To ask the Secretary of State for International Development, what progress is being made on the George Eckert Institute's interim report on its independent review of Palestinian textbooks.

Following UK calls for action, our European Partners commissioned the Georg Eckert Institute to conduct an independent review of Palestinian textbooks, which is currently underway.

We understand the report has been delayed due to COVID-19. We have regular discussions with our European Partners on the review and we continue to encourage them to finalise the interim report as soon as possible.

The UK will continue to raise our concerns about incitement in education, as I did most recently with the PA Minister for Education just last month. We welcome the PA's work to revise its textbooks and their intention to publish updated versions for the start of the school year in September.

Our three-year People to People programme aimed to bring together Israelis and Palestinians to cooperate on issues which can have a positive impact on both communities, helping to build understanding between people on both sides of the conflict in support of a peaceful, negotiated resolution.

The research component for this programme seeks to look more broadly at the impact of People to People work on the Israeli-Palestinian conflict to build the evidence base in this area – something that is presently limited. To ensure a thorough analysis of this programme, an internal panel is reviewing the report. Work on this is currently underway and the panel hopes to complete its review by Autumn this year.

To ask the Secretary of State for International Development, what assessment she has made of the implications for her Department's transparency commitments of reports that the EU plans to classify the interim report into Palestinian textbooks jointly commissioned by the UK.

Following the UK’s calls for international action, an independent review of Palestinian textbooks is currently underway, conducted by the Georg Eckert Institute, a specialist textbook analysis centre.

DFID continues to favour transparency and the UK has repeatedly lobbied the EU to push for publication of the interim report.

To ensure the review could begin immediately on the signing of the contract, the UK commissioned the Georg Eckert Institute to produce a separate inception report to establish its methodology in advance. We plan to publish this report in the coming weeks.

We will continue to raise our concerns about allegations of incitement with the Palestinian Authority (PA) as I did most recently with the PA Minister for Education on 4 June.

We have regular discussions with our European Partners on the Review and we continue to encourage the EU to publish the report. The issue was most recently raised on 18 February by the UK Consul General Jerusalem with the EU Representative in Jerusalem.

To ask the Secretary of State for International Development, what discussions she has had with her international counterparts on reports of incitement to violence in the online version of the Palestinian Authority school curriculum used by students at home as a result of school closures during the covid-19 pandemic.

The UK government is deeply concerned about allegations of incitement in the Palestinian Authority’s curriculum. ?We are pleased that the Palestinian Authority is undertaking a review of its textbooks and updating them for the new academic year.

The UK has been at the forefront of international action to get to the bottom of allegations. We secured agreement from European partners to commission the Georg Eckert Institute to conduct an independent review, which is currently underway. The scope of the Review was set before the COVID-19 crisis and it does not cover online teaching arrangements put in place by the Palestinian Authority while schools are closed. Any changes to its scope would be a matter for Georg Eckert Institute and our European Partners. We have not had specific discussions with our international counterparts on the Palestinian Authority’s online curriculum. Ministers have regularly raised the issue of incitement in the education sector with the PA’s Minister for Education,?which the Secretary of State did most recently in February this year.
