Question to the HM Treasury:

To ask the Chancellor of the Exchequer, pursuant to the answer of 19 October 2026, to Question 32140, on Council tax: valuation, what is HMRC Valuation Office’s working estimates of the appeal rate on the council tax surcharge.

The OBR published an estimate of the High Value Council Tax Surcharge (HVCTS) appeals rate in April 2026 at https://obr.uk/docs/dlm_uploads/Supplementary-forecast-information-high-value-council-tax-surcharge-costing.pdf.

That estimate remains the Government's current working estimate and will be kept under review.
