It would be good if the Minister updated us on the progress that has been made with that appointment. Crossrail 2 in particular could benefit the Wessex area, because some local services could enter the proposed tunnel at Wimbledon, freeing capacity at Waterloo. Whatever the Davies commission recommends, we want better rail links to Heathrow, Gatwick and regional airports such as Southampton. We need to know that that planning work is already under way and that decisions about allocation of that capacity are made fairly. Perhaps the Minister will deal with that point.

As the right hon. Member for Basingstoke, my right hon. Friend the Member for Exeter and the hon. Member for Fareham (Mr Hoban) said, it is also important to strengthen links between towns and cities outside London. For example, off peak, the Basingstoke to Portsmouth train runs at only 32 mph. Proposals for a faster Brighton to Bristol service are welcome, but, again, passengers will want to know the implications for existing local services.

The five-year control periods have been an important mechanism for funding the railways with a degree of certainty. A project that was due to be completed in control period 5 was the conversion of the Southampton to Basingstoke line from third-rail to overhead-line electrification, a project that could bring significant cost savings. It was included in the Government’s 2012 high-level output specification statement for this control period, but the route study says that conversion is intended

“between Basingstoke and the docks at Southampton at some point during CP6.”

There has been uncertainty about the wider electrification programme, with reported cost increases of at least £500 million, so will the Minister confirm today that the Basingstoke to Southampton project has been delayed?

Finally, but most important, passengers face ever-increasing travel costs, even when commuters are unable to board trains at stations and thousands are forced to stand every day. As the hon. Member for Winchester noted, some people’s season ticket costs almost as much as their mortgage. Fares have risen on average by 20% since 2010, even though wages have risen by only 5% in the same period, and they are set to rise again in January. Ministers’ decision to restore “flex” after the election has led to some fares rising even higher than the supposed cap. A season ticket from Basingstoke to London now costs £724 more than it did in 2010—an increase of 21.6%. There is evidence that “flex” has been used unfairly to target commuters who have no choice but to travel by train. The Government evidently agree, at least in principle, because they scrapped the “flex” for 2015—for one year only. I will finish by asking the Minister whether he will bring relief to commuters in Wessex and the rest of the country by implementing a real cap on fare rises, and scrapping “flex” completely.

My right hon. Friend needs to know that Basingstoke, North West Hampshire and Winchester are never far from my mind, and that they have been brought to the forefront of my mind today. As a result of this debate, I will ask my officials to take into account the views she has articulated and to make it perfectly clear that—in a proper, joined-up and coherent way—we consider some of the effects of growing population and the likelihood of that growth increasing demand for rail use. It would certainly be a fitting tribute to her and to the debate she has stimulated today for me to deliver that fresh thinking for her, which is precisely what I will try to do.

I think that the issue of ticketing was raised by my right hon. Friend—my hon. Friend the Member for Winchester mentioned it as well—and I am open to further consideration of the options, in terms of technological changes, that would speed up the ticketing process. I am also mindful of what my right hon. Friend said about fares. My commitment on fares is very clear.

On ticketing, I specifically mentioned part-time season tickets, which constituents constantly raise with me. It is a smart-ticketing issue, but is that solely down to the train operating companies or is there a regulatory issue that the Government need to intervene on before part-time season tickets can be made available? I will write to my hon. Friend about the detail, but my view about all these things is that there should be a dialogue between the Government and the operating companies, because there we need lines of accountability for all public services to Government and, through the Government, to this House. When hon. Members raise such issues, it is important that there are means by which they can be communicated to the people who make the decisions. It is right that we have that dialogue, and I assure my hon. Friend that that will take place.

We understand the issues about housing and why my right hon. Friend the Member for Basingstoke introduced this debate, and we understand the implications of her argument. Responses to the consultation will, as I said, feed into the final version of the Wessex route study, which is due to be published next year. That will then help to inform the Government’s priorities for the next rail investment strategy for the period 2019 to 2024.

