Question to the Home Office:
To ask the Secretary of State for the Home Department, whether the Registrar General can authorise an offline contingency process for the registration of births, stillbirths and deaths; and whether she has considered postponing the implementation of electronic registration until further resilience-building measures are in place.
The General Register Office remains committed to the implementation of electronic registers from 9 November 2026.
In the event of a national system outage affecting the electronic register, the General Register Office would manage the situation through its critical or major incident arrangements, with the response determined by the nature and impact of the incident.
