Legally recognise emotional support animals. This should give people who have them (who have a letter from a therapist or other medical professional) the right for them and their ESA to live in any kind of housing, including landlords with no pet rules, and allow them to travel on airplanes.

ESAs have been scientifically proven to be incredibly beneficial, and sometimes even critical to the support of people with mental health conditions. This fact has been acknowledged by many other countries for years, including the USA and Canada. The fact that they are not already legally recognised is shocking and risks discriminating against people with mental health issues.
