My hon. Friend is entirely right. The industry has been quick to engage with all the stakeholders and, most importantly, with the work force. The Government will engage with all partners to ensure that the lessons of this tragic accident are learned properly.

12. I hope that the Secretary of State is aware of the agreement that has been reached between the offshore unions and Oil and Gas UK to ensure that offshore work force representatives have more access to installations. Will he join me in welcoming that example of the progressive and positive way in which the unions are helping to ensure that health and safety measures are enhanced in the North sea?

Trade unions, employers and everybody else who is involved in the North sea have worked closely over many decades. Recently, as we commemorated the tragedy of Piper Alpha 25 years on, we were reminded of the importance of having the right health and safety regime. The trade unions, along with everybody else, have an important part to play in ensuring that we always have the right regime.

My hon. Friend makes an important point. These have clearly been difficult months, particularly for those employed by Vion at Hall’s in West Lothian, and now we have the sale of the rest of the group. I am happy to meet my hon. Friend and other Scottish colleagues to discuss the implications, and encourage everybody to see the potential in the company. I hope that we will sustain the jobs that are in it.

Vion’s decision to cease operations in Scotland also affects up to 400 people in my constituency in Cambuslang. Does the Secretary of State agree that it is intolerable for the company to refuse to provide those 400 people, who are obviously very anxious about their future, with meaningful information? Will he make contact with the company to remind them that they should be ensuring that their employees get clarity about their positions as soon as possible?

The hon. Gentleman makes a very fair point and I shall certainly take it up on his behalf and add to his efforts with the company. I will be happy to meet him in due course to discuss it further.

6. What recent assessment he has made of the effect on Scotland of the London 2012 Olympic and Paralympic games.

A total of £33 million worth of Olympic and Paralympic contracts were awarded to businesses in Scotland. Businesses will also have benefited from the hugely popular events that took place in Scotland. The games have been very successful and provide a great springboard for the Glasgow Commonwealth games in 2014.

The hon. Gentleman has focused on exactly the right issue—legacy. When congratulating all the Scots and others who participated in the Olympics and Paralympics, we are reminded of this summer’s great festival of sport and its fantastic outcomes. Apart from inspiring a generation—obviously, that is already under way—what matters is that we get regeneration in the regions around London and across the UK. I believe that the economic legacy will be strong, and I hope that the lessons from London will be learnt in Glasgow as well.

During the Olympic games, I was privileged to be a games-maker at Hampden, along with people from many different backgrounds volunteering for the first time. The Secretary of State has discussions with the Scottish Government on many different issues, but will he urge the organisers of the 2014 Commonwealth games to take the best from that volunteer programme to ensure that many people can get involved in Glasgow 2014 in the same way?

I pay tribute to the hon. Gentleman, whom I saw in the games-maker uniform and who was very helpful when I visited Hampden for the United States versus France women’s football game—clearly he has talents for things other than politics. He makes an important point. The volunteering legacy is one of the most important parts of the games—perhaps one of the more unexpected parts—and I hope that that legacy will be evident in Glasgow in two years and that people across the whole of Scotland will take part.

I commend my hon. Friend for his efforts to locate the green investment bank in Edinburgh. I welcomed the opportunity to meet him and the hon. Member for Edinburgh North and Leith (Mark Lazarowicz) recently to discuss that very issue. I and other Ministers look forward to hearing further details on the proposal in the near future.

When I asked the Secretary of State about the green investment bank in October, he said that he would make the best possible case for its location in Scotland, yet his Department has been forced to concede under freedom of information that he has had no correspondence with Department of Energy and Climate Change Ministers on the issue and that there are no notes of meetings with them about it. How is he actually pressing the case rather than just dealing in rhetoric?

