Clearly, these are commercial matters for the companies concerned, but there will be matters of substantial public interest in relation not only to the Government as a customer, but to the Government holding a golden share. The Government appear to be indulging in a mashup, as popularised by the television programme “Glee”. Last week, the Leader of the House told me that there was no variance in policy on Sunday trading pre and post-Olympics; yet the Secretary of State for Communities and Local Government has told The Daily Telegraph that he is willing to take a long, hard look at different trading patterns. May we have an urgent statement to clear up this mashup?

What I said last week was accurate and continues to be true. The fact that one is continuously looking at issues, as one does in government—I know that only too well—does not mean that one has changed one’s position.

My hon. Friend was a keen supporter of the Police Reform and Social Responsibility Act 2011, which prohibits the erection of tents on Parliament square. As he knows, many were removed relatively recently. Operational decisions on making further progress to clear the square are a matter for the Metropolitan police and I shall draw my hon. Friend’s remarks to the attention of the police to see whether any further action is needed.

In previous years, the children who attended the international physics Olympiad were given funding. Last year, they won three silver and two bronze medals. Despite my letters to the Department for Business, Innovation and Skills and the Department for Education, they have refused to restore funding. Will the Leader of the House look at how we can support our brilliant future physicists?

I commend the achievements mentioned by the hon. Member for Walsall South (Valerie Vaz)—I stress the reference to Walsall, after last week—and will raise the issues she has raised with ministerial colleagues and will ask them to write to her.

That is a curious intervention to make when I was talking about September sittings. I shall now move on to the days of the week, but let me just mention the fact that European scrutiny requires us to sit in September, too, if we are to make an effective job of it.

Let me now deal with the days of the week and make a few observations on the effects. On the question of an earlier start on Monday, as a west country Member of Parliament I share the views that will be expressed by many about the difficulties that might entail. We must be very careful not to make arrangements based on the interests of those who live within the M25 while ignoring those outside it. In passing, let me point out that changing the times for Mondays would also change the start time on Tuesdays and Wednesdays after recesses when they are the first day back.

I think the most contentious issue is the sitting hours for Tuesday and I hope I will not alarm the press if I say that there is a division of opinion between me and my right hon. Friend the Leader of the House on that question. He favours a change and I do not. I do not because of the arguments that have already been made about the difficulty in reconciling the priorities of Members of the House if we make that move. That was my experience when we last experimented.

It is, indeed, one of the policies of the coalition Government to enable community groups to take over and run public services when they are threatened with closure. I should like to raise my hon. Friend’s case with my Cabinet Office colleagues, who have responsibility for the policy, in order to see whether there is a way through which enables these services to continue, run by the community group that she mentions.

May we have an urgent debate about how to access funds for zebra crossings, a matter that was raised at Prime Minister’s questions yesterday? On Darlaston road in the Pleck ward of my constituency, a four-year-old boy was knocked down and a woman suffered broken bones on its crossing, but both central and local government cannot find the £30,000 required to upgrade it to a signal-controlled one. We need to do something before there is a death on the crossing.

I am sure that the hon. Lady has raised the matter with the newly elected mayor of Leicester, who has responsibility for the transport budget—[Hon. Members: “Walsall!”] Walsall, sorry. I will raise the matter with the appropriate authorities and see whether there is any way in which we can make progress on that important crossing.

I am not a lawyer, but what my hon. Friend has described sounded to me a little bit like criminal behaviour—trespassing on someone’s land and then demanding money to go away. I would like to share this issue with my right hon. Friend the Home Secretary to see whether there is a combination of civil or criminal penalties available to cover the circumstances that my hon. Friend has described. I understand how disruptive it must have been to have that presence in an industrial estate.

A number of my constituents have had visitor’s visas refused—they are from India and Pakistan—with alarming regularity. They are missing important family occasions such as funerals and weddings, and they cannot appeal because that takes too long. They have been running up costs of up to £1,000, despite cast-iron guarantees that they will return. Will the Leader of the House ensure that we have an urgent debate on whether the policy is being applied in the same way throughout or perhaps even an explanation from the Minister for Immigration?

This is a matter for the Home Office, but I am sure we have all had constituents who have had their applications turned down and then found that the process of appeal is somewhat lengthy. In some cases, the best thing to do is simply to reapply, having taken on board the reason why the refusal was given and sought to overcome it the second time around. I will share the hon. Lady’s concern with the Minister for Immigration and ask him to write to her.

My hon. Friend is right that if we want sustainable growth and secure, well-paid jobs we must rebalance the economy so that it is less dependent on public sector employment and more dependent on private sector employment. I welcome the way that my hon. Friend’s constituency has diversified and is less dependent on public sector employment. He has just outlined the advantages of a relatively high employment rate and a relatively low unemployment rate. That is the transition that my right hon. Friend the Chancellor is seeking to promote in other parts of the country, with assistance for those parts that are at the moment over-dependent on the public sector through the regional growth fund and with other measures.

