Question to the Ministry of Housing, Communities and Local Government:

To ask the Secretary of State for Housing, Communities and Local Government, with reference to the National Audit Office report entitled, 'Investigation into shared ownership', HC1742, published on 25 March 2026, whether her Department has made an assessment of the potential merits of introducing legislation which apportions shared owners' liability for (a) service charges, and (b) repairs and maintenance costs to their equity share; and whether such proposals might be applied to existing shared owners.

The government recognises that the apportionment of costs is an area of concern for shared owners.

We are considering the matter, alongside other factors impacting on the long-term affordability of Shared Ownership as a product, as part of our ongoing improvement programme, further detail on which can be found in the Written Ministerial Statement I made on 26 October 2026 (HCWS417).