Finally, as I reach my exciting peroration, may I explain that as well as looking at potential funding priorities for control period 6, the Wessex route study is looking at much longer-term funding priorities for this route? I spoke about vision and dreams. We should be ambitious for this route and, in looking ahead to 2043, we need to think about long-term changes to supply and demand and about rail travellers’ changing expectations, including considering increasing capacity—extra tracks—on key sections closer to London or, indeed, Crossrail 2. Again, on those matters of longer-term funding, all hon. Members and all interested parties are encouraged to respond to Network Rail’s consultation before 17 February next year.

My right hon. Friend has done the House a great service in bringing these matters before it. The Government are wholly committed to the railways and to rail investment. We published our investment strategy for roads yesterday. That, and our approach to rail, is indicative of a breadth of thinking and a long-term approach in respect of a transport strategy that is, I think it is fair to say, unprecedented in its ambition. It is right that we should think in those terms, because infrastructure and investment only serve economic purpose—they feed the common good—by adding to individual and communal well-being. To that end, my right hon. Friend made an important contribution—

I agree with my hon. Friend. My right hon. Friend the Chancellor of the Exchequer has taken a keen interest in doing that. That is why we have money not only for the road investment strategy, but for rail improvement over the coming years. Our work on the northern hub will go a substantial way to addressing that area of concern. I also announced extra services last week under the new franchise on the east coast main line.

My constituents in Winchester will feel very listened to today. I have badgered my right hon. Friend about junction 9 of the M3 for many years, so he knows the importance of today’s comprehensive package of improvements for my area. It is a huge issue for us locally, because whenever there is a problem on the motorway, it backs up right into Winchester and especially into Winnall. It is a huge issue for the country as well, because it is a major freight route from the midlands to the south, including to the ports in the south.

I was fortunate to sit on the “Get Britain Cycling” inquiry earlier this year. There was huge interest in what we were doing. When we started the inquiry, we were the best trending name on Twitter. I pay tribute to my hon. Friend the Member for Cambridge (Dr Huppert) for securing this debate and to Adam Coffman, who put so much work into making it a professional, Select Committee-style inquiry.

In the short time available to me, I will focus on three areas: vision and leadership, which for me is where it starts and ends; the design issue; and the summer of cycling in my constituency. I am extremely proud of the report and believe that it stands up really well. Having read it again in writing these remarks, I think that it will age well. We launched the report in April and the Government responded last week. In the light of everything that has happened since we produced the report, I think that is more relevant now than when we launched it.

On leadership, it is no coincidence that one of the first points in the report is the need for

“vision, ambition and strong political leadership”.

As the hon. Member for Dudley North (Ian Austin) said, we recommend the appointment of a national cycling champion. I share his regret that that recommendation was not accepted in last week’s Government response. It is all too easy to regard such things as somebody else’s responsibility. The Minister need not look further than City hall, where Andrew Gilligan is the Mayor’s cycling champion, for a good example of how a cycling champion can work.

I thank my hon. Friend for his comments. Does he agree that leadership at a local level is important? I have seen the difference in my borough as the political leaders have started to take this issue much more seriously and to engage much more vigorously with local cycling campaigners. That really makes a difference.

It is funny that my hon. Friend should say that, because my next line states that our report says that every local authority should appoint a lead politician who is responsible for cycling. I want the report to give birth to mini Borises across the country. Bearing in mind that we did not launch the report until April, that is quite a short gestation period.

I find it bizarre that we even needed to say that each local authority should have a lead politician. Winchester had a cycling champion long before the report was produced. This must not be about just giving somebody a new line on their letterhead. The cycling champion must be a councillor who is at the heart of the administration, as they should be at the national level. They must have the necessary political clout and authority to drive things through with their colleagues at cabinet level and with the key officers and the chief executive.

