This action to ease the cost of living is fully funded through an extra £454m (including funding for devolved governments) which comes from a reprioritisation of DESNZ’s budget.

For the devolved governments the Barnett formula applies when departmental budgets change, not when spending is announced. Barnett consequentials will be confirmed in the normal way at the next fiscal event. London will not receive any consequential funding under existing devolved arrangements in the capital.
