Question to the Department of Health and Social Care:

To ask the Secretary of State for Health, which person or body has overall ownership and copyright of Health Records in (a) England, (b) Wales, (c) Scotland and (d) Northern Ireland.

Legal responsibility for health records lies with the healthcare body that has provided care or treatment to a patient. Patients do not have any legal rights of ownership to the medical records held by the National Health Service organisations but they do have certain rights of access to those records.