The cycling action plan should not be marked as being in the cycling folder; it should be part of the council’s health, tourism and economic strategy, and an integral part of the council’s strategy should be to make it work. How many MPs in the House have sent a copy of the report, or an e-mail with the link, to their chief executive or leader of their local council? How many know who the cycling champion is for their area and—more importantly—what they do?

I am not trying to be the lead councillor for cycling in my constituency—if I wanted to be a councillor, I could have a far easier life. [Hon. Members: “Ooh!”] I notice the double-hatters looking at me—how to win friends and influence councillors. I am trying to push the issue up the agenda locally, working with the marvellous councillors I have in my constituency. I hope soon to sit down with councillors from Winchester and Hampshire county council, and start putting some lines on maps.

I think my hon. Friend is genuine in his praise for councillors such as the lead member in Swindon, Councillor Keith Williams, who is a triathlete and passionate cyclist. Does my hon. Friend agree that with local leadership such as that which I have described we will improve cycling facilities in towns such as Swindon? Department for Transport funding for improved links between west Swindon and the town centre is an example of how cyclists will find things safer in the long term.

Yes, I agree. What I said about putting lines on maps is an expression I borrowed from Andrew Gilligan, who came to see the all-party cycling group on the eve of launching the Mayor’s cycling strategy for London. One thing he took us through was that putting lines on maps is not easy; land belongs to Transport for London or to the boroughs, and somebody had to try and pull that together. It was the leadership of the Mayor and of Andy—

I will not because time is tight and I know other hon. Members want to get in. The way in which Crossrail for cyclists was chiselled out is impressive and a blueprint of what people should be doing—I know what is being done in Swindon.

In my constituency we have made significant progress, for example with national cycle network route 23. However, somebody needs to grab the bull by the horns—or perhaps grab the highlighter pen—and sit down and put those lines on the maps. Then the leadership can really shine through. Will that happen? Well, ultimately it requires the leader of the council to do that. Councillor Keith Wood, who leads the majority council in my constituency, is interested in cycling and keen on cycling, but, as he knows, I want to see passion and more leadership from him on that issue.

On design and planning, I am a passionate believer in segregated cycle routes, especially on main busy roads. I have seen them in other parts of the continent and they have to make sense, particularly if we are hopeful of getting children to stay cycling, especially after they have got their driving licence. As those who have read it will know, the report recommends a statutory requirement that cyclists’ needs are considered at an early stage of all new development schemes, and I welcome the new national planning policy framework introduced in 2011. It sets out clearly that including facilities for cycling and walking should be part of delivering sustainable development, but as we know, too often at present those things are not included, which in my book is a wasted opportunity. What is set out in the NPF needs to catch up quickly and become the norm.

I have one opportunity in my constituency right now where the developer, CALA Homes, has permission for 2,000 houses on the highly controversial—to put it mildly—Barton farm site. The developer was an early recipient of a copy of this report, and my challenge today is this: “Make us proud of your development at Barton farm. Put cycling at the heart of your development, not just in new cycle routes into and through the area, but by linking up with existing cycle connections. You will make a lot of people very pleased with you, after gathering planning permission in the way you did.”

The report also states that local authorities should seek to deliver cycle-friendly improvements across existing roads, including small improvements and segregated routes. Of course they should. I am not a dyed-in-the-lycra person on this—imagine! I am realistic: Winchester’s ancient Saxon streets will not suddenly all have segregated cycle routes, but there are great opportunities in my constituency to do that.

Finally, the Highways Agency should draw up a programme to remove the barriers to cycling. Junction 9 of the M3, which the Minister knows, has received significant Government funding for pinch-point improvements that will be done later this year. We are increasing two lanes to three and bringing traffic closer to cyclists, which seems a missed opportunity. Therefore, my other challenge to the Minister and the Highways Agency is to see whether we can look again at junction 9 of the M3 on the edge of my constituency and come up with something that is a compromise for cyclists and for drivers.

