Defra is currently reforming and implementing retained European Union wine legislation to boost the wine industry, allowing continued innovation and growth to the economy. Our first Statutory Instrument (SI) entered into force on 1 January 2024, and included labelling reforms to benefit importers and exporters, and removal of wine certification arrangements to reduce burdens. Our second SI was approved in Parliament on 17 January 2024, and will come into force in July 2024. This protected the specialist product “ice wine” and updated winemaking practices to enable wine producers to use the latest technological advancements. There are plans for further reforms in 2024, which will cover a wide range of topics including low and no wine and in-market transformation, which will free up industry through increased choice.

Defra funds the Waste and Resources Action Programme’s citizen campaigns such as Food Waste Action Week (18-24 March 2024) and Love Food Hate Waste, which aim to raise public awareness of food waste and the ways in which we can all reduce it. We support retailers and food businesses with the development of best practice advice and guidance to make sure their products help consumers to waste less, for instance, through storage advice.

To support consumers who wish to make more sustainable food choices, Defra is developing a mandatory methodology for the voluntary labelling of food and drink products.

In 2021, Defra ran a call for evidence to gather data on the impacts of different types of labelling reform for animal welfare, including considerations around imports, production systems and method of slaughter. We received over 1,600 responses and a summary of these responses is available on GOV.UK.

As recently announced by the Secretary of State, we will soon be launching a consultation on clearer labelling. This will explore options for labels and the animal welfare standards behind them, including the period of life which should be covered by these standards.

The Department promotes the Eatwell Guide principles through platforms such as the National Health Service website and social marketing campaigns including Healthier Families and Better Health. We have taken action to empower people to make healthier food choices, which includes implementing regulations in 2022 on out of home calorie labelling for food sold in large businesses including restaurants, cafes and takeaways and restricting the placement of less healthy products in key selling locations in store and online. We are committed to bringing forward further measures by 2025, restricting adverts on television for less healthy foods and drinks before the 9pm watershed, as well as paid-for adverts online and restricting volume price promotions of less healthy foods such as buy-one-get-one-free offers.

Measures to restrict advertising are underpinned by evidence which suggests that exposure to high in fat, salt and sugar (HFSS) advertising can affect what and when children eat, shaping children’s food preferences from a young age. Over time, excess consumption can lead to children becoming overweight or obese, all of which puts their future health at risk. This evidence is referenced in the recent consultation from December 2022, Introducing further advertising restrictions on TV and online for products high in fat, salt or sugar: consultation on secondary legislation. Through our Healthy Food Schemes, the Government provides a nutritional safety net to those who need it the most. Healthy Start, Nursery Milk and the School Fruit and Vegetable Scheme together help more than three million children. Over £200 million is devoted to the Healthy Food Schemes each year to reflect this commitment.

The School Food Standards are set in legislation and require school caterers to serve healthy and nutritious food and drinks to ensure children get the energy and nutrition they need throughout the school day. The standards define the foods and drinks that must be provided, those which are restricted to a minimum, and those which must not be provided. HFSS foods are restricted.

Education around healthy eating is also covered through several curriculum subjects including design and technology, science and health education. The relationships, sex and health education statutory guidance states that by the end of primary school, pupils should know what constitutes a healthy diet; the principles of planning and preparing a range of healthy meals; the characteristics of a poor diet; and risks associated with unhealthy eating.

Farmers: Government Assistance

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps his Department is taking to support farmers with rising input costs.

The Government is supporting farmers through a range of measures. We are updating prices in our environmental land management schemes with an average 10% uplift. We are making Sustainable Farming Incentive (SFI) simpler, with more choice about what farmers can do and more actions made available, to better reflect the full spectrum of farming interests. What is more, 50 new actions are being added to our environmental land management schemes, many of which support food production, making it easier for the Government’s support to fit into farmers’ business plans. And specific actions in the SFI, such as different cropping systems, better plant management methods and other Nutrient Management and Integrated Pest Management actions, will support farmers in improving soil health, reducing their reliance on costly inputs.

We are also keen to support farmers through technology. Later this month, Defra will be inviting farmers to apply for share of an initial £15 million for innovations, like robotic mechanical weeding technology, that can be implemented right away. More grants will be launched this year to help farmers grow more, sell more and make their businesses more sustainable and resilient for the future. We will also look at ways to make grants and schemes even easier to access, including the potential to streamline the application process for schemes. Farmers can now apply for SFI and the Countryside Stewardship Mid-Tier through one single application, meaning they’ll have the same actions and get the same support with less paperwork.

More broadly, we are supporting British farmers in the marketplace. British farmers are rightly proud of producing food that meets and often exceeds our world leading animal welfare and environmental standards. And British consumers want to buy this top-quality food. This is why we will rapidly consult on clearer labelling, to protect farmers and consumers. We also want the public sector to procure more high quality, sustainable food produced by farmers, and Parliament has in fact recently passed legislation following our exit from the European Union which enables a greater emphasis on the public benefits of this public sector procurement. We will also update the government buying standards for food and catering to emphasise the importance of buying food with high environmental and welfare standards, which will further support British farmers and food producers.

HM Government is committed to uphold our high standards of food in any trade deal. All food and drink products imported into the UK must comply with our import requirements and regulatory standards for food safety.

Country of origin information is already required for a range of fresh and frozen meat products, as well as for uncut fresh fruit and vegetables, honey, olive oil and wine.

At the Oxford Farming Conference, the Secretary of State for Environment, Food and Rural Affairs announced a rapid consultation to gather views on how we can make packaging information clearer. The Department for Environment, Food and Rural Affairs will announce more details on this in due course.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps he is taking to work with supermarkets to help reduce food waste.

The Government is investing over £2 million this year to combat food waste. That includes funding the Waste and Resources Action Plan (WRAP) and through them we work to address food waste in households and supply chains.

We support the Courtauld 2030 Commitment, managed by WRAP. Courtauld 2030 is a voluntary agreement with industry to tackle food waste, which includes a target of a 50% per capita reduction in food waste by 2030 against a 2007 baseline. Action through Courtauld includes working with businesses, including all the major retailers, to measure and reduce food waste through the Food Waste Reduction Roadmap and the key tool to Target Measure and Act on waste. Courtauld signatories also play a key role in providing consumers with support in reducing food waste at home for instance through offering storage advice and appropriate labelling. Recent data from WRAP showed food waste for the retail sector was 26% lower in 2021 than in 2007.
