Question to the Home Office:

To ask the Secretary of State for the Home Department, what assessment she has made of the adequacy of police powers to tackle the dangerous and anti-social use of privately owned e-scooters and illegally modified electric bikes.

Through the Crime and Policing Act 2026, the Government strengthened police powers to tackle anti-social behaviour. Changes to section 59 of the Police Reform Act 2002 enable the police to seize vehicles more quickly when they are being used in a manner causing alarm, distress or annoyance. From 29 June 2026, police can seize vehicles immediately without giving a prior warning. In addition, in July the Government has also reduced and aligned vehicle disposal timeframes to seven days. This will reduce opportunities for offenders to reclaim their vehicles and continue offending.

These measures support police efforts to tackle anti-social vehicle use, including street racing and the misuse of e-scooters and modified e-bikes.