In conclusion, the report is about getting Britain cycling and much good stuff is taking place in my constituency and across the country. The VC Venta cycling club in Winchester has seen its membership rise by 300% since the Olympics, and the Winchester CycleFest this summer, which culminated in the Criterium high-speed cycle race through Winchester on 11 August, was fantastic. “Get Britain Cycling”—yes, we are doing it, but we must scale it up and this report is part of the blueprint for how we do that.

I fully accept what my hon. Friend says. There is actually a 20 mph limit through much of Exeter, but the problem is that the Conservative county council and, I have to say, Devon and Cornwall police, do not enforce it. This problem has already been raised by several Members, and it needs to be stressed further. It is vital to have 20 mph limits, but they must be enforced.

Not only has cycling increased by 50% in Exeter, but more than 20% of school children there now cycle to school, whereas hardly any did before. In London, too, the situation has been transformed. Thanks to the congestion charge and other policies initiated by Ken Livingstone, there has also been a cycling revolution here. It warms my heart to see banks of cyclists at all the main junctions at commuting time, particularly young women and even parents with child seats and trailers. However—and this is the hub of the report we are debating today—in spite of the progress that we have made in the past 16 years or so, we are still far behind the best practice of the rest of northern Europe, and without sustained investment and political leadership from the top, we will never catch up.

I am delighted that the Labour party has today launched its Labour for Cycling campaign. I hope that those on my Front Bench will sign up fully to implement the recommendations in our report, but we need the Government to act as well. Without that, we will not see the growth in cycling of recent years sustained; nor will we see a reversal of the worrying recent trend of increased cyclist deaths and injuries on our roads.

I am pleased with some of the things that the Government have announced and done. The recent commitment to supporting cycling in a number of selected towns and cities is welcome, but it is basically a smaller-scale version of Labour’s cycle demonstration towns programme, and instead of happening in a few places, it should be happening everywhere. It would take only a fraction of the annual roads budget to achieve that. I would also like to know why the scheme was available only in places that were already part of the Government’s separate city deal programme. That ruled out cities such as Exeter from applying, which means that now, under this Government, only a quarter of the amount of money is being invested in cycling in Exeter than when Labour was in power.

I deeply regret the abolition of Cycling England, and I believe that the Government do, too. It was the body that drew all the disparate cycling organisations together and it was a vital co-ordinating voice and deliverer of policy. I also think that the Government were fatally mistaken to go soft on road safety, in abandoning Labour’s road death reduction targets and declaring their ridiculous war on speed cameras.

I am encouraged that the noises coming out of the Government more recently on road safety have been more sensible, but I am still concerned that they are not speaking with one voice. If they are serious about cycling, why are they allowing the Secretary of State for Communities and Local Government to make the ludicrous suggestion that vehicles should enjoy a free-for-all by parking on double yellow lines, without even mentioning the impact that that would have on cyclists, pedestrians and road safety? The Secretary of State went on to say that the only people who were bothered about cycling were the “elite”. I do not know whether his animus towards cycling is a result of some deep Freudian consciousness that he is probably the Cabinet member who would benefit the most from cycling’s health-giving and girth-narrowing magic, but his comments are signally unhelpful and they should not go unchallenged if the Government are really serious about cycling.

Yes, and the hon. Gentleman might even be that person in the future. He is absolutely right. During the hearings, I told the inquiry that when I was a Minister, the only time we really got pedalling on this issue, to excuse the pun, was when the Secretaries of State in the Department of Health, the Department for Culture, Media and Sport, the Home Office and the Department for Transport—all the important Departments —were committed to it and were working together to make things happen. Otherwise, nothing would happen.

That leads me to my final point. Time and again, when our Committee was taking evidence on cycling, our witnesses came back to the importance of long-term, sustained investment and joined-up political leadership. We need more than a Prime Minister who cycles to work for a photo opportunity while his limo drives behind him with his papers. We need a Prime Minister, and the whole Government from him down, who will make it clear that cycling is a priority across Government. It is cheap, and it will save lives, improve health and boost productivity. It will also reduce congestion, air pollution and carbon emissions. This is a no-brainer, and the infinitesimal cost of doing it would be more than recouped in the form of a happier, healthier, safer, greener, cleaner, thinner and more productive nation in a very short time indeed.

