I do not recognise that figure. Lateral flow tests are extremely valuable in isolating asymptomatic positive tests and in helping schools to restart. That is why we are pursuing them.

I welcome the statement today and the prudent and cautious measures to reducing lockdown restrictions. We have all had our role to play in combating the virus, and it is a role that will continue for some time, so will the Prime Minister join me in saying thank you to all my constituents in Stourbridge for their continued patience and resilience, whether that is the fabulous Dudley NHS, my care homes, Mary Stevens Hospice, all those unsung heroes, my teaching fraternity, the army of vaccinators, all key workers and those essential workers who have kept us fed and watered—truly heroic efforts by one and all?

I absolutely agree with the hon. Lady that in the hours and days ahead the focus should be on making life better for the people of Northern Ireland by making sure that goods can flow freely and that their lives are not affected in the way that they have been. As I mentioned, it is appropriate to recognise that there may be circumstances in which article 16 may need to be invoked or deployed—it exists for a purpose. However, the Commission invoked it in a way that was completely outside the rule book.

Will my right hon. Friend take this opportunity to confirm that the UK Government will never tolerate any attempt by the European Commission or any other foreign authority to deny the people of Northern Ireland access to the covid vaccines, which this Government have been so successful in securing?

I entirely agree with my hon. Friend on that. It gives me an opportunity to say thank you to everyone who has been involved in the vaccine roll-out across the UK. Our national health service is a precious aspect of our citizenship of the UK. It is NHS personnel who have been responsible for making sure that our vaccination programme has, so far, gone so well. They deserve the credit and it is the Government’s job to make sure that people in Northern Ireland can continue to receive the vaccines that they deserve.

The hon. Gentleman is completely right in what he says about the areas currently in local lockdown measures. We are, of course, giving them extra support to get them through lockdown, as he would expect.

Will my right hon. Friend join me in thanking all those on the frontline at the covid-19 test centres and in the labs? They are working incredibly hard to keep up with the unprecedented demand as we grow our testing capacity to 500,000 a day by the end of October.

Yes, indeed. I thank each and every one of the people involved in NHS test and trace. They are doing an outstanding job, in spite of the massive increase in demand, and I am delighted that my hon. Friend has paid tribute to them just now.

Not only are we cutting national insurance contributions for everybody, whatever their pay; we are also lifting up the national living wage by the biggest ever increase, which will benefit people across the country to the tune of £4,000 a year. This is a one nation Government looking first at the needs of the poorest families in this country.

My hon. Friend the Member for Birmingham, Northfield (Gary Sambrook) makes the case for Birmingham, but in the west midlands, more than 31,000 new homes have been built since Andy Street became our Mayor—smashing his own target of 25,000 new homes. The vast majority have been built on derelict brownfield sites. Will the Prime Minister support me to ensure that we keep the focus on the regeneration and remediation of brownfield sites?

Yes. I congratulate Andy Street on what he is doing, and on his fantastic record on homes. It is always the Conservatives who build the homes. This House will hear more in just a few minutes about what we intend to do to give everybody, and every young person, in this country the chance to own their own home.
