Keep 10-year Long Residence Route for people already living in the UK

Retain the 10-year Long Residence settlement route at least for those on the route living in the UK since 2021. Many came following the representation that they would qualify for ILR after 10 years. We believe replacing the Long Residence route and its existing rules would be a breach of contract.