The local sustainable transport fund schemes—there are 94—were all subject to expert analysis, including by those from local authorities and others who know about cycling, but if the hon. Gentleman thinks that it would be helpful for him and me to meet particular people, I would be happy to do so. He should phone my office and we will sort it out.

I also want to mention a key recommendation that, to my surprise, was not touched on much in the all-party group’s report: cycle-proofing—although the shadow Secretary of State referred to it in her comments. The “Action for roads” Command Paper, published in July this year, made it plain that we want to cycle-proof our road network and minimise situations where major roads are a barrier to walkers and communities. All new roads and improvement schemes on the strategic road network will be designed with cyclists, as well as motorists, in mind. There is almost £5 million for 14 schemes identified in the strategic road network where the Government will fund significant improvements to remove barriers to cycling, with a further £15 million for such improvements in 2015-16. Officials are currently planning a conference on cycle-proofing roads later this year, which will involve council chiefs, directors of highways and planning, representatives from local economic partnerships and national parks and so on to ensure that we have the expertise and can work out how best to cycle-proof our roads, streets and communities.

I congratulate the hon. Gentleman on getting that point into the debate twice. I do not have a specific answer, but I will write to him subsequently. Indeed, if there are any other specific comments that Members have made that I cannot respond to, I will try to do so in writing subsequently.

We are looking at the feasibility of a new national cycleway broadly to follow the HS2 corridor, which would link people, communities and local stations to the countryside and tourist attractions and benefit those living along the corridor. We are looking for these opportunities to improve cycling.

I also want to touch on the safety of cycling, which of course is very important. The Transport Secretary and others have made it clear that any death on the roads involving a cyclist is one too many. We are determined to take what action we can to minimise the number of cycling deaths. That is why I have made it possible for local authorities to install Trixi mirrors at junctions without having to apply to the Department for Transport and why my colleague the hon. Member for Wimbledon (Stephen Hammond) has been so assiduous in trying to deal with the problems of HGVs and to ensure that some of the points mentioned by Opposition Members are properly dealt with through mirrors, cameras and so on. To pick up on a point the shadow Secretary of State made, I am happy to say that no incidents involving cyclists and semi-trailers have been reported since the trial began.

My hon. Friend makes a very eloquent statement. It strikes me that that point—that we should not focus simply on footfall or on disability numbers—is absolutely essential to make to the Minister. My hon. Friend’s argument is crucial: we are of course talking not just about people over 65 or those with prams, but about the usual requirements of tourists, for example. Many of us may represent constituencies that have a high number of tourists, who by their very nature tend to travel with large suitcases and bags.

I congratulate my hon. Friend on securing this debate. He is absolutely on the right track—[Hon. Members: “Oh!”] Even as I said it, colleagues. May I welcome his debate today, and wish him luck with his campaign locally? If he wants some inspiration, he could visit the great city of Winchester where Network Rail has just announced that it is to install a footbridge over the station with a lift either side, so that disabled elderly people and visitors can get around. At the moment, the situation is exactly as my hon. Friend has been describing—getting taxis to go round the one-way system just to cross the bridge. He is welcome to come to Winchester at any time, and I am happy to spread a bit of light into his debate.

My hon. Friend is very kind. The situation in Winchester is exactly what places such as Penrith would dearly love—a lift and a footbridge across the station. At the moment, if a seriously disabled person is in a wheelchair at Penrith station, unless they travel up to Carlisle, they have to make a formal request—there are 14 formal requests a day and scores more that are not formally made in advance—which involves them being pushed across the great west coast main line in the gaps between trains travelling at 125 mph. Those are not exactly the kind of conditions that we wish to encourage.

