Question to the HM Treasury:
To ask the Chancellor of the Exchequer, what is the legislative vehicle by which the council tax surcharge will be implemented, and whether there will be primary legislation in the new session.

The Government expects that the main provisions for the HVCTS will be included in a future Finance Bill.
