The Government should create an independent body, equivalent to the Independent Office for Police Conduct, to oversee complaints about TV licence enforcement.

Citizens viewing only non-BBC, on-demand services do not legally require a TV licence. There is a mountain of anecdotal and documentary evidence that citizens who formally cancel are being subjected to unwarranted, repeated legal threat letters and home visits in the absence of any credible evidence of TV licence offences. Enforcement of TV licences should be subject to the same rules and accountability as the police when conducting what amount to criminal investigations.
