Q12. In a recently aired BBC Scotland documentary on medical cannabis, the chair of the British Paediatric Neurology Association, Finbar O’Callaghan, said that the NHS will not pay for life-changing medical cannabis for epileptic children, by saying, “Even if you prescribe the product, the NHS isn’t going to pay for it.” Is his statement correct, Prime Minister?

On a point of order, Mr Speaker. I seek your guidance. I went outside into Parliament Square to speak to members of Extinction Rebellion who wanted to exercise their right to come into Parliament to lobby their MP. I am holding over 100 letters to MPs. What guidance can you give those people who are unable today to exercise their right?

I have been attending to my duties in the Chair, so I cannot comment on what restrictions on access to or egress from the estate have applied, either as a matter of policy or on account on the very large number of people who may be around. In so far as the hon. Lady is seeking to give voice to the concerns of her constituents and others who are campaigning on this subject, she has found her own salvation, because she has made the point, she has held up the letters and it will be on the record in the Official Report, and I think therefore honour is served.

I congratulate the right hon. Member for Hemel Hempstead (Sir Mike Penning), my co-chair of the APPG on medical cannabis under prescription. The situation is, frankly, intolerable. I have spoken with all of the families requesting medicinal cannabis with THC—let us not forget the THC. I am sure that Teagan will get a second opinion and that she is another child who will get access to medical cannabis, but what about all the others? They cannot wait. My right hon. Friend the Member for Exeter (Mr Bradshaw) spoke truthfully about the inquiry and the evidence it has taken. The BPNA has not spoken as it should have and it has not done enough to support the families.

I would like to thank the Minister for coming to the House today to discuss this urgent question. The Home Secretary has now conceded that cannabis has medicinal benefits by granting the emergency licence for Billy Caldwell on expert advice. When can we expect to see more import licences to make medicinal cannabis available to all who would benefit from it? Moreover, will the Government support the Bill introduced by my hon. Friend the Member for Newport West (Paul Flynn) on the legalisation of cannabis for medicinal purposes, when it returns on 6 July?

On 20 February, an urgent question was raised by the hon. Member for Reigate (Crispin Blunt) about Alfie Dingley’s case. Billy Caldwell is now in exactly the same situation. At that time, the Minister told the House that he would undertake

“to explore every option within the current regulatory framework.”—[Official Report, 20 February 2018; Vol. 636, c. 25.]

Now, 119 days later, the Government have still not granted Alfie Dingley his medicine. That medicine is available in 37 other countries. The Prime Minister met Alfie in Downing Street on 20 March and he was told that the Government would do all they could to help him. Billy Caldwell was hospitalised last week after his prescribed medical cannabis was taken away by customs officers, so it is excellent news that he left hospital today, but hon. Members will have been alarmed to hear the Health Secretary say this morning that it will be months before a system is in place to get medicinal cannabis to such children, and other patients who require it. Will the Minister give an assurance that Alfie Dingley will have had his medicine by the time he comes to Parliament with his mother on Wednesday?

Moreover, I also have two children in my constituency—the only two in Wales and two of just 15 in the United Kingdom—who have the rare genetic disorder NKH, which is a serious, life limiting condition. Charlie Jones, who is six, and Jace Newton-Sealey, who is just one, both suffer from frequent debilitating cluster seizures. According to their consultant neurologist, to whom I spoke earlier, both would benefit hugely from using medical cannabis. Charlie’s grandad, Ian Gilmore, has been in contact with the Home Office since 2014, when he learned of the benefits of cannabis for Charlie, but he has been given conflicting advice, pushed from pillar to post and fobbed off.

Will the Minister say when his Department will get a grip on the situation? Why the delay until now? Why is an announcement not being made today that this medicine will be available now to all who need it? Many patients—this is what I have a problem with—are illegally accessing cannabis, which opens them up to using the wrong form of the drug. The Government have a duty to protect patients and sufferers, so when will the Minister act? Why—

I will conclude right now. Why are the Government stuck in the dark ages? What will the Home Secretary do to speed up the process? In response to, “When?” the answers, “Next week,” “Next month,” or “In due course,” are simply not good enough.

On a point of order, Mr Speaker. It concerns a question posed by the hon. Member for St Austell and Newquay (Steve Double) during Prime Minister’s Question Time last week. I ask for your advice and guidance on this matter. On that occasion, the hon. Gentleman asked the Prime Minister:

“Does she believe that the honourable thing would be for the new incumbent of that seat to resign and fight a free and honest by-election?”—[Official Report, 18 April 2018; Vol. 639, c. 322.]

I have many issues with that statement, Mr Speaker, and I look to you for guidance on what steps I can take to defend myself against these slurs. I was not informed that the hon. Gentleman would be mentioning me in the Chamber, and I was not present to defend myself when the comments were made. As a direct result of the accusatory tone of the question, I have now been a victim of online abuse through Twitter and via e-mail. My honour and reputation have been called into question by the comments that have been made.

I have never condoned, and would never condone, the spreading of lies and untruths about a political opponent or any other person, and nor would anyone on my team. I worked extremely hard to win the election fair and square, and I will not allow anyone to imply anything different.

I am most grateful to the hon. Lady for her point of order, and for her courtesy of giving me notice of it. I think I am right in saying that, by e-mail, she alerted the hon. Member for St Austell and Newquay (Steve Double) of her intention to raise this matter.

Let me say to the hon. Lady, and, indeed, to the House, that it is an important convention for Members to inform each other if they intend to make personally critical remarks—not expressions of disagreement appertaining to policy, but personally critical remarks—about colleagues in the Chamber. She has succeeded in putting her view of the matter clearly on the record, and if she is concerned that the original allegation will have been widely circulated, I know that she will now do her level best to ensure that what she regards as her correction of the record is equally widely circulated.

This was a proper use of a point of order, which in itself is a relative novelty—not from the hon. Lady, but from any Member of the House. I thank her for what she has said.

The hon. Lady has transmitted her opinion on this matter through the attempted route of a bogus, albeit mildly ingenious, point of order. I dare say the Prime Minister will learn of what the hon. Lady has said, and it is up to the Prime Minister to decide by what means, and when, to respond.