I thank the Leader of the House for his help over this Session. Perhaps he could help me once more in finding the £500 million missing from the NHS budget. In the 2011-12 budget, £900 million was saved; £400 million has gone back into the 2012-13 budget. May we have an urgent statement, debate or just a letter to say where the £500 million has disappeared to?

I would be surprised if that had disappeared. I would expect it to be reinvested in the NHS, but I am sure that I can generate a letter from my right hon. Friend the Secretary of State for Health to explain the accounting procedures to which the hon. Lady has just referred and to give her the reassurance that the money that Parliament has voted to the NHS will indeed be applied to the NHS.

This is a matter which I, as a former Secretary of State for Transport, have looked at and have some interest in. Again, it strikes me that that would be an appropriate subject for a debate in Westminster Hall, where we could give it the consideration that it deserves. If such a debate were to take place, I would do my best to ensure that the statistics that my hon. Friend has asked for—the cost in extra consumption and, if it is indeed the case, the cost in accidents and lives—are available so that that can help to inform the debate before a final decision is taken as to whether the speed limit should be raised on motorways.

May we have an urgent debate on staffing levels in Government Departments, particularly Her Majesty’s Revenue and Customs and the Department for Communities and Local Government? My constituent, Mrs Dhillon, received a late penalty notice for her husband, who died in 2008, for 2011. That is mainly a result of the fact that many systems are automated. I have also contacted DCLG about business rate rebates and have not had a reply yet. Could the Leader of the House look into this?

My view is clear that all Members of the House are entitled to prompt responses to correspondence with Ministers or from officials at HMRC. The hon. Lady has given me the details of the particular correspondence to which she is awaiting a reply, and of course I will chase that up immediately.

I very much hope that schools and colleges give priority to foreign languages that will help us win exports in competitive world markets. I commend the work in my hon. Friend’s constituency, where that is clearly seen as a priority.

May we have an urgent debate on how we can extend the Freedom of Information Act to commissioning support groups? Under the Health and Social Care Bill they will not be statutory bodies, so no one will be able to get access to the information that they have, and they are set to be privatised by 2016. How will the public find out information that was previously available from primary care trusts but will not be available from commissioning support groups?

The hon. Lady raises a good question. There will be Health questions on Tuesday, when there may be opportunity for her to ask it, but I will in any event raise it with the Secretary of State for Health and ask him to write to her, to ensure that information that should be in the public domain remains so.

I am grateful to my hon. Friend for reinforcing a point that some of our hon. Friends have made. I would welcome such a debate. I should point out to him that we have the same success rate as the future jobs fund at a 20th of the cost, so we are getting much better value for money than the scheme we were left with.

The Paediatric Continence Forum found in a survey that 50% of children do not want to use the toilets because they are poor facilities, and that affects their health and education. The regulations for staff toilets are more robust than those for children’s toilets. May we have an urgent debate or a statement on how we can eradicate that anomaly? Perhaps that aspect could be included as part of the Ofsted inspection report, because it affects children’s health and education.

I will raise that issue with my right hon. Friend the Secretary of State for Education and see whether there is an anomaly that needs addressing, and I will ask him to drop the hon. Lady a line.

I agree with the right hon. Lady that it is vital that we have properly accessible attractions and accommodation. Indeed, a great deal of work has been done to make sure that the important legal obligations, as well as commercial opportunities, in respect of making accommodation available to people with disabilities are well understood and the opportunity is grasped. However, it has always been the case that prices alter during the season, as is entirely natural. What has happened in London is that the LOCOG block booking—she will be aware of it, as it was part of the original Olympics deal—meant there was a restriction in supply. That has now been eased as a result of the additional rooms that LOCOG has just released.

8. What progress his Department has made on his plans to merge Sport England and UK Sport; and if he will make a statement.

The project board set up at the request of UK Sport and Sport England, which is chaired by Sir Keith Mills, has identified four key benefits: shared resources to reduce costs, co-location, increased commercial income and enhanced strategic co-ordination. We will discuss the future governance arrangements after the 2012 games.

I thank the Minister for his response. These two organisations have different articles of association and different objectives. It is almost like one of them services a Lotus and the other encourages Ford Fiestas to become Lotuses. Other than sharing back-office functions, can he say what the cost savings are?

[Hugh Robertson]

Yes. The cost savings are considerable. The bodies both have entirely separate back-office operations, and they both live in central London offices for which they signed leases at the height of the market without any break clauses at £57 a square foot and £35 a square foot, I think. There is no co-ordination of commercial strategy to drive success at the elite end alongside the mass market and their strategies operate in completely different spheres. There are many different savings and a lot of possible synergies.