The right hon. Gentleman is absolutely right to mention that. He and his constituents should be commended for the campaign they have run.

When Cath Ward was killed, the driver was convicted of careless driving and received a short driving ban. He will be back behind the wheel very soon. Cath’s friend Ruth Eyles wrote to me:

“What shocks me is that the driver who killed Rob Jefferies will be able to drive again in 18 months.”

She said:

“If that young man had had a legal firearm and had accidentally shot and killed someone through carelessness, would he be given a new licence 18 months later?”

We need the sentencing guidelines to be revised, in the same way the way guidelines for assault were revised, to reflect the harm the victim suffers. Will the Minister press the Ministry of Justice to change the guidance, to ensure the punishment fits the crime and, more importantly, to deter drivers from engaging in the stupid and dangerous driving that puts cyclists and other road users at risk?

My central point is that, as the CTC report “Safety In Numbers” points out, the more people who cycle, the safer cycling will be. Since 2000, bike use in Britain has quadrupled. The number of those cycling in London has soared by 150%, and the number of deaths is down by 60%. Between 1985 and 2005, the number of those cycling rose by 45% in the Netherlands, and fatalities fell by 58%.

This summer, as the hon. Member for Cambridge said, gives us a huge opportunity to transform cycling in Britain. Britain’s brilliant cyclists look set for huge success here in the Olympics, and also in some of world’s other biggest races. As a result many more people—particularly youngsters—will get on their bikes. With the “Summer of cycling”, which I hope the Minister will today commit to fund, we aim to double the number of people cycling this year. Let us get all the political parties and cycling organisations, and the media, following the lead of The Times and working together to transform the number of people cycling, and their safety.

As hon. Members can imagine, there are many things on which I disagree with Prime Minister, but it was fantastic when, as the Leader of the Opposition, one of the ways he chose to try to show that he was a different sort of Conservative was getting on his bike. It was great as well that he backed the Times campaign yesterday, but the truth is that he has the power—more than any of us—to act and get the Government focused on improving safety for cyclists.

I thank the hon. Gentleman, with whom I enjoy working on the all-party group. I want to back him up on his points about the Prime Minister having the power, and about Departments working together. In Winchester we have works above junction 9 of the M3, which are needed and wanted, and have been campaigned for by Members of Parliament, but they threaten to put a stop to national cycle route 23. With a little more thought and planning we can avoid such situations. Such not-joined-up thinking is literally getting in the way of cycling.

That reinforces the point I made earlier about ensuring that cycling is at the heart of all major transport schemes, at their inception and in their execution and development.

Finally, the campaign and today’s debate, with the number of MPs present and the outside interest, show that the issue will not go away. The Times is committed to campaigning on the issues for as long as it takes. I want to say that people—whether they are Sir Chris Hoy or Victoria Pendleton, a club cyclist like me or a commuter; whether they ride once a year on holiday or are parents who want to get their kids on a bike—should e-mail or write to their MP, or go to their surgery, and persuade them to back this campaign. I want every MP who has attended the debate to join the all-party cycling group, raise the issues in the Chamber, work with us and back our campaigns to boost cycling and improve safety for cyclists. That would be the biggest tribute we could pay to Rob Jefferies, Eilidh Jake Cairns, Cath Ward and of course to Mary Bowers and all of those injured or killed while cycling.

I congratulate the hon. Member for Cambridge (Dr Huppert) on securing the debate. It is a pleasure to work on the all-party parliamentary group with him and the hon. Member for Dudley North (Ian Austin). There are not many all-party groups where MPs can meet, we hope, future Olympians and get police outriders to cycle them through the centre of this, the greatest city on earth. That is what happens in our all-party group, and it is a pleasure to be part of it and this debate today, which our all-party group has been instrumental in securing. I thank the Backbench Business Committee for granting the debate.

