I am really sorry to hear about the break-ins at Willesden and Kenton temples. That is appalling. I encourage my hon. Friend to take the opportunity to speak to the Home Secretary about that himself. I am sure he will do that. I am very aware that we need to provide Back-Bench time. I am working on it and would be happy to meet him and the Chairman of the Backbench Business Committee to discuss their priorities.

Last Friday, we witnessed some of the best contributions I have ever heard in this Chamber. After a day of passionate speeches, the UK Youth Parliament chose knife crime as one of its two campaign priorities this year. Several MYPs called on the Government to treat knife crime as a public health crisis. I join their calls and ask, for the seventh time: when will the Government grant this House a debate on the public health approach?

As I said in my introductory remarks, I was also delighted to hear the extent of the impassioned debate in the Youth Parliament and MYPs are right to raise that very serious issue, as is the hon. Lady. I am aware that she raised it directly with Home Office Ministers earlier this week and I have written to them on her behalf. So she has very well raised this issue, as she should, and I hope to come back to her on it soon.

My right hon. and learned Friend is absolutely right to point out the facts of the case, which are that the Government will bring forward a vote on the deal that they have negotiated, it will be an amendable motion of the House, and should the House amend that motion, the Government would take action on those amendments. However, I must point out to the House again that having negotiated a particular deal with the European Union, it may well not be possible for the Government to proceed on the basis of an amended motion. Whether the House will be asked to decide whether it agrees that the Government negotiate on the basis of the agreed deal will be a matter for the House.

Over 1 million young people participated in the UK Youth Parliament’s “Make your Mark” campaign, and ending knife crime has topped the ballot as young people’s No. 1 priority. As has already been said, that will be debated in the Chamber on 9 November, and I will be joining the young people for that debate here. This is a clear priority, so I will ask for the fourth time: when will the Government schedule a debate on their policy of using a public health approach to tackling violence?

My hon. Friend is quite right to mention the appalling events that took place in the great war. Of course, a week on Tuesday we will have a debate on the centenary of the Armistice, which would be a good opportunity to raise all the appalling events and to commemorate the sacrifice of so many right around the world.

In September, I met London Members of the Youth Parliament to discuss the recommendations of the Youth Violence Commission. I was pleased that they had all read the report and understood the importance of adopting a public health approach. I have to be honest; I worry that too many politicians, including the Home Secretary, bandy around the words and do not really understand them. So, for the third time, has the Leader of the House spoken with the Home Secretary to agree when we will debate this very important issue?

I have written to the Minister concerned seeking advice on the next steps, in response to the hon. Lady’s request that I do so. As she will know, there is now a new £22 million early intervention youth fund and a new £3.6 million national county lines co-ordination centre was launched last month. There is a lot more to do and I hope to have an answer for her shortly regarding the next steps.

Last week, I asked the Leader of the House when we would have a debate on the public health model that the Home Office announced we would be adopting to reduce youth violence. She helpfully said that she would consult with Home Office colleagues. Will she update the House on how those discussions went and when we are likely to have this extremely important debate?

I have taken up this issue with Home Office colleagues. I believe that I asked the hon. Lady to write to me if she had a specific question that she wanted me to raise with them. It is Home Office questions on 29 October, so I encourage her to raise the issue directly with the Department then.

The Home Secretary announced at the Conservative party conference that the Government would be adopting a public health approach to youth violence. That is extremely important and Members will know that it is one of the recommendations from the Youth Violence Commission. All I want to know is: when are we going to have a debate on this?

The hon. Lady has been closely involved with the Government’s efforts on the serious violence taskforce and in bringing in a new crime reduction plan. She will be aware that a key focus for the taskforce has been prevention and ensuring that we avoid people getting into a life of crime and serious violence. I am not sure at the moment whether there will be a specific debate on that, but I will certainly take away her request. Obviously, she had a debate on this just last night and I am sure she was able to air her views then.

My hon. Friend is absolutely right to raise the issue of littering. Whether we are talking about fly-tipping or the mess left by people who are camping illegally, more needs to be done. This is certainly one of the top five or six issues that people raise when they are asked what the problems are in their communities. The Department for Environment, Food and Rural Affairs is taking this very seriously, having introduced the first English national litter strategy. He is right to raise this and he may well want to seek an Adjournment debate so that he can discuss it further with Ministers.

