Question to the HM Treasury:

To ask the Chancellor of the Exchequer, what estimate HMRC has made of the annual administrative cost to businesses of complying with customs requirements for goods movements from Great Britain to Northern Ireland since 2021.

HMRC has published management information data containing the number of full declarations on an annual basis cleared by HMRC into Northern Ireland (NI) from Great Britain (GB) with associated business counts for each calendar year between 2021 to 2024. The data can be found online:

To note: The data published for 2022 was revised in the 2023 publication.

In these publications, full declarations have been counted, which are defined by HMRC as including standard customs declarations and supplementary declarations. The 2025 statistics are not yet published. They will be made available once assurance and quality-checking of the data has concluded, regarding the implementation of new systems under the Windsor Framework.
