Question to the Cabinet Office:

To ask the Minister for the Cabinet Office, what progress he has made on the rollout of the Infected Blood Compensation Scheme; how many individuals have (a) been assessed for compensation, (b) received offers and (c) received payments; what the average processing time is from application to payment; and what steps he is taking to ensure timely and transparent delivery of compensation to affected individuals.

The Infected Blood Compensation Authority (IBCA) publishes updated statistics every fortnight. As of 2 June, 4,466 people have been contacted by IBCA to start their compensation claim, and 4,204 people have started the claim process. 3,378 offers of compensation have been made, totalling over £2.7 billion, and 3,287 people have accepted their offers with more than £2.1 billion paid in compensation.

The National Audit Office report ‘Government’s compensation and financial recognition schemes’, published April 2026, set out that IBCA’s average processing time between a claim being submitted and the claimant receiving an offer was 39 days (as of October 2025). This was the average for the first cohort and IBCA are still learning what this looks like for different claim types.

Whilst the roll out of the scheme is an operational matter for IBCA as an independent body, I fully support their commitment to moving forward as swiftly as possible and I stand ready to help and assist in any way I can to speed up the payments.
