I am grateful to my hon. Friend, who raises an important point. Many colleagues will share his view about this. I can reassure him that the Department for Culture, Media and Sport has provided no public funding to the Bureau of Investigative Journalism. Broadcasters are independent of Government, so whether they work with the bureau or any other organisation is a matter for them, but it is also incumbent on them to ensure that they maintain the tradition of strong investigative journalism—which we all appreciate and which is an essential part of public service and commercial broadcasting—in a way that maintains high standards. That is the balance—I think we will be debating this a lot in coming weeks—of achieving freedom and having a mechanism of scrutiny and accountability, which a free press and free broadcasters enable us to have, while maintaining high standards.

May we have a statement on why the Government have overspent by £1 billion on their misapplication of the academies programme, as outlined by the National Audit Office? Its report says:

“DfE was unprepared for the scale of the financial implications”

of this rapid expansion. Can such a statement indicate where budget cuts to children’s services, funding cuts to underperforming schools and funding cuts to 16 to 19-year-olds staying on in education have been made, and also provide an explanation to Department for Education staff in the Tees valley who have recently been sacked?

The hon. Gentleman will no doubt have read the National Audit Office report to which he referred, which also says that the rapid expansion of academies schools was a significant achievement, which it is. It will have important benefits, through the increased autonomy and accountability that it brings and by delivering improved standards for our children. That is an investment worth making. As for future debates, no doubt there will be an opportunity at questions or for the Liaison Committee to consider whether it wishes to follow up on that report.

Yes, I share my hon. Friend’s view. We are now in a coalition Government, but the Conservative party has always been most successful when it has reached out to all the nation. That is why I am a one-nation Conservative and why in the 1980s more trade unionists voted Conservative than voted Labour. They were right to do so and our country has consequently been transformed. It continues to be my ambition and that of my party that we continue to be a home for people of aspiration, wherever they come from.

On the theme of aspiration and working people, may we have a debate and statement on why the Government regard people doing unpaid work experience as being in employment?

I shall gladly ask my friends at the Department for Work and Pensions to reply on how the statistics are calculated. The latest figures show an increase of more than 50,000 in the number of young people in employment and a decrease in the number of people on out-of-work benefits, and he should celebrate that.

I do not share the hon. Gentleman’s view. The Minister of State, Department of Energy and Climate Change, my hon. Friend the Member for South Holland and The Deepings (Mr Hayes) answered the urgent question and made it clear that simplification and tariff reform will form part of the Energy Bill, enabling us to deliver precisely what he and the Prime Minister said we would do, which is to use legislation to get consumers the best possible tariff.

Two women who ran a business called Purple Mountain for many years recently lost the business due to a tendering process conducted by the Forestry Commission. May we have a debate on tendering processes, and will the Leader of the House ensure that the Secretary of State for Environment, Food and Rural Affairs meets me and the two business owners so that we can explain the terrible circumstances that they have had to endure?

I thank the hon. Gentleman for his kind words, and I regret that must I disagree with him. I think the licence fee settlement was excellent for the BBC. It provides funding certainty until 2017, which no other media company in this country can boast.

6. What discussions she has had with the Secretary of State for Education on the protection of school playing fields.

School playing fields fall under the departmental responsibility of the Department for Education, but my Department is in regular contact with it over a range of issues relating to sport. For the first time, the Places People Play initiative has a specific programme for safeguarding and enhancing playing fields, and is operated in partnership with Fields in Trust.

I thank the Minister for his reply, but does he agree that there is a lack of local accountability in the selling of academy school fields, which should be subject to the same protection as those belonging to maintained schools?

In a sense, yes. After the Olympics, anybody who is interested in or involved with sport will want to ensure that those opportunities are available to as many people as possible. That said, the point of academies is that they enjoy freedom from central control and set their agenda as they wish. The issue is less about playing fields than about the provision of sports facilities. The key point is to build more 3G pitches, from which schools get 90 hours of use, as against four for an old grass pitch.

I think the Government Whips Office is already privatised: it is run by people who have a commitment to enterprise, individuality, private sector growth and the rest. Rather than looking just at Back Benchers, it would be fairer if the hon. Gentleman looked at the votes of the Conservative party as a whole, where he would see that a majority voted for the Bill’s Second Reading.

A caravan holiday park business, Tingdene, has continuously, deliberately and in a bullying fashion targeted Hazelgrove caravan owners association in my constituency, because the association has stood up for caravan owners’ consumer rights. May we therefore have a debate to discuss broadening the proposed new residential park home legislation to include holiday caravan parks?

I think I am right in saying that one of the successful bidders in the ballot for private Members’ Bills made park homes their chosen subject. I very much hope that that Bill makes progress, because we all have constituents who have difficulties with some owners of park home sites, and I very much hope also that if the Bill is not currently configured in a way that meets the needs of the hon. Gentleman, there will be a sensible discussion as it proceeds through the House, and that any necessary amendments might be made.

