Flats: Commonhold

Question to the Ministry of Housing, Communities and Local Government:

To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of the potential impact of the introduction of commonhold as the default tenure for flats on the (a) property price and (b) saleability of leasehold flats.

I refer the Rt Hon. Member to the government’s draft Impact Assessment for the draft Commonhold and Leasehold Reform Bill. This was published on 19 March 2026 and can be found on gov.uk here. It has been reviewed by the independent Regulatory Policy Committee which published its opinion on 1 May. It can be found on gov.uk here.