The cross-party Youth Violence Commission is publishing its interim report next Wednesday. Will the Leader of the House commit to reading its recommendations and help me to secure the required debates in Parliament with all the relevant Departments on this extremely important issue?

The hon. Lady frequently raises in this place the issue of serious violence, and she is right to do so. I commend her for her work in this area. I was pleased to be able to give a debate in Government time on the serious violence strategy, and she will be aware that on a number of occasions Ministers have come to this place to discuss what more can be done. We also have the Offensive Weapons Bill coming forward, which will try to make it much harder for young people to access serious weapons. I absolutely accept her invitation to read the report on youth violence carefully and to work with her to see what more can be done in this area.

My right hon. Friend raises an issue that, unfortunately, crops up time and again in this place, as many hon. and right hon. Members have grave concerns about illegal Traveller encampments in their constituencies. He will be aware that we have recently had debates on the subject, both in this Chamber and in Westminster Hall. The Government are now looking at whether there are sufficient powers and it is a matter of enforcement, or whether more powers are needed to enable local authorities to deal effectively with what is a really serious problem for local communities.

Last week I asked the Leader of the House to outline how the Government would update us on progress on their serious violence strategy. She was not entirely sure on how but said that they would do so. As part of the early intervention and prevention aspect of the work, can we have a debate on adverse childhood experiences?

I would certainly support a debate on adverse childhood experiences. In fact, someone I have worked with for many years who is a real expert in that subject was here only this week for a Select Committee inquiry into adverse childhood experiences and the impact on early brain development. The hon. Lady is absolutely right to raise the very serious issue of the impact of appalling early experiences on young people who then find themselves on the conveyor belt into a life of crime. I would welcome a debate on that. I have said to her that Ministers will come forward with further updates, and that remains the case. If she wants to write to me, I can take it up directly with Ministers on her behalf, but in the meantime, I strongly urge her to seek a Backbench or Adjournment debate to raise the issue of ACEs.

My hon. Friend does a good job of promoting his own events, as I am sure you would agree, Mr Speaker. He will be aware that the House has had a number of recent opportunities to debate matters relating to health, including an Opposition day just before the recess. We have had very good Westminster Hall debates on the 70th anniversary of the NHS and on raising standards of infection prevention and control. We have Health and Social Care questions next week, and I encourage him to ask Ministers directly then what can be done so that all Members can discuss what the health priorities should be as we approach the 70th anniversary.

I thank the Leader of the House for finally scheduling the debate on the Government’s serious violence strategy. How will she ensure that the Government keep the House updated on how the strategy is progressing?

Again, I pay tribute to the hon. Lady, because she has played an enormous part and made a huge contribution to the Government’s work on the serious violence strategy. She will be aware that we will be bringing forward the Offensive Weapons Bill, which will seek to make it even more difficult for people to access things such as knives and corrosive substances. That will be a very important part of this, but specifically on the serious violence strategy, there will continue to be regular meetings of Ministers, different community groups and the police, and I am sure that Ministers will come to this place to keep the House updated on the progress against their targets.

I can tell the hon. Gentleman that the Government are absolutely committed to working closely with each of the devolved Administrations on all issues relating to Brexit legislation, and we will continue to do so.

I am feeling extremely frustrated. There were two shootings in my constituency this weekend. What are the Government doing about this? They say they have published a serious violence strategy, yet time and again we have asked questions here about when we will be able to debate that strategy. So my question is very simple: when will we have that promised debate here?

My hon. Friend raises another important matter. Service charges must be fair and transparent, and there must be a clear route to redress when things go wrong. Consumers should be paying only for the services that they receive. I can tell him that we are establishing a working group on regulating letting and management agents with a remit to look into unfair fees and charges, and to set minimum standards for service charges through a statutory code of practice.

When will we have the promised debate on the Government’s serious violence strategy?

The hon. Lady raises an incredibly serious point, as she often does, about the rise in certain types of crime, particularly knife crime. As I have said, I am talking with other business managers about whether we can find time for a debate, and there is a lot of sympathy towards that. The legislative agenda is busy, but she is absolutely right to raise the issue, which is of great concern, and we will seek to provide that time.
