I know that the hon. Gentleman knows a lot about this issue. He is absolutely right to say that the advancement in the science now reflects the fact that even if someone can walk away from a blast, they can be affected long term by what has happened, and we are learning from the Americans on that. We have our transition programme, which can last up to two years to make sure that we manage the transition from the world of the armed forces to civilian life, but I absolutely agree with him that more can be done in this area.

As I touched on earlier, there is a large area of Britain owned by the MOD. It is important that we rationalise this real estate, and that means looking at a number of locations. Ninety-one across the country have already been earmarked. If memory serves, I think it is just the airfield in this case that needs to be looked at—the remainder is staying in place—but I will be happy to sit down and discuss it with my hon. Friend.

Captain Speaker, the Secretary of State is fresh, new and busy, but can I beg him to read John Fitzgerald Kennedy’s little book “Why England Slept”? Does he not think that England has been sleeping while the world has become a much more dangerous place?

I make it clear that if any hon. Member has such a situation, I would be more than delighted to make sure that we understand what support can be provided. That is the duty of this House, the MOD and the nation. Working out which way to turn can be confusing. There are 450 charities out there, and the Veterans Gateway programme, which was launched this July, provides that support. I would be more than delighted to meet the hon. Gentleman.

I am very worried about the complacency in the Minister’s answers. Why is it that Crisis and so many other charities that work with homeless people and people who are sleeping rough find that a huge percentage of them are ex-military personnel? What are we doing about it?
Mr Ellwood
That is another example of a myth that we need to bust. I pay tribute to the local authorities and the charities that are doing their work. Where we are failing, if we are failing, is in not communicating where the support for our brave veterans is. That is something that we all need to work towards.

If I may correct my hon. Friend, we have not quite been at this point before. We are on the eve of signing a peace document to get a Government of unity, but we are not there yet. That will happen next week. If it does not happen, the difficulties faced by Libya—including not only the current migration patterns, but, most importantly, ISIL developing a foothold there—will continue.

The Prime Minister used to be so proud of this country’s intervention in Libya. Surely we should be seen as taking a much stronger role in trying to bring all the parties together so that Libya can have some sort of future and its people can live in peace.

I am slightly puzzled by the hon. Gentleman’s question, because we have been at the forefront of engaging with the parties in the very difficult aftermath of Gaddafi’s fall. We offered to assist back in 2012 and 2013. We were invited to leave the country, along with other UN organisations. We have encouraged, through the UN and working with Bernardino León and the Prime Minister’s envoy, Jonathan Powell, the bringing of the parties together. No country could have done more.

The situation is very delicate indeed, but our military action in Libya did save lives. The UK’s actions in 2011 were consistent with our obligations under international law and, as the House will be aware, after four decades of misrule, Libya had been left with a political and constitutional vacuum. It was therefore perhaps inevitable that it would end up with a large number of groups jostling for power.

Did the Minister see the Economist Intelligence Unit’s appraisal of politics across Europe, which shows just how fragile the situation is at the moment? Surely, if Europe is to be something of which we can be proud, it should have a view on Libya and be active on the Libyan question. The chaos in Libya is spilling over and affecting migration in the whole of the rest of Europe. When is he going to get Europe to do something about that?

As the Foreign Secretary has just said to me, that subject is on the agenda for the next foreign affairs meeting in Brussels. It is important to recognise where things stand with Britain’s contribution. We are working incredibly hard with our special envoy, Jonathan Powell, and with the United Nations envoy, Bernardino León, to bring the political parties together. The hon. Gentleman makes an important point, however. If we do not get a resolution and find a political path to follow, that space will be taken up by insurgent groups such as Ansar al-Sharia and ISIL.

The hon. Gentleman makes an important point, and the issue is raised at the United Nations General Assembly and in our bilaterals. Britain will continue to raise the issue on a regular basis at all our meetings, not just those in the middle east but also with other countries where there are questions to be asked in that area.

What is the Minister doing for my constituents who have complained not only about the treatment of Christians in Algeria but also about the increasing pressure on Christians in Pakistan? What are we doing to monitor that, and what will we do about it?
Mr Ellwood
As I said, we are having bilaterals on that issue. The specific issue in Algeria is to do with new regulations that have been introduced. The rules are there but they now need to be implemented, and we will continue to have a dialogue on that. I intend to visit Algeria soon, and given the concern that the House has expressed today, I will certainly raise that issue during my visit.