I am aware of the hon. Gentleman’s commitment to freedom of information, and I am delighted to say that, as he knows from his time in the Scotland Office, those are not the only ways in which Ministers meet. I have had many conversations with the Secretaries of State for Energy and Climate Change and for Business, Innovation and Skills, the Deputy Prime Minister and others on the issue. Like the hon. Gentleman, I hope that my colleagues will support the case for the bank coming to Scotland.

I recognise that yesterday’s growth figures were very disappointing. We have said for months that the recovery would be choppy. There are special circumstances about the weather in yesterday’s announcement, which she will be aware of, but if we do not tackle the deficit, introduce measures to help businesses to grow or invest in infrastructure and science funding, we will not get the recovery from the situation that we inherited from the Opposition.

In the Secretary of State’s last answer, he referred to investment in infrastructure. He will know, from the Scottish business organisations that are in London today to appear before the Select Committee, that an important part of increasing confidence is having the right transport links and access to markets. Given that, and the future of the Secretary of State for Wales notwithstanding, will the Secretary of State clear up the confusion on his position on High Speed 2 and its extension to Scotland? I know from the discussions a couple of weeks ago that people from Glasgow and Edinburgh are slightly confused about where he stands. Can he clear this up and put on the record his support for High Speed 2 being extended to Edinburgh and Glasgow for the future of the economy of the whole UK?

What I recognise is the importance of ensuring that we get a fair deal for consumers, as well as for the shareholders—the companies are concerned about that. As the hon. Gentleman will know, Ofgem has announced an inquiry into consumer protection and competition in the sector. I expect that to be a very thorough process.

I am glad to see that the Secretary of State was able to get back from Scotland to be here today, despite the cold weather and the travel difficulties. Given that cold weather, and the increase in energy bills that many people have experienced, is he aware of the concern among many of my constituents and many others that the most vulnerable people will struggle to pay their bills, when they should be entitled to be on social tariffs? Will he therefore undertake to convene a summit of the six energy companies to discuss, in particular, what they are doing to ensure that people who should be on social tariffs are on them, and that people in Scotland are not left cold at home this winter?

I am glad of the hon. Gentleman’s welcome, and I appreciate, as he will, that many people in Scotland, and indeed in the whole of the United Kingdom, have been struggling to get to work and go about their business today. He rightly focuses on temperature and the fact that this will cause extra difficulty for people, so I am sure he will welcome the fact that we are maintaining the cold weather payments and the winter fuel allowance. I am certainly happy to discuss ideas of getting together with the different energy companies to make sure that they are properly focused on the needs of their customers.

Like my hon. Friend, I regret the announcement that was made. I realise that that will have a huge impact on that community in his constituency. It is important that we get to the bottom of this and understand the reasons behind it, but I hope that, working with the Scottish Government and through any meetings that he and I might have, we will be able to work our way through this.

I ask the Secretary of State to join me in pressing for the green investment bank to be based in Scotland, to take a bit of initiative and to put some urgency and energy into that matter, because, given the level of expertise and knowledge in Scotland, it is the ideal place for the green investment bank to be based.

First, I am delighted to have the opportunity to welcome the hon. Gentleman to his new responsibilities. Like the shadow Secretary of State, he knows the Scotland Office very well and I look forward to our encounters across the Dispatch Box and to working together where we can. The decision on the location of the green investment bank has still to be taken. His comments, those of his hon. Friends and those of Members on the Government Benches are strongly made, and I will work with everyone to make the best possible case for Scotland.

I thank the right hon. Gentleman for that reply. He knows, or at least I hope he does, that one of the considerations in moving to a Scottish income tax, as proposed in a recommendation by the Calman commission, was whether Her Majesty’s Revenue and Customs systems would be able to collect it. They currently cannot; how does that fact correspond with the comments that the Chancellor made yesterday about tax simplification?

As I have set out, we intend to engage fully with the different sectors in Scotland that will be affected by the changes. As the hon. Gentleman will be aware, we are heavily engaged with the Treasury and HMRC to work our way through the changes that will come as a consequence of Calman, which I believe his party still supports.
