I thank the hon. Gentleman for raising that case. I am very sorry to hear about his constituent Anne and send my condolences to her family for what has happened.

The hon. Gentleman will understand that, during the pandemic, sadly, many people stayed away from the NHS, on which there was a huge amount of pressure. Despite everyone, especially those working in health and care, doing as much as they could, it just was not enough for some people. There is not only emergency spending to deal with the pandemic pressures—this year there is an additional £34 billion—but much more investment in equipment and diagnostic processes, such as the community diagnostic hubs that we announced last week, which will help to make a real difference.

Unsurprisingly, I have become more acutely aware of stories about backlogs in cancer diagnosis and treatment, the impact of which should not be underestimated, so I welcome the Secretary of State’s sensitive and sensible response. Will he join me in recognising the multidisciplinary teams throughout the country that are working non-stop to meet cancer pathway targets, including Maidstone and Tunbridge Wells NHS Trust, which continued to operate cancer services throughout the pandemic last year and has met the 62-day target for 26 months in a row? Will he consider a visit to the hospital that treated me and thousands of others, to hear how the team there continues to strive to achieve improvements in diagnostic services and outcomes for cancer patients in my constituency and others in Kent?

Yes. It is great to see my hon. Friend, who speaks with real knowledge on this issue. Not only would I be pleased to visit that hospital but I wish to join her in congratulating the multidisciplinary teams throughout the country—especially the Maidstone and Tunbridge Wells multidisciplinary trust—that have been doing fantastic work on cancer.

The House will be aware that there have problems with the service in recent years. As a result, a number of changes are being made and performance is up. In fact, a new chief executive is starting this week, I believe, so there is new management. On the actual policies it implements, the right hon. Gentleman makes a good point. Changes can be made and active discussions are taking place right now between me and the Justice Secretary.

Already this phenomenal summer of sport will have inspired many children to play football, tennis and cricket, with netball, golf and rugby still to come, but there are still failings in our safeguarding processes, including the DBS checks. I worked extremely hard with the excellent Minister on this policy. The main issue remains broadening the remit of the Sexual Offences Act 2003 to include sports coaches, but will the Home Secretary update the House on progress towards strengthening DBS checks for those involved in coaching, including assistant coaches, to ensure the next generation of possible sporting heroes and heroines are safe from abuse?

I thank my hon. Friend for the work she has been doing for several years to encourage more people, particularly young people, to take part in sport. She is right about the current position: sports coach is not included as position of trust. Enhanced criminal checks are available, but I agree that we need to do more work, which is why we are reviewing the effectiveness of the law on those who take advantage of young children with sexual relationships and are looking at what more we can do to include them as positions of trust.

My hon. Friend raises an important point. He will be aware that Gatwick is already a major local economic driver, generating some 23,000 jobs at the airport alone, and he is right to ask what more it could do to attract visitors to Crawley and Sussex. He will be aware of Visit Sussex, and I encourage the town to work more closely with that and with Tourism South East, to see what more it can do to show its local attractions.

The Secretary of State will be aware that across Kent tourism accounts for the direct employment of nearly 65,000 people. Tourism VAT rates across the EU are much lower than in the UK, and if VAT on accommodation was reduced to 5% that would boost jobs and bring a further £1 million into Kent. What conversations has he had with the Treasury about the benefits of a future cut to VAT, as that would bring jobs and growth into Kent and the UK as a whole?

The Secretary of State will be aware that alongside the national lottery, society lotteries contributed £145 million to good causes in 2012-13 and could provide a lot more if the prizes, draw and turnover rules were deregulated. His Department has long promised a consultation on this but has yet to publish it. In the light of the recent Centre for Economics and Business Research report on society lotteries, can he tell the House when the consultation might come?

Changes in lottery and gambling markets have made it clear to us that the consultation on society lotteries should be more wide ranging than we had previously thought. The Gambling Commission is providing us with further information and advice, and we are planning to conduct the consultation later this year.

My hon. Friend rightly identifies the issue of the supply of EU migrants. However, on the other side of the coin, there is a demand problem. One local farmer to whom I was chatting recently in my constituency of Bromsgrove told me that of his 60 employees, 54 are from the EU, mostly from Poland. He has found it very difficult to hire local workers. Does my hon. Friend agree that the Government’s approach—a universal benefit, other welfare changes, the skills strategy and so on—will make a difference on the demand side and help the situation?

Welfare reform and the demand for proper provision of opportunities have been touched on in this debate. When I was at university and studying for my A-levels, I worked in McDonald’s. At the time, there were very few non-British people working there, but now it is very difficult for young people seeking employment in the service sector to get a job, whether in McDonald’s or a sandwich chain. There has to be a balance between the provision of opportunities and a sensible approach to welfare reform that can encourage people to take all the opportunities available.

It is important that we are brave on EU immigration—indeed, we must be brave—and provide for future conditions, even if that means renegotiation in relation to those wishing to come to the UK. Like the right hon. Member for Birkenhead and my hon. Friend the Member for Mid Sussex, I recognise that welfare reform will play its part in that process, but we cannot rely on that alone to reduce the numbers of people wishing to make the most of the services that the UK provides. It is important that local authorities and community partners receive support to help promote integration and cohesion in communities suffering from social divides and tensions, but that needs to be done much better.

Finally, I am sure that our constituents will all welcome this sensible and constructive debate on what can be a sensitive issue, and I join others in calling on the Government to take note of the comments made in the Chamber today.
