Question to the Department for Transport:

To ask the Secretary of State for Transport, if he will make an assessment of the adequacy of the resources available for regional airports to ensure greater flexibility in the operation of public service obligation routes.

It is for the relevant local authority to determine the need for a PSO and to submit a business case to DfT for consideration. Under this policy, DfT, along with respective local authorities / local sources currently joint funds three routes into London.