Over half term, I was cycling in Cornwall. I went on a 15-mile ride on the famous Camel trail on a beautiful Friday afternoon last week. My pleasure was only dampened by the fact that I was pulling two small children in a pod behind the bike. I can recommend that to Members only if they want to build their thighs, and for no other reason.

Having just popped out for a couple of votes, I was struck by what an amazing day it is out there and what a day it would be for cycling. For me, this debate is a bit like watching “Ski Sunday”; I really want to get out there and do it. As I live in Winchester, it is a lot easier to get out there on a bike than it is to get on some skis.

I pay tribute to The Times for its campaign. It has really struck a chord with many of my constituents, a large number of whom e-mailed me ahead of today’s debate, and I thank them all for that. Obviously, I wish Mary Bowers all the best.

We have heard today about the benefits of cycling for individuals, the economy, the transport system and the environment. Many people have started to realise the benefits, and I hope that many more will. I pay tribute to the current Mayor of London for the work that he has done in the city. He is a controversial figure in many ways, but he will be remembered for Boris bikes long after he has gone.

In my constituency of Winchester, which likes to challenge Cambridge as cycle city—[Interruption.] The hon. Member for Cambridge shakes his head. In Winchester, so much good work is being done to encourage cycling and to improve road safety for the residents. Whenever I am in the constituency, I cycle around the city; it is far easier and cheaper than finding a parking space in Winchester. It is the start of the South Downs way; it has national cycle network tracks that go all the way from Southampton, across the Isle of Wight, from Alresford to Alton and beyond.

I mentioned in my intervention the infamous junction 9 above the M3 and national cycle route 23 and the problems that we have there. Sitting listening to this debate, it seems that there is a recurring theme—a cycle route that is all but complete but for one little bit where something or someone is getting in the way. I gently suggest to the Minister that he might like to ask officials to review the national cycle routes and where we have our problems and see whether he can unblock them.

I pay tribute to the CTC in Winchester and Sue Coles in particular. I worked very closely with her on the M3 problem. She puts together a full calendar of cycling events in the city. We already have a cycling champion in the city: Councillor Jacey Jackson, who has done a brilliant job over the years in helping so many children get their cycling proficiency badges, and I pay tribute to her.

I wish The Times campaign well. Yes, we want to make our cities less dangerous places in which to cycle, but I want to be more ambitious than that. We want to make cities not just less dangerous but a pleasure to cycle in; many of them are, but let us go further.

I am grateful to Mr Speaker for granting this debate quickly, which, as will become clear, is appropriate. There are pressing issues facing the future of the port of Southampton that have to be resolved literally in the next few months if the full future of the port is to be secured. I am grateful for the strong and cross-party support here today from hon. Members from across Hampshire and the Isle of Wight.

May I say briefly that there is another issue about the future of the port of Southampton, which relates to investment in the cruise terminal and an application by Liverpool for a cruise terminal? That is not the subject of my remarks today. The arguments are well rehearsed, we believe in fair competition and the Minister is due to make an announcement on this in the fairly near future.

I want to concentrate on a different issue that is of equal importance to the future of Southampton and, in this case, critical to the future of the container terminal there. The debate has huge local, but also national, significance. Frankly, it presents a rare opportunity in the current economic climate, because a private sector company, Associated British Ports, is offering—indeed, is desperate—to invest £150 million of purely private money in infrastructure in the coming year. That investment is not just important for Southampton; it is vital for the infrastructure of UK plc. A study for Marine South East estimated that the contribution of the port of Southampton to the UK’s economy was £1.75 billion a year. Southampton is the fourth largest port in the UK, and the container terminal, operated by DP World, employs approximately 1,000 people. It is estimated that four jobs in the wider local economy are dependent on each of those jobs in the terminal.

