23. What progress her Department is making on improving the timeliness of initial payments of universal credit.

Universal credit payment timeliness continues to improve and is near a record high, with the most recent data showing we paid 83% of new claims in full and on time.

Can I thank the Secretary of State for saving herself to answer my question? I welcome that. She will know that the five-week delay is still causing huge harm, so could I ask her what effort the DWP is making to ensure that UC recipients are not penalised by other organisations for the five-week gap in their incomes, and what extra support can the Government give to organisations that support universal credit recipients with financial management during this very difficult period?

[Dr Coffey]

It is important to recognise the help to claim—I think it is £39 million of support—that has been given through the citizens advice bureaux to try to help people who may not always be there with the paperwork that is required, so we are making best efforts so that people can make the right claims so they can be paid on time. As regards other elements, of course the advance is available, which can then be repaid over a 12-month period.

T9. What assessment has the Secretary of State made of the impact on DWP budgets of the failure to promise to uprate pensions for UK citizens in the EU for more than three years, and also to guarantee their healthcare for more than six months, in a no-deal scenario?

[Dr Coffey]

The right hon. Gentleman will know that we are still in the middle of a negotiation for how we leave the European Union at the end of the month. It is important to stress that we have decided on a three-year rise unilaterally. We encourage other European Union countries to do exactly the same and we will continue to support those who have relied on UK pensions.

I am sure that my hon. Friend will welcome the fact that many manufacturers are proactively removing microbeads from their products. We will consider the responses to the consultation carefully and use them to inform any future policy.

9. I urge the Government to go further than the United States and ban all products containing microbeads that risk getting into the marine environment. Will the Government reject the idea that biodegradable microbeads could be used instead, because there is no evidence that there is such a thing? Will they also commission some research into whether microbeads in human tissue have a long-term health effect?

The US ban has not yet come into force, but we will continue to monitor its progress and consider any learning from that approach. Our proposals so far are supported by evidence, which shows that rinse-off products can damage some marine environments. We have extended the consultation and issued a call for evidence on other matters.

My hon. Friend is right that we must pull on a number of levers. We should be proud of the innovations that we have undertaken, particularly in the development of low emission vehicles. However, we must be serious when addressing this issue. We are working up targeted interventions that I genuinely hope will mean that in a few years we will be celebrating the fact that air quality is improving for everyone whom we represent.

The Liberal Democrats have opposed a third runway at Heathrow for 20 years, but the Government are ploughing ahead. What action will the Minister take now to improve the appalling air quality around Heathrow? Will she ensure that the third runway will not be built unless air pollution can be contained within the legal limits?

In answer to my hon. Friend the Member for Twickenham (Dr Mathias), I set out that the Government believe that the runway at Heathrow can be delivered without impacting on the UK’s compliance on air quality. The Secretary of State for Transport was at the Dispatch Box on 25 October and talked about the Department for Transport, DEFRA and the Treasury embarking on a joint project

“to identify further ways in which we can tackle the issue.”

He continued:

“By the time a new runway opens in the next decade, we intend to have made substantial progress on tackling such air quality challenges”

not only around Heathrow, but

That is the first time that I have heard a request for a new Select Committee. It would perhaps be more appropriate for the Health Committee to investigate that issue further, so I will pass the matter on to its Chair, our hon. Friend the Member for Totnes (Dr Wollaston).

I apologise for labouring this point with the Deputy Leader of the House, but following the difficulties that some MPs seem to have landed themselves in over election expenses, will the Government invite the Electoral Commission to produce updated regulations covering local and national election expenses? That would help to clear up some of the uncertainties about accounting for election expenses, so will she make Government time available to debate that issue?

The Electoral Commission is, rightly, independent of the Government. The right hon. Gentleman raises an interesting point. I am sure the Electoral Commission will not be shy in coming forward with potential for discussion, but it is important that the Government do not interfere in any investigation.

I agree with my hon. Friend that the Council of Europe is a very serious organisation and that the work undertaken there is of the utmost importance. Yet again, I reaffirm my appreciation of the work of my hon. Friend the Member for Christchurch over the past 10 years. It is simply that a decision has been made to bring new people into the delegation.

I congratulate the Deputy Leader of the House on her first statement. Would she welcome other urgent questions that facilitate the washing of dirty Conservative linen in public? If so, I am sure that we on the Liberal Democrat Benches would be willing to help her.

I thank the right hon. Gentleman for his question. He was my predecessor in this role, so he will be aware of standing at this Dispatch Box. I do not think that this is a case of washing dirty linen. An orderly question has been asked, and although the answer might not be the one he wanted to hear, I believe that it has explained why the delegation is as it is.