14. What plans he has for the post of Registrar of the Public Lending Right.

As the hon. Gentleman knows, we are consulting on the future of the Registrar of the Public Lending Right. Our proposed transfer of the function of the registrar, which currently exists as a stand-alone public body, would contribute to the Government’s commitment to simplifying the public bodies landscape and at the same time maintain and ensure the effective, efficient and impartial administration of the PLR scheme.

I thank the Minister, but does he agree with the second children’s laureate, Anne Fine, that the proposed reorganisation of the registrar is based purely on ideology and will cost the taxpayer more money than it saves?

The short answer is yes. Perhaps I should not develop that too much, in view of what I said earlier about my Liberal Democrat friends. Under the last Labour Government, council tax doubled across England. This Government have worked with councils to freeze council tax for two years. I applaud what has happened in Harlow, where the council anticipated that policy by freezing council tax for a third year. Those who have an opportunity to vote next month must cast their votes according to the record to which my hon. Friend has referred.

Cleveland has seen a 1.2% rise in crime this week and has lost 224 police officers since May 2010, and yet the Home Secretary has never visited the north-east region to see the effects of her cuts. Can we have a debate on rising crime in the north-east, which is due to the Government’s cuts to front-line police?

I think that the hon. Gentleman makes a mistake in drawing a direct correlation between the volume of crime and the number of police officers; it is a much more subtle equation than he implies. He will know that in many parts of the country, police authorities have coped with the challenging budgets without reducing the front-line effectiveness of the police force. I will see whether Home Office Ministers are able to visit the north-east to see at first hand what is going on. I hope that the police authority will respond to the challenge and maintain front-line effectiveness, as has happened in other parts of the country.

I am grateful to my hon. Friend, who may know that there was a debate on the reform of trade union funding in Westminster Hall yesterday. He may like to read the response by the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Ruislip, Northwood and Pinner (Mr Hurd). On the broader issue, we want to reform funding. My hon. Friend will know that we are trying to achieve a consensus between the main parties on the way forward and that Government Members—certainly the Conservative part of the coalition—believe that any restriction on funding should embrace the trade unions rather than their having the privileged position that they currently enjoy.

May we have a debate on the retention of the 2nd Battalion the Yorkshire Regiment, the Green Howards? All four of the regiment’s battalions are on active service in Afghanistan and the future of the second battalion was raised in the most recent edition of The Sunday Times? May we have an urgent debate and statement on that so that the welfare of those troops and their families is properly discussed?

I understand the hon. Gentleman’s concern for the regiments that are based in his constituency. I cannot promise an early debate on the matter, but I will draw his concern to the attention of my right hon. Friend the Secretary of State for Defence and ask him to write to the hon. Gentleman, giving such assurances as he can about the future of those regiments.

The Government have undertaken to allocate roughly one day per week to the Backbench Business Committee. If we look at the allocations since the first debate that the Committee arranged, we find that we have allocated 0.97 days per week, so it is not the case that the Government are not honouring their obligation to the Committee, and we hope to go on offering days to it for the remainder of the Session. It is up to the Committee then to decide what to do with the days that are allocated.

My constituent Mike Allen has devised and successfully sold his patented portable snow and ice-clearing system, a de-icing unit called Thaw-Tec, to Network Rail, Eurotunnel and Asda, but Network Rail is now trying to copy his design. The Office of the Deputy Prime Minister and the Prime Minister are aware of that, but may we have a debate on the Floor of the House about the importance of patented designs to small and medium-sized enterprises, and their protection? [Interruption.]

My hon. Friends behind me say that what is needed is a good lawyer, and a number of them may be offering their services. I say seriously to the hon. Gentleman, however, that of course I will pursue the dialogue that he has mentioned with my ministerial colleagues, but it might be the subject for an Adjournment debate or a debate in Westminster Hall.

My hon. Friend puts forward an interesting proposition. What we have tried to do is step up the number of days that we have made available to the Backbench Business Committee; it has a debate later today and one next Tuesday, and I announced another debate for the following week. I am not quite sure that it would make sense to block out a whole week and allocate all of it to the Backbench Business Committee.

Next Thursday, a by-election will be held in Redcar and Cleveland borough council’s Newcomen ward. The Liberal Democrat candidate has made openly Islamophobic statements on his Facebook site, yet he remains the candidate, despite Liberal Democrat “zero tolerance” to such instances of prejudice and discrimination. The Muslim Council of Britain is concerned about this, as are the Coexistence Trust and HOPE not hate. Does the Leader of the House believe there is any place in a mainstream democratic political party, especially one that is in government, for someone, such as Newcomen’s Lib Dem candidate, who holds such clearly expressed Islamophobic views?

I am reluctant to get drawn into a by-election spat. If any criminal offence has been committed, it would be appropriate to refer it to the police. My only comment is that if a Conservative candidate is standing, I hope that everyone will support him or her.