Currently, most investment in UK infrastructure depends on public money for pump-priming, partnership and initial investment. However, ABP’s planned investment in Southampton is entirely private—it does not depend at all on matching investment. That is such good news that one might wonder why we need to have a debate in Westminster Hall. The problem is that over several years the project has suffered from entirely avoidable delay—mainly, it has to be said, at the hands of Government agencies, and partly due to the action of rival port operators who have exploited mistakes made by the Government machine to mount a legal challenge that is not in the public interest, but is purely to pursue their own commercial, competitive advantage.

Hon. Members from Hampshire and the Isle of Wight have come together today to urge the Minister to do everything he can, with his colleagues across Government, to ensure that there are no further delays. I am grateful for the briefing I have received from ABP, DP World and Unite, the union. All have exactly the same position on what needs to be done. Even in the days since requesting the debate, there has been some progress, but the project is so time-critical that any further slips, delays or mishaps—anyone taking their eye off the ball—could do immense damage.

Let me set the scene and the history. As I have said, the port is immensely successful. Productivity is high and Southampton is in the right geographical location for China and other south and east Asian trade, but the container business is changing. Some 13 years ago, the typical vessel was 4,000 TEUs—twenty-foot equivalent unit, which is the standard measure. Recently commissioned ships already in service are typically 9,000 to 10,000 TEUs, but in the next two years, ships as large as 16,000 TEUs will come into service. This is happening right across the industry with all the major carriers, and it certainly applies to Southampton’s major customers: the CMA CGM organisation and the G6, an alliance of Hapag Lloyd, OOCL, NYK, APL, MOL and Hyundai Merchant Marine. They have come together precisely to optimise the deployment of new and larger vessels.

Southampton can accommodate the larger, super-sized container ships if—but only if—it can reconstruct its existing container berths, known as 201 and 202, and carry out more extensive dredging both nearer the berth and the wider channel. That is what gives rise to the £150 million investment at the heart of the debate. Those ships are coming into service now and in the next two years, so the investment is time-critical. The risk is obvious—if there is any further delay and Southampton cannot offer its customers the capacity they want, business will be lost.

I congratulate the right hon. Gentleman on securing the debate, which is as important to my constituents as it is to his and to those of other hon. Members here today. He rightly says that any further delay could be fatal. Will he confirm that the September 2012 to March 2013 “piling window”, as it is known, is the critical date window that we are tied to here? Any further delay would result in an additional 12-month delay in doing the work that is needed out in the channel.

The hon. Gentleman is absolutely right, and I will explain the reason why that September to March period is so critical. For entirely legitimate environmental reasons, that activity cannot take place all year round, so we could miss that deadline. As I will say in a moment, contracts need to be let ahead of September if work is going to be started in September—that is critical. If it is not done by next year, the port clearly will be unable to offer the capacity it would like to for the latter part of 2012 and, in particular, 2013.

This debate should not be necessary. The need for investment was identified in a scoping study submitted by ABP to the Marine and Fisheries Agency, the predecessor of today’s Marine Management Organisation, in 2007—in what most people regard as perfectly good time to get the necessary approvals and to get the work under way. In January 2008, following consultation with various bodies, the MMO issued a formal scoping opinion that advised ABP of the scope and content of the required environmental impact assessment. That point is crucial, because not for the last time in this process, ABP was advised and directed to take a particular course of action, and it complied fully. ABP submitted its application on 15 December 2008. The applications were advertised using a form of words directed by the MMO. In February 2009, issues were raised in consultation by Natural England, the Environment Agency and the Royal Society for the Protection of Birds and, I understand, successfully resolved. However, in December 2009, nearly two years after the MMO’s original scoping opinion, the MMO then decided that the public notice it had supplied was incorrectly worded. ABP was asked to place further public notices, using replacement wording supplied by the MMO. That mistake delayed the process by a full 10 months. It is worth noting that Hutchison Ports, the operators of Felixstowe, did not raise any objections during the original consultation. However, following the re-advertisement and during the second consultation, it then did, arguing that the original environmental impact assessment, which was drawn up to the MMO’s specification, had not considered operational impact issues.
