Set a maximum for temperature and space to transport humans on public transport.

People in the UK have had to endure temperatures on the Central Line, Northern Line and from other rail operators in excess of 40 degrees. This temperature is above the legal limit for the transport of cattle and other animals, why should we as humans be any worse off.
