Question to the Department for Energy Security & Net Zero:

To ask the Secretary of State for Energy Security and Net Zero, with reference to the National Infrastructure and Service Transformation Authority Major Projects Annual Report 2025 to 2026, Tables, Warm Homes Agency, what progress she has made in improving the Delivery Confidence Assessment Rating of Red due to the changes organisational context and replanning work.

The scope of the Warm Homes Agency is continuing to be developed. In line with the “Rewiring the State” agenda, we are developing the Agency’s design, functions and governance so that it simplifies delivery, improves accountability and provides better value for money.

This includes considering how the Agency can work effectively with Mayoral Strategic Authorities and local authorities to support place-based delivery. We are continuing to prioritise key enabling activities such as the necessary Primary Legislation.
