Energy Performance Certificates: Regulation

Question to the Ministry of Housing, Communities and Local Government:
To ask His Majesty's Government when they expect to introduce new Energy Performance Certificate regulations.
This question was answered on 28th October 2026
Subject to Parliamentary time, we plan to lay regulations to amend the Energy Performance of Buildings Regulations 2012 in the first half of 2027 with them coming into force during the second half of the year. This timeline is subject to agreeing a launch date for reformed domestic Energy Performance Certificates which both MHCLG and industry have confidence in.
